A letter from the Ministry of the Environment, dated 03.11.11, is presented, referring to the consultation on the proposal for a new planning regulation. The deadline for submissions is 01.12.11.
The Planning and Building Committee instructs the Director of the Department to prepare a draft report for the next meeting.

1110324 – Regional Plan for the Suðurnes area 2008-2024, draft
Consideration of a submission from Ásmundur Friðriksson, on behalf of the Joint Planning Committee for Regional Planning of the South-West, dated 27.10.11, referring to the draft regional plan for the South-West 2008-2024. The deadline for comments is 17.11.11. The Directorate's proposal for a comment is presented. Stefán G. Thors of VSÓ attends the meeting and presents the proposal.
The Planning and Building Committee thanks the presenter for the presentation. The Planning and Building Committee instructs the Head of Department to finalise the report in accordance with the discussions at the meeting.

1009150 – Straumsvík, Gasfélagið, new detailed plan
Gasfélagið ehf submitted a proposal for a detailed plan on 14.09.10, in accordance with drawings by the engineering firm Mannvit dated 09.09.2010. This concerns a new detailed plan for a previously unplanned area. On 21/09/10, the Planning and Building Council requested an environmental assessment of the plan, together with supporting documents, including a risk assessment, a report from the Icelandic Civil Protection Authority and the Capital Region Fire and Rescue Service, and from the Occupational Safety Authority. The Planning and Building Officer sent an enquiry to the Planning Authority regarding the environmental assessment of the plan. A response letter from the Planning Authority, dated 07.10.10, was presented, stating that the gas plant in Straumsvík does not fall under the Planning and Environmental Assessment Act No. 105/2006. However, with reference to 5th paragraph of Article 9 of the Planning and Building Act no. 73/1997, the Planning Authority considers that the City of Hafnarfjörður is fully entitled to request that an assessment of the environmental effects of the detailed plan proposal be carried out. Previously submitted safety assessment by Mannvit ehf. Submitted environmental impact assessment report by Mannvit ehf, dated 27.10.11, along with comments from the Occupational Safety Authority, dated 14.10.11, and the Capital Region Fire and Rescue Service, dated 21.10.11 and the Infrastructure Agency dated 30.08.11. Postponed at the last meeting.
A proposal for a local plan is still under preparation. Postponed.

1109387 – Norðurbakki 13, 15 and 17, detailed plan and outdoor area.
The proposal by architect Sigurður Gíslason of Norðurbakki 15 for an amendment to the detailed plan and the arrangement of the outdoor area at the houses Norðurbakki 13, 15 and 17 is reconsidered.
The Planning and Building Committee considers it important to ensure continued access to the harbour front, but wishes to accommodate the views of residents in nearby houses by temporarily closing the loop road in the area, which is also reflected in the design and finish of the car parks.

1111113 – Skipalón 10, discharge of encumbrance
A letter from FM-Húsar ehf, dated 03.11.11, was presented, requesting that the Planning and Building Council removes the restriction on the house at Skipalón 10 that residents must be 50 years of age or older.
The matter is deferred. The Planning and Building Committee welcomes the proposal but requests a report from the Operations Department and the Education Service regarding the impact on Hvaleyrar School, which was the basis for the condition.

1012098 – Strandgata 55, enquiry
On 09/12/10, Fjörukráin submitted a revised application to build a turf house behind Fjörukráin, see attached document. A new proposal, together with supporting documents and a letter to the planning committee, was received on 09/08/2011. The Planning and Building Committee dealt with the previous enquiry on 01.02.2011. The Town Council has approved the plot extension.
The Planning and Building Committee authorises the plot holder to prepare a proposal for a change to the detailed plan in consultation with the Planning and Building Department.

0704123 – Kaldársel, detailed plan
The status of the area's planning was discussed. Previous discussions with the representatives of Kaldársel were reported. Þráni Hauksson and Landslag ehf have been tasked with commencing work on the plan.
The Planning and Building Council instructs the Planning and Building Department to prepare a proposal for an amendment to the general plan for the area bounded by Kaldárhrauni and Gjánar to the north, west and east, and by the roots of the Undirhlíðar to the south, following the water-bore fence. Also to prepare a brief for the plan, and to present it in accordance with Article 40 of the Planning Act no. 123/2010 and to initiate an archaeological survey of the area.$line$$line$Skipulags- og byggingarráð gerir eftirfarandi tillögu til bæjarstjórnar: „The Town Council resolves that a proposal for an amendment to the general plan for the Kaldársel area be prepared, in accordance with Article 30 of the Planning Act No. 123/2010.“

A letter from the Planning Authority, dated 25.10.11, was presented, reporting on a consultation forum for the development of the 2012–2024 National Planning Policy Framework. The deadline for registering participation is 15.11.11.
The Planning and Building Council instructs the Director of the Department to participate in the consultation forum for the development of the National Planning Policy Framework 2012–2014.

1006284 – Master Plan of Hafnarfjörður: comprehensive revision.
A comprehensive revision of the Master Plan for Hafnarfjörður is to be discussed. A resolution from the Hafnarfjörður Town Council to commence the work is on the table. The maps and reports of the current master plan are to be revised, with the outcomes from the Hamranes, Ásland and Hafnarfjörður Uplands framework plans used as a basis for comparison. A report on the proposal has previously been submitted by the chair.
The Planning and Building Committee instructs the Head of Department to prepare a draft project brief for the plan.

The idea of writing an organisational history of Hafnarfjörður was discussed.
The chairman presented an idea for writing a history of architecture in Hafnarfjörður.

Review of land prices, working group
The final report of the working group on plot prices was presented. The Town Council referred recommendations 5, 6, 7, 8, 10 and 15 to the Planning and Building Committee for further processing. A report from the Director of the Planning and Building Department and the Director of the Environment and Operations Department was presented.
The Planning and Building Committee makes the following observations: Proposal 5 – endorses the contents of the proposal, with further processing to be addressed in the detailed plan. Proposal 6 – endorses the proposal in its entirety.Proposal 7. Endorses the director's review. Proposal 8. Referred to the review of the master plan.$line$Tillaga 10. agrees with this, but stresses what is stated in the director's review that this is to be a temporary measure only.Proposal 15. supports the proposal stating that an effort will be made to register housing, and refers to the drawing up of a budget.
