• 1108227 – Environmental issues, brainstorming session

  Ideas that emerged from a brainstorming session on the Environment and Operations Department's projects were presented. The departments' terms of reference and the division of labour between them were discussed. Joint meeting with the Environment and Operations Committee.

  The council thanks you for the presentation. Emphasis is placed on good and active cooperation between the departments on environmental matters in general, which is accompanied by an increased focus on the subject area through a new arrangement, including the councils holding joint meetings at least twice a year.

• 1109378 – Environmental Team, Terms of Reference

  Discussion on the terms of reference and projects of the environmental team. Joint with the Environment and Executive Council.

The Planning and Building Committee and the Environment and Operations Committee welcome the success of the lava field clean-up on 16 September and extend their sincere thanks to all who took part for their contribution. Special thanks are extended to the Friends of the Lava Field for their initiative in this clean-up campaign. It is proposed that 16 September be made an annual clean-up day, and the councils' environmental team is tasked with taking this matter forward.

• SB040377 – Minutes of the Planning and Building Officer

  Minutes of the planning and building officer's disposal meetings of 21.09.11 and 28.09.11 were presented. Item A was disposed of by the building officer in accordance with the Building Act No. 160/2010.

• 1101002 – Cycle paths, working group on planning

  The report of the working group was presented.

  The Planning and Building Committee thanks the members of the working group and all residents who participated by providing comments and suggestions, and refers the report to the newly established Environment Team for consideration, with particular regard to the costs.Furthermore, the Council emphasises that in all planning work undertaken by the municipality, special consideration will be given to diverse transport options and good connections with neighbouring municipalities, as sustainable transport will be one of the factors that will be specifically taken into account.sideration in the review of the Master Plan for Hafnarfjörður.

• 1105012 – Walking and cycling paths - safety issues.

  The Director of Operations reports on various matters concerning safety on walking and cycling paths.

  The stage manager is thanked for the presentation.

• 1108205 – Skógarás 2, two flats

  Regin Grímsson, in a letter dated 18 August 2011, requests permission to convert Skógarás 2 into a two-unit house, with an upper and lower floor each assigned a separate address number. The Planning and Building Council instructed the department head on 06.09.11 to carry out a preliminary assessment of the potential impact on the total population of Ásland if the requested densification were to proceed, and to examine the effect on other services compared with the current situation. A review by the Department of Planning and Building of these factors was presented.

  The Planning and Building Council instructs the Director of the Department to prepare a neighbourhood survey, which will, among other things, explore the views of residents in Ásland 3 regarding the increase in registered dwellings and other matters concerning the planning and development in the neighbourhood.

• 1108310 – Fífuvellir 4, conversion of a detached house into a semi-detached house

  Jón Óskar Agnarsson submitted an enquiry on 30.08.2011, requesting permission to convert a detached house into a semi-detached house on the plot. See attached documents. The Planning and Building Committee instructed the Director on 06.09.11 to carry out a preliminary assessment of the potential impact on the total population of Völlum should the requested densification of the settlement proceed, and to also examine the effect this would have on other services compared to the current situation. A review by the Planning and Building Department of these factors was presented.

  The Planning and Building Council instructs the Planning and Building Department to discuss the application with the applicant.

• SB060858 – Fields, Phase 7, detailed planning work.

  Continuation of the discussion on the working group's proposals for the review of the plan.

  The Planning and Building Committee proposes that the Valli 7 local plan be taken for special review with the aim of aligning the current plan with general requirements for sustainable planning. The conditions will be redrafted and the current plan reviewed, whilst ensuring the greatest possible efficiency in utilising the developments that have already taken place in the neighbourhood. The SBH endorses the recommendations of the working group as set out in the report. The Council agrees that the work on the review of the detailed plan will be carried out by staff from the Planning and Building Department, and that preparations for this work will commence.

• 0708068 – Fornubúðir 1A (Óseyrarbraut 1b)

  Review of the status of the plot at Fornubúðir 1A / Óseyrarbraut 1B. At its meeting on 22.12.10, the Harbour Board proposed to the Planning and Building Committee that the plot at Óseyrarbraut 1b be subdivided and merged with the plots at Óseyrarbraut 1 and Hvaleyrarbraut 2, in accordance with proposal 2. See proposals in the case file. The Planning and Building Committee authorised on 18 January 2011 that the application be subject to local consultation in accordance with section 2 of Article 43 of the Act no. 123/2010. The local consultation has been completed, and comments have been received. Draft responses to the comments from the Planning and Building Department were presented.

  The Planning and Building Committee endorses the responses to the comments and makes them its own. The Planning and Building Committee agrees to the Harbour Board's proposal for a plan which involves the division of the plot between Fornubúð 1A and Óseyrarbraut 1b, which was subject to local consultation on the 18th. January 2011, and the matter is concluded in accordance with Section 43 of the Planning Act No. 123/2010.

• 0708097 – Lækjargata 2, Dvergslóðin, detailed plan

  To discuss the arrangement of work on the detailed plan for Lækjargata 2 and the surrounding area, in accordance with the decision of the Hafnarfjörður Town Council on 1 June 2008. The Planning and Building Committee instructed the Planning and Building Department on 22 June 2010 to begin preparations for an ideas competition in accordance with the decision of Hafnarfjörður Town Council on 1 June 2008. Drafts of the brief for the ideas competition have previously been submitted.

  The Planning and Building Council approves the competition brief with the amendments made. A proposal for the appointment of the judging panel will be presented at the next meeting.

• 1109091 – Regional plan for the capital region: comprehensive revision.

  The discussion on the findings of the SSH working group was continued, and the municipalities' appointed planning officers were instructed on methodology.

  The chair is tasked with proposing a report to be presented at the next meeting.
