In his memorandum to the Minister of Health, it is stated that the Omicron variant of the coronavirus is the predominant cause of the high number of infections now being detected, accounting for over 90% of cases, while the Delta variant accounts for just under 10%. The pandemic is therefore now in many ways different from before, as the Omicron variant is much more transmissible than the Delta variant, causes less severe illness less often, and evades the protection from vaccines and previous infections more readily.

A memorandum from the Director of Public Health states that the current rules on quarantine and isolation have caused significant absences from schools and the workplace, with consequent disruption. Many children have repeatedly had to quarantine, and child welfare specialists have pointed out that this can have negative consequences. It is therefore proposed that children of preschool and primary school age should not have to go into self-isolation or quarantine unless they have been in contact with, or are living with, an individual in isolation. On 24 January, there were just over 11,000 people in isolation, of whom just over 4,000 were children. In addition, nearly 14,000 people were in quarantine, of whom around 6,900 were children, but a large proportion of the adults registered in quarantine are triple-vaccinated and have therefore been able to attend work.

With the change decided by the Minister of Health, quarantine and infection control will be as follows:

Quarantine will be for those who are exposed at home:

The quarantine requirements will remain unchanged, i.e. five days of separation from others and a PCR test to be released.

If full separation from infected individuals in the home is not observed, quarantine ends with a PCR test the day after the infected person is discharged, as has been the case.

However, fully vaccinated people (a positive test counts as one dose) in the same household are subject to infection control instead of quarantine, as detailed below, which concludes with a PCR test on the fifth day.

Contagion control will be available for those exposed outside the home:

For infection control, the individual should wear a face covering in crowded places and when it is not possible to maintain a two-metre distance, both indoors and outdoors. Crowded places should be avoided and contact with vulnerable individuals should be minimised.

Quarantine must be observed for five days and no testing is required to be released, except for triple-vaccinated individuals who are exposed at home.

Children of preschool and primary school age are exempt from quarantine in these cases but must self-isolate if there is an infection in the household.

Photograph: Golli – The Government Offices

Einstaklingum sem eru útsettir fyrir COVID-19 smiti utan heimilis eða dvalarstaðar síns verður ekki lengur skylt að fara í sóttkví en þurfa þess í stað að viðhafa smitgát.
