The City of Hafnarfj\u00f6r\u00f0ur draws attention to the fact that the Environmental Agency is advertising a proposal for a new operating licence for the asphalt plant of Munck \u00cdslandi ehf. in Hafnarfj\u00f6r\u00f0ur. This concerns a new operation.<\/p>\n
Munck \u00cdslandi ehf. plans to build a tarmac plant in the industrial estate at Kapelluhrauni, at \u00c1lhellu 18. The plan is to use a Benninghoven MBA 160 plant, which can produce up to 160 tonnes of tarmac per hour, and to recycle milled tarmac at the site. There are no plans, nor is it intended, to permit the storage of more than 200 m3<\/sup>\u00a0of oil and gas in the area.<\/p>\n The operator has submitted a four-part dust-binding plan. It addresses the transport of raw materials, the storage of raw materials, the production of asphalt, and the delivery and removal of asphalt.<\/p>\n Otherwise, the proposal is largely in accordance with recent operating licences for comparable activities with regard to conditions and emission limits for the activity. When preparing operational licence proposals of this kind, the Environment Agency uses the document \u201eEnvironment Guidelines on Best Available Techniques (BAT) for the Production of Asphalt Paving Mixes\u201c, published by EAPA in June 2007, as a reference for best available technology.<\/p>\n The Environmental Agency sought the opinion of the planning officer for the City of Hafnarfj\u00f6r\u00f0ur on the status of the detailed plan in relation to the station. The opinion stated that the operation of an asphalt plant is permitted with regard to the detailed plan, provided that the conditions set out therein are met, e.g. regarding the appearance of buildings and the landscaping of plots on Reykjanesbraut, maximum wall height and the height of external walls and the roof, chimneys and silos.<\/p>\n The Environmental Agency has no plans to hold a public information meeting on the proposal during the consultation period, but will reconsider that decision if requested. The consultation period is from 13 April to 11 May 2018.<\/p>\n Comments on the proposal must be submitted in writing to the Environmental Agency. The deadline for submitting comments is 11 May 2018.<\/p>\n
