The aim is to create the conditions to allow for the maximum possible easing of domestic restrictions, despite the high level of the pandemic's spread abroad. The vaccination programme in Iceland is progressing well and as the proportion of vaccinated people increases, the grounds for easing restrictions are created, both domestically and at the border.<\/p>\n<p> <a href=\"https:\/\/www.stjornarradid.is\/efst-a-baugi\/frettir\/stok-frett\/2021\/04\/20\/COVID-19-Adgerdir-a-landamaerum-hertar-timabundid\/\">See the announcement on the website of the Cabinet Office.&nbsp;<\/a> <\/p>\n<p>The Minister of Health will present a bill to the Althingi proposing amendments to the current Public Health Act, which sets out the grounds for the measures announced. The main provisions are:<\/p>\n<p><strong>Stay in a quarantine hotel: <\/strong>From 22 April to 30 June, passengers arriving from countries where the incidence of infection exceeds a specified threshold of 1,000 new cases per 100,000 inhabitants will be required to stay in a quarantine hotel. If the number of new infections is between 750 and 1000, quarantine accommodation will be the general rule, but exemptions may be granted, for example, if there are credible plans for staying in suitable accommodation. The conditions for staying in a quarantine facility will be set out in a regulation by the Minister of Health.<\/p>\n<p><strong>Increased travel restrictions:<\/strong> The Minister for Justice shall also be authorised to ban non-essential travel from high-risk areas (incidence rate over 1000\/100,000) on the recommendation of the Chief Medical Officer.<\/p>\n<h4>Unchanged rules on certificates and testing at borders until 1 June<\/h4>\n<p>Rules on the presentation of certificates and on border testing will remain unchanged until at least 1 June. Those who present a certificate of vaccination or previous infection will be subject to a single test at the border and must quarantine while awaiting the result. Others will undergo two tests with a five-day quarantine in between. From 1 June, more lenient requirements will apply to countries designated as low-risk areas.<\/p>\n<p><strong>Regional risk assessment issued regularly: <\/strong>From 7 May, a regional risk assessment will be published fortnightly on the status and development of the epidemic, to inform decisions on border measures.
