  1. General presentations

    • 1811361 – Refinancing of Íslandsbanki's loans

      A memorandum was presented. Rósa Steingrímsdóttir, Director of the Finance Department, attends the meeting.

      The Town Council instructs the Director of Finance to proceed with the matter.

    • 1806284 – Loans 2018

      The Municipal Loan Fund grants the City of Hafnarfjörður a loan in class LSS55 to the value of 904,431.Kr. 761 at an interest rate of 2.55% and to the Housing Office of Hafnarfjörður a loan in LSS55 amounting to Kr. 100,492,418 at an interest rate of 2.55%, pursuant to the attached loan agreements.

      Decision to borrow from the Municipal Finance Corporation for the Borough of Hafnarfjörður, secured by a charge on the municipality's revenues. The Borough Council proposes to the Borough Assembly:
      „The City Council of the City of Hafnarfjörður hereby resolves to borrow from the Municipal Loan Fund an amount of 904,431,761.- with a final maturity date of 5 November 2055, in accordance with the approved terms of the loan agreement before the meeting.
      The municipal council resolves that the revenues of the municipality shall secure the loan (the principal amount, the prepayment charge, and any interest, late payment interest and costs), pursuant to the authority in section 2. subsection 68.6 of the Municipal Act No. 138/2011, specifically its income tax revenues and payments to the municipality from the Municipal Equalisation Fund.
      The loan is taken for the financing of the construction of a care home, which constitutes a project of general economic significance, pursuant to Article 3 of the Act on the Establishment of a Public Limited Company for the Municipal Loan Fund, No. 150/2006.
      Furthermore, Rósa Guðbjartsdóttir, tax number 291165-3899, is hereby granted full and unlimited authority to act on behalf of The City of Hafnarfjörður hereby grants to Rósa Guðbjartsdóttir, personal number 291165-3899, full and unlimited power of attorney to enter into a loan agreement with the Municipal Loan Fund in accordance with the foregoing, and to receive, sign, issue and deliver any and all documents, instructions and notices related to this loan, including a request for the disbursement of the loan.“

      A decision to take out a loan from the Municipal Loan Fund for the Housing Office of Hafnarfjörður, secured by a charge on the municipality's revenues. The Municipal Council proposes to the Town Council:
      „The City Council of Hafnarfjörður hereby approves that the Housing Office of Hafnarfjörður, reg. no. 570790-1029, which is 100% owned by the City of Hafnarfjörður, shall borrow from the Municipal Loan Fund an amount of 100,492,418 in principal.- with a final repayment date of 5 November 2055, in accordance with the approved terms of the loan agreement presented to the meeting, and to provide a simple guarantee for the loan. This guarantee is given pursuant to the authority in Article 69(1) of the Municipal Act No. 138/2011. Furthermore, it is resolved that the municipality's revenues are pledged as security for the guarantee, pursuant to the authority in 2nd paragraph of Article 68 of the Municipal Act No. 138/2011.
      The guarantee covers the repayment of the principal of this loan, together with interest and index-linked adjustments, as well as any costs of collection. The loan is taken out to finance the purchase of a dwelling by the Housing Office, which falls under eligible projects, in accordance with Article 3 of the Act on the Establishment of a Public Limited Company for the Municipal Loan Fund, No. 150/2006.
      Furthermore, Rósa Guðbjartsdóttir, tax number 291165-3899, is hereby granted full and unlimited authority to act on behalf of The City of Hafnarfjörður hereby grants to Rósa Guðbjartsdóttir, personal number 291165-3899, full and unlimited power of attorney to enter into a loan agreement with the Municipal Loan Fund in accordance with the foregoing, and to receive, sign, issue and deliver any and all documents, instructions and notices related to this loan, including a request for the disbursement of the loan.“

      Request for discussions on increased cooperation in services for the elderly.

    • 1811294 – Hrafnista, swimming pool, errand

      A proposal from the Seamen's Day Council and Hrafnista, dated 13th November, regarding a partnership in the operation of the swimming pool at Hrafnista in Hafnarfjörður, has been presented.

    • 1812052 – Hafnarfjörður Forestry Society, activities and agreement.

      A submission from the Hafnarfjörður Forestry Society, dated 3rd December, has been presented.

      The mayor has been tasked with working on the revision of the agreement between the Forestry Association and the City of Hafnarfjörður. Other points of the motion are referred to the Environmental and Planning Services for consideration.

    • 1711050 – Traðarberg 7, application for a plot extension

      Previously on the agenda of the town council on 20th April.
      Application for a plot extension. Sent for local consultation. A comment was received.

      The planning officer is tasked with proceeding with the matter in accordance with the attached memorandum.

    • 1812029 – 11 Hverfisgata, request for a plot extension and a new lease agreement

      An application has been submitted for the extension of the plot at 11 Hverfisgata.

      The mayor has been tasked with speaking to the landowners.

    • 1812050 – Library, staff presentations

      A submission from the staff of the Hafnarfjörður Library, dated 27 November.

      The Town Council does not take a position on the employment status of individual staff members, but instructs the Town Manager to discuss the library's staffing matters with its Head Librarian.

      Appointment to a working group in accordance with the letter of instructions.

    • 1806352 – Shortening of the working week

      The proposal is well aligned with the policy of the Hafnarfjörður town council on family-friendly priorities. It is clear that the shortening of the working week will be one of the issues in the upcoming collective bargaining agreements.
      Therefore, the processing of the proposal is postponed until the outcome of the collective bargaining agreements is known. However, it should be noted that an experimental project on shortening the working week in nurseries is already being prepared within the education department.

      A representative of the Social Democratic Party submits the following statement:
      It is a pity that larger and more decisive steps are not being taken next year by the City of Hafnarfjörður on this important matter. We should have clear objectives and a firm initiative on the issue, and provision should be made for it in next year's budget. However, it is positive that the matter is on the agenda. In Reykjavík, numerous institutions are taking part in a similar project, and it has been very well received by their staff and has by no means reduced productivity. working hours are, if anything, used more effectively with a shorter working week, as well as supporting increased family time and also resulting in better staff health.

    • 1811303 – Redefinition of the employee employment rate due to rest period provisions

      The town council welcomes the proposal and instructs the mayor to pursue the matter.

      A representative of the Social Democratic Party submits the following statement:
      It is positive that the majority is looking at the possibility of meeting the needs of this group of staff who perform such important service roles in residential settings for people with disabilities. In my opinion, it would have been desirable for a decision to have been made before the second reading of the budget. A measure like this would undoubtedly have a positive effect in increasing the number of professionally qualified people in this occupational group for the municipality.

    • 1806353 – Transport agreements

      A transport agreement, which came into force in 2013, is currently in effect. Its aim was to encourage the town's staff to use an environmentally friendly and cost-effective means of travel. This agreement means that employees who sign up can purchase a 12-month bus pass for the price of a 9-month pass. The employee also receives free access to the swimming pools of Hafnarfjörður for the same period.
      The mayor is now tasked with assessing the potential and interest of the town's staff and institutions in further implementation of transport agreements.

      A representative of the Social Democratic Party submits the following statement:
      There are already transport agreements in the borough's institutions, which is a good thing. It is clear that this is an important public health and environmental issue. Unfortunately, more decisive steps are not being taken to strengthen the agreements that are in place. It would have been important for a decision on strengthening transport agreements within the council's institutions to have been made available before the second reading of next year's budget.
