The municipalities in the capital region are; Reykjav\u00edk,<br \/>\nK\u00f3pavogur, Hafnarfj\u00f6r\u00f0ur, Gar\u00f0ab\u00e6r, Seltjarnarnes and Mosfellsb\u00e6r. The locations of these<br \/>\nlocal authorities are facing care challenges due to the pandemic, both because of<br \/>\nsick leave or absence of staff who are temporarily in quarantine.<\/p>\n<p>It is clear that certain<br \/>\nServices within the municipalities must be maintained and therefore<br \/>\nit is necessary to staff positions within these service units. To ensure that<br \/>\nthat this operation is equipped to deal with the situation that could arise<br \/>\nIn the coming days, the use of it needs to be activated.<br \/>\na temporary provision in the law on civil protection which was adopted on<br \/>\n30th March and discusses <strong>The civil duty of public sector employees. <\/strong><\/p>\n<\/p>\n<h4><strong>The legal provision is as follows: <\/strong><\/h4>\n<p><em>It is the civic duty of public sector employees to perform their duties in<br \/>\nacceptance of civil protection at a time of danger. Public authorities are permitted to entrust<br \/>\ntemporarily changing the duties of staff and transferring staff<br \/>\ntemporarily between workplaces and public bodies to carry out tasks that<br \/>\nhave priority in an emergency. Employees will maintain their unchanged pay and conditions under such circumstances.<br \/>\ncircumstances. However, an employee is exempt from the above-mentioned duty if their state of health<br \/>\nof him, or another person for whom he is responsible, such that his safety<br \/>\nand that health is placed in particular danger by entrusting him with such duties.<br \/>\nof staff. This provision shall cease to have effect on 1.<br \/>\nJanuary 2021. <\/em><\/p>\n<p>This means that the local authorities in the capital region are<br \/>\npermitted to <strong>assign employees temporarily altered job duties<\/strong> and move<br \/>\nStaff temporarily between sites <strong>to carry out the tasks that have<br \/>\nPriority in a moment of danger. <\/strong>Employees will maintain their current pay and conditions, except in those cases<br \/>\nin cases where they take on work that is generally paid higher wages<br \/>\nfor or if the contribution of labour exceeds the normal obligation to work. This authorisation is<br \/>\nValid only while a civil contingency emergency level is in effect.  <\/p>\n<h4>Examples that may fall under this legal provision:<\/h4>\n<\/p>\n<ul>\n<li>In light of the fact that sports facilities, swimming pools and<br \/>\nCultural institutions have closed, as that workforce can be utilised for priority tasks.<br \/>\ne.g. in the field of social welfare services or education. <\/li>\n<li>It is possible to hide from teachers that they are teaching at other times.<br \/>\nbut a work report indicates or change teaching to distance teaching. Only are<br \/>\nAdditional payments are made if the workload increases. <\/li>\n<li>If day care for the elderly or disabled closes, it is possible<br \/>\nto utilise those employees to provide home care within<br \/>\nof the welfare service.  <\/li>\n<\/ul>\n<p>It is important that managers exercise moderation if they are to<br \/>\nto make use of this authority and not to go further than is necessary. Desirable<br \/>\nthat all decisions on changes are taken in as good cooperation with<br \/>\nemployees and possible.
