The Independence Party representatives on the Family Council regret the way the presentation and subsequent decision-making on changes in the field were handled, without any presentation to the council. At a meeting of the council on 16 February, the working practices of the Family Council and its sub-committees, and the dissemination of information, were discussed. It was made clear then that it was appropriate to await the outcome of the work that was underway; therefore, the decision and implementation of this matter are unacceptable. Memorandum from the representatives of the Social Democratic Alliance and the Left-wing Greens:
At the beginning of this term of office, the municipal council agreed to establish a democracy and public administration committee, composed of the party leaders in the town council, and to give it, among other things, the task of reviewing the system of government based on an evaluation commissioned by the outgoing town council.
The Town Council approved on 14 April a proposal to the Town Council for changes to the administration of the Borough of Hafnarfjörður. These proposals are the joint outcome of the work of the leaders of all parties represented on the town council and are based on the findings of a review commissioned by the Committee on Democracy and Public Administration. The proposals are being put forward jointly, and no amendments to them are before us, either from representatives of the Independence Party or from others who have been involved in the substantive discussion and formal handling of the matter.

The mayor presented the implementation of the budget.
The Family Council thanks the mayor for the presentation.
It is pleasing that it has been possible, in consultation and with the agreement of the service users, to find a way to meet the wishes that have been expressed regarding the arrangements for the changes provided for in the budget, and to aim to reduce the operating costs of the swimming pools in Hafnarfjörður. The Family Council will assess the outcome of this implementation once the summer closure has come into effect. The Council emphasises that all available options and possibilities regarding the future operation of the swimming pool will be considered.

The Family Council endorses the decision of the Education Council, as follows:
;“The Education Committee proposes that an open meeting be held as soon as possible, regarding the ideas for all-day schools and community centres,
as set out in the working group's report.Furthermore, the education council proposes that a cost analysis be carried out on the options discussed in the working group's report, and that the report be sent for consultation to relevant professionals and stakeholders.“
The Director's Family Council is also to request expert opinions, including from the Department of Sport, Leisure and Developmental Education at the Faculty of Education, University of Iceland, and to compile an overview of the organisation of this service in other municipalities.
