    • SB040377 – Minutes of the Planning and Building Officer

      Minutes from the planning and building officer's disposal meetings of 13.05.2009 and 20.05.2009 were presented.

      The Planning and Building Council points out that the Planning and Building Appeals Board has annulled the amendment to the Hleinir detailed plan for Langeyrarmelar, which is based on the resolution passed at item 1 of the 259th meeting on 13 May 2009.

      The Planning and Building Committee makes the following recommendation to the Town Council:

      “The Hafnarfjörður Town Council approves the building permits listed in Part A of the minutes from the building officer's disposal meetings of 13.05.2009 and 20.05.2009, with the exception of item 1 in the first set of minutes, Herjólfsgata 30 demolition, and the matter is therefore referred back to the planning and building officer.“

    • 0905018 – North Bank 1-3, car park

      A letter from residents of Northbank 1 and 3 dated 01.05.2009, requesting an increase in the number of parking spaces at the properties, was considered. At its meeting on 12.05.2009, the Planning and Building Committee referred the matter to the Executive Committee for its consideration.

      Guðmundur Ýmir Bragasson og Guðrún Hallgrímsdóttir sækja 19.03.09 um að rífa bílgeymslu, byggja nýjan bílskúr, stækka íbúðir á 1. og 2. hæð samkvæmt teikningum Jóns M. Halldórssonar dags. 17.03 09. Erindið var grenndarkynnt. Athugasemdir bárust. Skipulags- og byggingarráð fól 12.05.2009 skipulags- og byggingarsviði að vinna samantekt á innkomnum athugasemdum.%0D

      The Planning and Building Committee postpones the matter.;

    • 0702005 – Master Plan of Hafnarfjörður, power lines and substations.

      A proposal for an amendment to the 2005–2025 Master Plan for Hafnarfjörður, concerning the electricity transmission system in the hinterland of Hafnarfjörður, was discussed. The preliminary environmental assessment report by the engineering firm Efla, dated 6 May 2009, was presented. The proposal is available at the following web addresses: www.sudvesturlinur.is; www.landsnet.is and www.efla.is. Ólafur Árnason and Jón Bergmundsson from Efla Engineering, along with Ingólfur Eyfells from Landsnet, attended the meeting and gave a presentation.

      The Planning and Building Committee thanks the presenter. The Planning and Building Committee refers the matter to the Environment Committee/Agenda 21 and the Executive Services Department for their consideration. The Council also refers the matter to the Hafnarfjörður Folk Museum and the tourism officer for their comments on the aspects relevant to them. The Council further instructs the Planning and Building Department to prepare a proposal for a comment on the preliminary assessment report.;

    • SB060858 – Fields, Phase 7, detailed planning

      A proposal for a change to the multi-unit residential part of the plan was discussed. Páll Tómasson of Arkitektur.is attended the meeting and gave a presentation.

    • 0812095 – Hverfisgata 41A, demolition

      The request from the owners of the above-mentioned plot dated 8 February 2009, requesting discussions regarding the finalisation of the plot, is reconsidered. At its meeting on 12 February 2009, the Town Council instructed the Planning and Building Committee to proceed with the matter. A previously submitted report from the Planning and Building Department regarding the use of the plot, dated 04.03.2009. A previously submitted report from the Hafnarfjörður Municipal Museum. A letter was submitted from Gudfinna Jóh. Guðmundsdóttir, solicitor, on behalf of Bjartmar Sigurðsson, owner of Hverfisgata 41b, dated 14 May 2009, setting out his position regarding proposals for the use of the plot.

    • 0905097 – Hverfisgata 29, enquiry

      On 13.05.09, Construction Company X submitted an enquiry asking whether permission would be granted to build a lift house on the outside of a staircase, in accordance with the attached proposals. The application was considered at the processing meeting of the Planning and Building Officer on 13 May 2009, who referred it to the Planning and Building Committee.

    • 0804191 – Krýsuvík, installation of educational signs.

      The Office of Culture and Tourism requests, on 08.04.2009, permission to install 5 information signs at Seltún in Krýsuvík, in accordance with the attached documents from Batteríið, which show the location and text of the signs. A report from the board of Reykjanes Nature Reserve, dated 26 April 2009, was submitted. The application was considered at a meeting of the planning and building officer on 20 May 2009, who referred it to the Planning and Building Committee.

      The Planning and Building Committee welcomes the proposal and refers it to the Planning and Building Department for final disposal.;

    • 0902022 – Grindavík Seltún, septic tank and toilet

      A copy of the minutes of the Reykjanes National Park meeting dated 31.03.2009 was presented, requesting a partnership with the City of Hafnarfjörður to install and operate a shelter and toilet block at Seltún. The matter was discussed at the processing meeting of the Planning and Building Officer on 20 May 2009, which referred it to the Planning and Building Committee.

      The Planning and Building Committee requests a report from the Operations Department.;

    • 0901068 – Hamranes outline plan.

      The Director of Operations reported on a meeting with the Road Administration regarding the location of the Ofanbyggðar Road.

      The Director of Operations reported on a meeting with the Road Administration regarding the location of the Ofanbyggðar Road.

    • 0905129 – Vogar, proposal for a new general plan 2008-2028

      The advertised proposal for the Master Plan of the Municipality of Vogar 2008-2028 has been submitted. The deadline for comments is 03.07.2009. The proposal is available on the website www.vogar.is/Skipulag/Skipulag_i_kynningu.

      The Planning and Building Committee instructs the Planning and Building Department to prepare a recommendation for the plan.;

    • 0905171 – Hveradalur in Krýsuvík, exploratory drilling

      A letter from the Planning Authority, dated 19.05.2009, was presented, requesting a review from the City of Hafnarfjörður regarding a notification of the need for an environmental impact assessment for HS Orka's exploratory drilling in Hveradalur, Krýsuvík. A report from HS Orka, dated 14.05.2009, was also presented.

      The Planning and Building Committee instructs the Planning and Building Department to prepare a recommendation for the application and to request an extension of the consultation period until 9 June.;

    • SB040347 – Environment Committee/Agenda 21

      The minutes of the Environment Committee/Local Agenda 21 meeting of 20.05.2009 were presented.

      The Planning and Building Committee instructs the Director of the Department to report on item 3 at the next meeting of the Environment Committee/Local Agenda 21.;

    • SB050152 – Herjólfsgata 30-34

      A letter from the Planning and Building Appeals Board dated 19 May 2009 was presented, in which the decision of the Hafnarfjörður town council from 5 September 2006 is annulled due to procedural flaws in its handling.

      The Planning and Building Committee instructs the Planning and Building Department to review the case process. The Planning and Building Council also instructs the Planning and Building Department to begin discussions with the planning authorities in Garðabær about dividing the Hleinar to Langeyrarmelar detailed plan into two parts, such that the part within the boundaries of Hafnarfjörður will be entirely under the administration of Hafnarfjörður, and the part within the boundaries of Garðabær will be entirely under the administration of Garðabær.;

    • 0709011 – Gullhella 1, building permit.

      Sigthór Sigurðsson, Managing Director of Hlaðbær, requests in a letter dated 11.05.2009 that the final inspection for the planned structures on the site be postponed from 16.06.2010 to 16.06.2013. The final inspection for the site, the asphalt plant and the machinery/storage shed can take place on 01.09.2009. The company's plans for the landscaping of the site and buildings are detailed. The matter was considered at the processing meeting of the Planning and Building Officer on 20 May 2009, who referred it to the Planning and Building Committee.

      The Planning and Building Committee postpones the matter.;

    • 0808201 – Melabraut 17, container in the car park

      A skip has been standing in the car park of the house opposite Suðurbraut for a whole year. The property owners, Bílamálun Minney, were contacted about removing the skip and they promised it would be dealt with without delay. The skip is still there, but this is not permitted under the local planning regulations. The container is there at the responsibility of the property owner/landowner, who has been repeatedly asked to remove it, and was required to do so at the service meeting on 27.08.2008. On 18 March 2009, the planning and building officer made it compulsory for the owner/landowner of Melabraut 17 to remove the said container within two weeks. Failure to comply within the specified timeframe would result in a recommendation to the Planning and Building Committee to impose a daily fine in accordance with section 57 of the Planning and Building Act. This has not been addressed. On 28/04/2009, the Planning and Building Committee required the property owner to remove the aforementioned container within two weeks. Failure to comply would lead the Planning and Building Committee to recommend to the Town Council that daily fines be imposed in accordance with Article 57 of the Planning and Building Act No. 73/1997. Another container has been added on the grassy side of Suðurbraut.

      The Planning and Building Committee makes the following recommendation to the Town Council:“The Hafnarfjörður Town Council agrees that daily fines will be imposed in accordance with section 57 of the Planning and Building Act no. 73/1997, 30,000 krónur per day from 1 July, if the containers on the plot of the house opposite Suðurbraut are not removed by that date.“;

    • LU060158 – Hafravellir 4

      The lease agreement stipulates that the house is to be fully completed on the exterior by 1 November 2008. No work has commenced. On 22 April 2009, the Planning and Building Officer requested information about the proposed works within two weeks. No response has been received. As the finishing of the adjacent plot is dependent on this plot being completed, and complaints have been received from the holder of that plot, the Planning and Building Officer considers it urgent that this be done as soon as possible. On 13.05.2009, the Planning and Building Officer referred the matter to the Planning and Building Committee with a proposal to make a recommendation to the Town Council that the plot be reallocated if a satisfactory response is not received from the plot holder within two weeks.

      The Planning and Building Committee recommends to the Town Council that the plot be reallocated if a satisfactory response is not received from the plot holder within two weeks regarding the proposed building works.

  • 0812106 – Strandgata 19, fire protection

    Tekinn fyrir að nýju tölvupóstur frá Sigríði Önnu Sigurðardóttur, Sigga Timo Gullsmíði Strandgötu 19, dags. 09.12.2008, þar sem gerð er athugasemd við eldvarnir hússins. Vísað er til skoðunar lögreglunnar og slökkviðlisins. Skipulags- og byggingarfulltrúi vísaði 09.02.2009 í gr. 61.5 í byggingarreglugerð og gerði eiganda skylt að framkvæma úrbætur á húsinu innan 4 vikna. Yrði ekki úr bætt mundi skipulags- og byggingarfulltrúi vísa málinu til skipulags- og byggingarráðs með tillögu um dagssektir í samræmi við gr. 61.6 og 210.1 í byggingarreglugerð. Skipulags- og byggingarfulltrúi vísaði 13.05.2009 málinu til skipulags- og byggingarráðs með eftirfarandi tillögu:%0D“Skipulags- og byggingarráð vísar í gr. 61.5 í byggingarreglugerð og gerir eiganda skylt að framkvæma úrbætur á húsinu innan 4 vikna. Verði ekki úr bætt mun skipulags- og byggingarráð vísa málinu til bæjarstjórnar með tillögu um dagssektir í samræmi við gr. 61.6 og 210.1 í byggingarreglugerð.“

    The Planning and Building Committee refers to section 61.5 of the Building Regulations and requires the owner to carry out remedial work on the house within 4 weeks. Failure to remedy the matter will result in the Planning and Building Committee referring the case to the Town Council with a proposal for daily fines in accordance with sections 61.6 and 210.1 of the Building Regulations.“;

    The Planning and Building Committee requires the owner and the building supervisor to remedy the site's condition within two weeks. If this is not rectified within the specified deadline, the Planning and Building Committee will make a proposal to the Town Council for a daily fine in accordance with section 57 of the Planning and Building Act.“;
