Haraldsson then took the floor. $line$$line$Gunnar Axel Axelsson then took the floor and submitted the following statement on behalf of the councillors of the Social Democratic Alliance and the Left-Green Movement:$line$$line$“Contrary to what could be inferred from the council meeting notice, the submitted report is not part of the operational review that the council agreed to commission from the consultancy firm R3 on 29th. October last year and was to be completed with the submission of a report in February this year, containing an independent analysis of the current situation, recommendations and proposals. $line$ $line$Although no motion was passed to instruct the acting mayor to undertake part of this work, a report is here presented in his name on the basis that it constitutes an independent analysis of the situation. $line$ $line$ One of the key initiatives in recent years, designed to build trust and create a basis for discussion on the municipality's finances, was to commission regular independent analyses of its financial position and creditworthiness. Such an analysis was carried out in recent years and was most recently published in March 2014, when the town's credit rating was raised by three grades. The significantly improved credit rating was based on a successful restructuring of operations and a favourable outcome from the first phase of refinancing. The 2014 rating report suggested that the credit rating would rise even further upon the completion of the final phase of the project. $line$Simultaneously with a new majority's proposal to engage the consultancy firm R3 to conduct an operational review of the municipality, the mayor, however, proposed that no such independent credit rating analysis be carried out on the municipal treasury in 2015 as planned.s planned. As things stand, it therefore looks as though no independent analysis will be carried out on the council's financial position and credit rating this year.$line$Although an agenda item for this council meeting is a proposal for the council's summer recess, there is no information on when the majority plans to publish the reports from the independent analysts, which, according to a council resolution, were supposed to be available last February..“$line$

1406349 – Care Home in Hafnarfjörður, Feasibility Study
Item 3 from the minutes of the Family Council meeting on 19 June. Representatives of the Independence Party and Bright Future submitted the following proposal and memorandum at the last meeting of the Family Council:The Family Council proposes that a new 60-bed care home, in accordance with the existing agreement with the Ministry of Welfare from 2010, be built on the Sólvangur site. Furthermore, the Mayor is instructed to enter into formal discussions with the Ministry of Welfare regarding an increase in nursing home places in the town, as there is an urgent need for further development in the coming years. $line$$line$Explanatory Note:$line$$line$The location of a new care home on the Sólvangur site is in line with current policy on matters concerning senior citizens, which is for Sólvangur to become the centre for elderly care services in Hafnarfjörður. Various support services are already in place, which are important to have in the vicinity of a new care home, and in addition, the current detailed plan allows for a 4,000 sq m extension on the site.$line$In the Capacent report on a comparison of options for the location of a care home, prepared in autumn 2014, many aspects of the project are assessed. The conclusion of the report is that according to the weighted score, the location on the Sólvangur site is the most cost-effective option, particularly in terms of both running and capital costs.$line$Sólvangur was built in 1953 and has since played a key role in the care of the elderly in Hafnarfjörður. It currently has 56 nursing home places, 2 respite places and 8 day care places, as well as physiotherapy and a canteen, which also serve residents of the service apartments for the elderly at 1-3 Sólvangsvegur. $line$By co-locating part of the existing building for support services and administrative space for the new care home, economies of scale in capital costs are achieved, and proximity to support services provides operational efficiencies. $line$The location on the Sólvang site also supports the objectives of the conceptual framework, in line with the priorities of the Ministry of Welfare. The work of the project board for the construction of a care home, which was appointed on 21 February 2013 and submitted a report in autumn 2014, will be taken into consideration during the preparation, cost estimate and project planning, and to work towards strengthening and integrating the range of services for older people in the area.$line$Preparations will begin in the coming weeks, and it is anticipated that the new care home will open in April 2018.$line$$line$The matter was deferred to the next meeting.$line$ $line$ A short break was taken. $line$ The Family Council approved the proposal by three votes. Representatives of the Social Democratic Party and the Left-Green Party voted against and submitted the following statement:$line$The representatives of the Social Democratic Alliance and the Left-wing Greens believe that the matter should be referred to the town council for its decision, as it represents a significant policy change regarding the nursing home issue. $line$$line$Representatives of the Social Democratic Alliance and the Left-Green Party are astonished by the majority's position of disregarding the council's letter of intent, where it is clearly stated in Article 7 that...?However, the matter shall always be referred to the town council for a decision if at least two councillors so request. The Director of the Department is tasked with presenting the terms of reference for a working group on the project at the next meeting. Referred to the Town Council.

Adda María Jóhannsdóttir then spoke, Helga Ingólfsdóttir made a point of order in response to Adda María Jóhannsdóttir's speech, Adda María Jóhannsdóttir replied, Helga Ingólfsdóttir made a further point of order, and Adda María Jóhannsdóttir replied a second time. $line$$line$Gunnar Axel Axelsson made a brief remark.$line$$line$Ófeigur Friðriksson then took the floor, Helga Ingólfsdóttir made an intervention, Ófeigur Friðriksson replied to the objection, Helga Ingólfsdóttir made a second objection.$line$ $line$ The Hafnarfjörður City Council approved the Family Council's proposal with 7 unanimous votes.$line$$line$$line$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$his decision squanders funds and years of preparatory work which, from the outset, has been characterised by active consultation, cooperation with stakeholders, and cross-party collaboration. By approving this proposal, it is also clear that there will be significant delays in making long overdue improvements to the conditions for those living in care homes in Hafnarfjörður. Based on the available premises, it appears that this decision by the majority of the Bright Future and Independence parties is, more than anything else, about reversing decisions made by the previous majority. Thorough preparatory work that has been ongoing for many years, the cross-party consensus that has existed around the project from the outset, and the significant funds already invested in it seem to count for nothing. When the new coalition government of the Bright Future Party and the Independence Party took office a year ago, one of its first acts was to halt the construction of a new care home in Skarðashlíð. This was done on the grounds that the new cost-effectiveness of the location that had been decided upon and which had cross-party agreement, needed to be examined. Based on commissioned consultancy, the majority concluded that the most viable location for a new care home was neither in Skarðashlíð nor on the Sólvang site, but at Hrafnista. Based on this, the mayor was instructed to begin negotiations with the operators of Hrafnista about an extension to the nursing home, instead of a new home on new, conceptual grounds in Skarðshlíð. When the results of those negotiations, which had then been ongoing for 6 months, were to be presented, a new proposal was put forward to build a care home on the Sólvang site. In the year since the new majority took office, nothing has happened regarding the construction of a new care home in Hafnarfjörður, and the project has returned to square one.$line$Although the proposal is before us for consideration, many key questions remain unanswered as to whether it is considered viable from the project's conceptual, planning, and financial perspectives. It is not established whether, and if so how, a new care home would fit within the site, nor do any draft plans for such planning work appear to exist. Reference is only made to an old local plan from 2001, which provided for an extension to Sólvang at a time when different and less stringent requirements were made for the accommodation in care homes, and the standards for size and optimal conditions were different from those that apply now. That planning proposal was rejected by the state at the time, as it was considered not to meet the requirements for the design of nursing homes according to current standards and criteria. There is no evidence in the case to confirm that the Ministry of Welfare has now approved the change involved in an extension to Sólvang instead of a new home, on the basis of the current criteria and recommendations to build on a single storey where possible.$line$The proposal also makes no mention of the development at Völlar and its effect on the planning for that area, should the construction of a new care home there be abandoned, a care home for which designs are already in place and which has played a key role in the comprehensive planning and development of services in that part of the town.$line$Nor is any assessment available of the financial impact of changed market conditions and increased construction costs in the time that has passed since the new majority decided to halt work on the new care home last spring. The proposal put forward here would delay the project by at least a few more years, at a time when construction activity is increasing very rapidly. $line$Although the Ministry of Welfare's design specifications specifically recommend that care homes are built on a single storey, and other local authorities have in most cases followed these requirements, this proposal goes in the opposite direction and comes to the conclusion that the location with the greatest design constraints is the most desirable.to the conclusion that the site with the greatest design constraints is the most suitable. In doing so, the concept of the service's philosophy and the priorities set out for the construction and operation of a new care home are rendered null and void. $line$With this decision, the Hafnarfjörður Town Council is also relinquishing the authority to build a care home of a comparable size to those in neighbouring municipalities and is subjecting itself to stricter criteria that were adopted last year, which provide for a private room per care recipient.nursing homes will be significantly smaller than nursing homes that have been built in other municipalities in recent years, including in Garðabær, Akureyri, and one currently under construction in Seltjarnarnes. Finally, the councillors of the Social Democratic Alliance and the Left-Green Party wish to emphasise that the proposal under discussion here was not part of the circulated materials for the Family Council meeting on 5 June. Nothing in the notice or agenda for the meeting indicated that a proposal for the relocation of a new care home was to be discussed. On the contrary, members of the Family Council could reasonably have expected that the results of the mayor's negotiations with the operators of Hrafnista, which had been ongoing for about six months, would be presented, without the elected representatives having been informed of their progress. In such circumstances, it is both natural and common to request a postponement of the matter, after all, it cannot be expected that representatives of the townspeople on committees and boards can fulfil their statutory duty to make informed decisions without being given a reasonable opportunity to familiarise themselves with the underlying facts and evidence. That the majority party's representatives have since chosen to try and make a political issue of a request that was obviously both legitimate and reasonable, as their letter in the Fjarðapósturinn attests, speaks for itself and reveals little other than their long-outdated ideas about the exercise of public power. It further underscores the emptiness of their declarations of a willingness to work on the basis of ideas about effective consultation and cooperation.$line$$line$In the opinion of the representatives of the Social Democrats and the Left-Green Party, these working practices are highly unusual and contrary to the positive development that has taken place in the Hafnarfjörður town council in recent years, where concerted efforts have been made to increase consultation and co-opef about pressing matters of interest.“ $line$$line$At the request of the councillors of the Independence Party and Bright Future, a recess was taken at 16:45. 16:22 to 16:45, Helga Ingólfsdóttir took the floor and submitted the following motion on behalf of the councillors of the Independence Party and Bright Future: “With the Family Council's decision on the location of the new care home on the Sólvangur site, this important project is finally getting under way after years of delay. A project board will be appointed in the coming weeks with representatives from all parties. Sólvangur will thus become the elderly care centre for Hafnarfjörður, and the project board will also be tasked with examining the integration of projects in elderly care services. For further details, please refer to the explanatory memorandum accompanying the proposal above.“

It can hardly be considered fair that some representatives on the municipality's committees and councils receive a stipend for their work, while others do not. The majority's decision to repeatedly refer the matter to the President's Committee, which is in effect dysfunctional, does nothing to foster greater unity and democratic cooperation among representatives of all parties.

1506278 – Summer holiday of the town council
The chair introduced the following motion:$line$“The Town Council resolves that the Town Board shall handle all matters in full during the 2015 summer recess in July and August 2015, in accordance with Article 8 of the Constitution on the Governance of the Borough of Hafnarfjörður and the Rules of Procedure of the Town Council.“$line$
Gunnar Axel Axelsson spoke. At the request of the councillors of the Social Democratic Alliance and the Left-wing Movement – The Green Party, a recess was held from 17:55 to 18:10.$line$$line$The Hafnarfjörður Town Council approved the proposal with 7 votes to 4.$line$$line$Adda María Jóhannsdóttir spoke and submitted the following statement on behalf of the councillors of the Social Democratic Alliance and the Left-Green Movement:$line$$line$“According to Article 8 of the Municipal Regulations of Hafnarfjörður, the town council is permitted to cancel meetings for up to two months. It is entirely unacceptable for the town council to approve a summer recess and to delegate its authority beyond those limits and without the final timeframe for that measure being specified. It is not customary for that decision to be indefinite, but rather for it to state, when the council goes into summer recess, when the first council meeting after it shall be held.“$line$$line$At the request of the councillors from the Independence Party and Bright Future, a recess was taken from 18:15 to 18:24.$line$$line$The chair points out that due to the absence of three of the council's presiding officers, it has not been finalised when the council will reconvene for a regular meeting in August. The party leaders and representatives will finalise this in the coming days, consulting on when the council's summer recess will end.
