The estimated operating deficit of the A and B parts of the municipality amounts to 1,221<br \/>\nmillion kr\u00f3na in 2021. Operating cash flow is expected to be 5.5%<br \/>\nof total revenue or 1.7 billion kr\u00f3na.<\/p>\n<p>As one<br \/>\nand other municipalities, the City of Hafnarfj\u00f6r\u00f0ur has had to respond to economic<br \/>\nand the social consequences of the Covid-19 pandemic, which has reduced<br \/>\ncouncil tax revenues and a corresponding increase in social spending. Emphasis has been placed on<br \/>\nto minimise the impact of the pandemic on the residents of Hafnarfj\u00f6r\u00f0ur and to prevent the economic shock<br \/>\nto place a permanent yoke on the municipality. This has been done through coordinated actions.<br \/>\nwhich have included targeted adjustments, moderate borrowing and the sale of assets.<\/p>\n<p><strong>Key findings of the 2021 budget:<\/strong><\/p>\n<\/p>\n<ul>\n<li>Operating result of A and B sections negative by<br \/>\n1.221 million kronor.<\/li>\n<li>Debt ratio 114% at the end of 2021.<\/li>\n<li>Projected operating cash flow from A and B sections<br \/>\n1.7 billion kr\u00f3na or nearly 5.51% of total revenue.<\/li>\n<li>Council tax percentage unchanged at 14.481%.<\/li>\n<li>The total property tax charge is reduced by<br \/>\nlower property taxes and water and sewerage charges to accommodate<br \/>\nincrease in property valuation.<\/li>\n<li>It is generally assumed that the tariff<br \/>\nfor 2021 to remain unchanged or increase in line with the index. <\/li>\n<li>The plan provides for the sale of plots at<br \/>\nworth 500 million kr\u00f3na.<\/li>\n<li>Estimated investments amount to a total of 4.3<br \/>\nbillions of kroner.<\/li>\n<li>Purchase of social housing amounts to 500<br \/>\nmillions of kroner.<\/li>\n<\/ul>\n<p><em>\u201eAlthough<br \/>\nWhen a global pandemic temporarily leaves its mark on the municipal budget's performance, then<br \/>\nThe foundations are solid and the people of Hafnarfj\u00f6r\u00f0ur have an offensive spirit. The most important thing is to defend the service.<br \/>\nand the interests of the residents and to ensure that the town turns defence into attack as quickly as possible.\u201c<\/em> says<br \/>\nR\u00f3sa Gu\u00f0bjartsd\u00f3ttir, Mayor of Hafnarfj\u00f6r\u00f0ur. <em>\u201eThe sale of a stake in HS Veitur helps<br \/>\nIt helps us a great deal in the recovery and prevents a debt burden from being imposed.<br \/>\nto the municipality. We will continue to build in Hafnarfj\u00f6r\u00f0ur and it is planned<br \/>\nto invest just over four billion kr\u00f3nur next year, which is an increase of<br \/>\nmore than a billion year-on-year.<\/em> <em>We take<br \/>\noptimistic about 2021 and looking to the future with a bright outlook.\u201c&nbsp;<\/em><\/p>\n<p><strong> <\/strong><\/p>\n<p><strong>Main<br \/>\nProjects in 2021<\/strong><\/p>\n<p>Budgetary authorisation<br \/>\nThe total for implementation in 2021 is 4,283 million kr\u00f3na. Work will continue.<br \/>\non the development of the South Harbour, as well as an emphasis on finishing touches.<br \/>\nwalking trail, etc. at the North Shore. Considerable work will be carried out on road construction,<br \/>\ne.g. at \u00c1svallabraut and Hamranes, as well as a planned renovation.<br \/>\nstreet lighting throughout the town. Significant investments are planned in<br \/>\nsocial housing. Preparation and development of sports facilities will continue<br \/>\nand include, among other things, the renovation of grass pitches and other facilities, as well as<br \/>\nThe refurbished South Bay Pool. Effort will be put into the renovation of St.<br \/>\nJosefssp\u00edtala and the old S\u00f3lvangur. Then, emphasis will be placed on development in<br \/>\nsewage matters and maintenance of the water supply. <\/p>\n<p><strong>Borrowing requirements<br \/>\n2021 kept to a minimum<\/strong><\/p>\n<p>Despite<br \/>\nThe 2021 budget provides for a substantial loss, which requires a loan.<br \/>\nyear at a minimum, as the sale proceeds from the shares in HS Veitur will be paid on<br \/>\nin the first months of the year. Loan takings of 1,750 million kr\u00f3na are expected but<br \/>\nloan repayments amounting to a total of 2,030 million kr\u00f3na, or nearly 300 million<br \/>\nkronur in excess of borrowings. Thus, the debt ratio is expected to be around 114% in<br \/>\nend of 2021, whereas by comparison the ratio was 112% at the end of 2019 before<br \/>\nThe pandemic struck.<\/p>\n<p><strong>Checkout<br \/>\nbudget<\/strong><\/p>\n<p>Budget<br \/>\nA proposal from the City of Hafnarfj\u00f6r\u00f0ur will be put forward for its first reading at a meeting of the city council.<br \/>\nHafnarfj\u00f6r\u00f0ur, 25 November 2020. The budget covers the coming year as well as<br \/>\nthree-year plan for the years 2022-2024.
