Scheduled<br \/>\nThe operating surplus of the council's A and B sections amounts to 842 million kr\u00f3na for the year.<br \/>\n2022. Operating cash flow is expected to be 2.5% of total revenue or 886<br \/>\nmillions of kroner. The plan provides for A-section operations to be positive for<br \/>\nDepreciation and capital charges of approximately 1.1 billion kr\u00f3na and the A-section's result positive by 106<br \/>\nmillions of kroner.<\/p>\n<h4>The development of infrastructure and new neighbourhoods which will lead to a significant increase in population.&nbsp;<\/h4>\n<p>Over the past few terms, emphasis has been placed<br \/>\nto minimise the impact of the Covid-19 pandemic on the residents of Hafnarfj\u00f6r\u00f0ur and prevent the economic shock<br \/>\nto place a permanent yoke on the municipality. At the same time, work has been carried out on<br \/>\nthe development of infrastructure and new neighbourhoods which will lead to a significant increase<br \/>\nresidents in the coming years. Hafnarfj\u00f6r\u00f0ur municipality, like other municipalities, anticipates<br \/>\na continued increase in collectively bargained wages and rapidly growing expenditure on social welfare<br \/>\na service that carries ever-increasing weight in the town's operations. The aim is for repayments of older loans to exceed new borrowings in<br \/>\nPart A and that the debt ratio of the Municipality of Hafnarfj\u00f6r\u00f0ur will be brought down to 97% by the end of the year.<br \/>\n2022 and it has not been lower in decades.&nbsp;<\/p>\n<p><em> <\/em><\/p>\n<p><em>\u201eNext year's budget entails austerity<br \/>\nin the management and defensive response of local authorities to the economic impact of the Covid pandemic<br \/>\nhave yielded results. Emphasis has been placed on protecting the interests of residents without<br \/>\nto indebt the municipality, but the City of Hafnarfj\u00f6r\u00f0ur's treasury took out no loans in<br \/>\nthe current financial year\u201c <\/em>says<br \/>\nR\u00f3sa Gu\u00f0bjartsd\u00f3ttir, Mayor.<em> \u201eA major development is ahead in new<br \/>\nneighbourhoods and infill sites. Considerable population growth can be expected in<br \/>\nin Hafnarfj\u00f6r\u00f0ur over the next few years. We aim to invest just over 5 billion.<br \/>\nkr\u00f3na in 2022, but as with other municipalities, increased<br \/>\nWage costs have had a significant impact on the town's operations. Despite this, it is estimated<br \/>\nthat the debt ratio of the City of Hafnarfj\u00f6r\u00f0ur will fall below 100% by the end of 2022 and<br \/>\nIt marks a turning point in the running of the town.\u201c<\/em><\/p>\n<p><strong> <\/strong><\/p>\n<h4><strong>Key findings of the 2022 budget<\/strong><\/h4>\n<\/p>\n<ul>\n<li>Operating result<br \/>\nA and B parts positive by 842 million kr\u00f3na<\/li>\n<li>Operating result<br \/>\nA-part positive of approximately 106 million kr\u00f3na<\/li>\n<li>Debt ratio<br \/>\nestimated at around 97% at the end of 2022<\/li>\n<li>Estimated working capital from<br \/>\nOperating profit for A and B sections of 886 million kr\u00f3na, or 2.51% of total revenue.<\/li>\n<li>Council tax percentage<br \/>\nunadjusted or 14.48%<\/li>\n<li>Property taxes on<br \/>\nResidential property prices were lowered by almost 5% to offset the increase<br \/>\nproperty valuation<\/li>\n<li>Reduction in water and sewerage charges<br \/>\nBusiness premises that reduces the tax burden on businesses by 145 million kr\u00f3na&nbsp;<\/li>\n<li>It is generally assumed that<br \/>\nthe tariff for 2022 remains unchanged or increases by 2.51%, which is within expectations<br \/>\nprice increases<\/li>\n<li>Estimated<br \/>\nInvestments amount to just over 5 billion kr\u00f3na<\/li>\n<li>Purchase of<br \/>\nSocial housing estimated at around 500 million kr\u00f3na<\/li>\n<li>Spending on issues<br \/>\nThe number of disabled people increases by 131,000 and amounts to just over 4 billion kr\u00f3na.<\/li>\n<li>Special injection to<br \/>\nHafnarfj\u00f6r\u00f0ur's nursery schools in the form of increased staff benefits, a pay rise for<br \/>\nFixed overtime, allowances and training amount to around 82 million kroner.<\/li>\n<li>According to the plan, residents will<br \/>\nto increase by an average of 1,500-2,000 people per year for the next four years<\/li>\n<\/ul>\n<\/p>\n<h4><strong>Main<br \/>\nProjects in 2022<\/strong><\/h4>\n<p>The budget for the project is approximately 5 million.<br \/>\nbillions of kroner in 2022. The plan emphasises prioritisation in<br \/>\nbasic services, such as environmental matters, transport, sports facilities, housing and<br \/>\nsewage matters.<\/p>\n<p>Road construction will continue in<br \/>\nA residential area in Hamranes which is currently being developed, with road construction underway in a new area.<br \/>\nA residential area in \u00c1sland. The finishing of new housing estates throughout the town will be<br \/>\nto continue, such as the completion of paving, the construction of patios, paths, play areas and general landscaping<br \/>\ngreening of areas. The reconstruction of pavements and footpaths in the town continues and special<br \/>\nFunding will be allocated to improving cycling routes in the municipality. It should also be noted that at Hvaleyrarvatn, work will begin.<br \/>\nwork on the development in accordance with the detailed plan, with particular regard to<br \/>\nto improve accessibility, stopping areas, paths and car parks. Special funding is<br \/>\nAllocated to beautify Hellisger\u00f0i, which will be 100 years old in 2023. Renewal of street lighting with LED installation.<br \/>\nwill be largely completed next year. Preparations for a new play- and<br \/>\nprimary school in Hamranes. The renovation of the grass pitches on the club grounds will then be completed.<br \/>\nFH and Hauka next year, as well as numerous other projects.<\/p>\n<p><strong>Repayments<br \/>\nin excess of borrowings in Section A<\/strong><\/p>\n<p>The plan provides for a loan to be taken out in<br \/>\nPart A for around 850 million kr\u00f3na, but where repayments of older loans weigh<br \/>\nIt is further assumed that lending institutions' funding will decrease by just over 200<br \/>\nmillions of kroner in total in 2022. It is expected that 500 million kroner<br \/>\nborrowing for investments by the housing office, but rent payments are covered<br \/>\ninstalments and interest on those loans.
