  1. General presentations

    • 1703074 – Association of the Deaf, grant application

      A submitted email from the Association of the Deaf, a request for a grant and an overview of the association's activities in 2017 and 2018.

      The town council cannot comply with the request.

    • 1703092 – Municipal waste, recycling centres, operation, municipal settlement

      A letter from Sorpa bs. dated 6th March was presented, concerning the settlement for the operation of the recycling facilities of Sorpa and the municipalities for the year 2016.

      „The processing of the invoice will be postponed until the results of the authority's operational review and the recommendations of the working group for the review of the current arrangement for the operation of the recycling centres are available. It is anticipated that both will be ready by the end of April 2017.“

      The town council appointed Ismael David to the working group.

    • 1703335 – Hafnarfjörður Gymnastics Club, Skessan

      A submission from the Fimleikafélag Hafnarfjarðar, dated 20th March, regarding the Skessan, a sports hall.
      Helga Stefánsdóttir, Director of the Operations and Administration Department, attended the meeting.

      The Town Council refers the proposal for a property exchange agreement to the Department of Environment and Operations, as work on property exchange agreements with the sports clubs has been ongoing for the past few years. Furthermore, the Sports Officer and ÍBH are requested to compile information on the status of facilities for football in Hafnarfjörður. An analysis will be carried out to determine the need and where improvements are required over the next two years, based on the number of participants, facilities, and the allocation of time in the town's sports halls and on its artificial grass pitches. Information on the number of football participants since 2014 is also to be compiled. The Mayor is to be tasked with briefing representatives of the Gymnastics Club on the status of the matter.

      Representatives of the Left-Green and Social Democratic parties submit the following statement:

      That the sports representative of ÍBH not only compiles information on the status of facilities for football in Hafnarfjörður, but also compiles information on the status of facilities for all sports in Hafnarfjörður. An analysis should be carried out to determine the current needs and where improvements are required over the next two years, based on the number of participants, the facilities available, and the allocation of time at the town's sports halls and outdoor sports areas. It is important that the number of current participants is specified by sport, and how many are on a waiting list.

    • 1606445 – Budget of the Municipality of Hafnarfjörður and its enterprises 2017 and 2018-2020.

      An amendment to the budget was tabled.

      The Town Council refers the supplementary budget to the Town Board for consideration.

    • 1702357 – Regulations on the Supervisory Board for the Finances of Sports and Youth Organisations

      Appointment to the Supervisory Board for the Financial Affairs of Sports and Youth Associations, pursuant to the regulations on the Supervisory Board for the Financial Affairs of Sports and Youth Associations, adopted by the Town Council on 15 March 2017.

      The town council appoints a supervisory committee for the finances of sports and youth organisations, comprising Ljósbrá Baldursdóttir, the town's auditor, who will be chairperson, Helga F. Arnarsson and Margrét Sólbergsdóttir.

    • 1301188 – 41 Suðurgata, St. Joseph's Hospital, future use

      Informed about the status of the negotiations.

      The mayor was tasked with continuing to work on the matter in accordance with the discussions at the meeting.

    • 1611041 – Marketing Office of Hafnarfjörður, brand strategy

      Appointment to a working group on the development of a branding strategy for Hafnarfjörður.

      The Town Council approves the draft terms of reference and appoints the following to a working group to formulate a branding strategy for Hafnarfjörður:

    • 1612199 – Selhella 6, application for a plot, allocation

      A request was submitted by the plot holder, Verkefnis ehf, to transfer ownership of the plot to the company MBKF1 ehf.

      With reference to clause 9 of the lease agreement for the plot, the request is refused.

    • 1703324 – Single-storey 3, 5 and 7, plots for sale

      A bid from Björg Real Estate was submitted for three plots: Einhellu 3, Einhellu 5 and Einhellu 7.

      The harbour board rejects the request.

      The judgment of the Reykjavík District Court of 20 March 2017 was presented.

    • 1702346 – Hafnarfjörður Gymnastics Club, road construction charges, request for discussions

      A submission from Fimleikafélag Hafnarfjarðar, dated 20th March, has been presented.

      The mayor is tasked with obtaining further information on the matter.

    • 1701592 – Flensburg School, study trip, grant application

      A grant application from Flensburg School was submitted.

      It was agreed to grant the project 120,000 kr.

    • 1703367 – Equal right of children to participate in sports and leisure activities

      Representatives of the Social Democratic Alliance and the Left-wing Greens submit the following question:

      Representatives of the Social Democratic Party and the Left-Green Party request information and a summary of the conditions that have been set for children in Hafnarfjörður regarding the payment of participation fees and additional costs in sportand leisure activities in clubs that receive direct or indirect financial support from the municipal council. Do contracts with sports and leisure clubs in Hafnarfjörður contain similar provisions to those that ÍTR makes with sports clubs in Reykjavík regarding equal participation opportunities, which the clubs are obliged to uphold? If so, how is this provision enforced? If not, we propose that such provisions be included in contracts with sports and leisure clubs in Hafnarfjörður. It must be our duty as a municipality to ensure that children in Hafnarfjörður have an equal right to participate in organised sports and leisure activities, and that any additional costs that arise must not result in children being discriminated against based on their parents' financial situation.
