At the start of the meeting, the Vice-Chair proposed that item 8 on the published agenda, Óseyrarhverfi Detailed Plan, be removed from the agenda. This was unanimously approved.

  1. General presentations

    • 2202050 – Local elections 2022

      A report was presented from the Returning Officer in Hafnarfjörður on the results of the local elections on 14 May 2022.

      The President of the Faculty reviewed the report under consideration.

    • 2205668 – Election of the Mayor, Deputy Mayor and Clerk 2022 - 2026

      An election was held for the mayor of the town council.

      The senior member of staff proposed that Kristinn Andersen be elected president. The proposal was unanimously approved.

      The retiring president, Kristinn Andersen, declared the duly elected mayor of the town council for one year.

      The newly-elected president now took over the chair.

      An election was then held for the 1st and 2nd Vice Presidents. The President put forward a proposal that Sigrún Sverridóttir become the 1st Vice President and Valdimar Víðisson the 2nd Vice President. In addition, Jón Ingi Hákonarson would serve as an observer on the Presidential Committee. The motion was passed unanimously with 11 votes in favour.

      An election was then held for two town council secretaries and two substitutes.

      A motion was put forward that Kristín María Thoroddsen and Árni Rúnar Þorvaldsson be appointed secretaries, and that Margrét Vala Marteinsdóttir and Hildur Rós Guðbjargardóttir be elected deputy secretaries. This was approved unanimously.

    • 2205680 – Policy agreement of the municipal council majority

      Agreement on the programme for the council majority presented

      Valdimar Víðisson, Árni Rúnar Þorvaldsson and Jón Ingi Hákonarson speak.

      Árni Rúnar Þorvaldsson makes the following reservation:

      Social Democratic Party councillors express their disappointment that the Progressive Party was unwilling to form a social democratic majority. It would have been natural to attempt to form such a majority, as the Social Democratic Party and the Progressive Party were the winners of the election. The Progressive Party simply lost its nerve, and the result is a continuation of the coalition between the Progressive and Conservative parties, where few of the Progressive Party's key election issues have made it into the parties' coalition agreement. There is no mention of non-profit rental housing associations or an increase in social housing in the coalition agreement. Nor is there anything about free nursery education, as the Progressive Party discussed during the election campaign.

      We are, however, faced with a very generally worded coalition agreement, with little in it that is concrete and in no way consistent with the parties' numerous promises during the election campaign. This majority is therefore, first and foremost, an agreement on the division of the mayor's chair for one term, rather than an agreement on the issues. The energy spent on reaching an agreement over the mayor's chair seems to have meant that not a single word is said about the biggest challenges and tasks facing today's government: climate change and public transport. Environmental and nature conservation are similarly barely visible in the coalition agreement. These major and urgent issues, which concern the future of us all, carry no weight with the newly formed majority of the Progressive and Independence parties in Hafnarfjörður.

      The Social Democratic Party will, as always, support all good proposals from the majority and fight for the issues that the Social Democrats put at the forefront of the election campaign. At the same time, we will provide the Progressive and Independence parties' majority with firm and principled scrutiny throughout the term, thereby championing the interests of the town's residents with equality and justice as our guiding principles.

    • 2205678 – Recruitment of the town manager

      A proposal was put forward for the appointment of a mayor.

      Valdimar Víðisson speaks and puts forward a motion to finalise the appointment of Rósa Guðbjartsdóttir as Mayor of Hafnarfjörður until 31 December 2024.The Chair of the Municipal Council shall be tasked with finalising a written employment contract with the Mayor, specifying his terms of employment, in accordance with section 2 of Article 54 of the Municipal Government Act. The contract shall be submitted to the Municipal Council and for ratification by the City Council.

      The above was approved with 7 votes, while 4 representatives of the Social Democratic Party abstained.

    • 2206070 – Proposals, presented to the Town Council on 8 June 2022

      Proposals from the town councillors of the Independence Party and the Progressive Party were put forward:

      1. Efficiency in the planning and construction sector
      2. Commercial activities in new-build areas
      3. Organisation of the nursery day
      4. Housing for older people
      5. Hobby grants
      6. Rights of people with disabilities
      7. Music school and theatre

      Orri Björnsson speaks and proposes that proposal 1 be referred to the Environment and Operations Committee and the Planning and Building Committee for processing, and that proposal 2 be referred to the Town Council.

      Kristín Thoroddsen also speaks and proposes that proposal 3 be referred to the Education Committee.

      Valdimar Víðisson then speaks and proposes that proposal 4 be referred to the Family Council and the Planning and Building Council. Also, that proposal 5 be referred to the Education Council for implementation.

      Margrét Vala Marteinsdóttir also speaks and proposes that proposal 6 be referred to the Family Council.

      Rósa Guðbjartsdóttir then speaks and proposes that a) item 7a of the proposal be referred to the Education Committee and the Environment and Operations Committee, and b) item 7b be referred to the Culture and Tourism Committee and the Environment and Operations Committee.

      The Chair proposes that the proposals before us be referred for further detailed consideration in accordance with the above. This is unanimously agreed.

    • 1903474 – The Riding Club Sörli, implementation agreement, submission

      Item 4 from the minutes of the Town Council meeting of 13th May.

      Tender, Phase 1, for processing
      The Town Council instructs the Environmental and Planning Department to prepare a tender for the first phase of Sörli's riding stable.

      The Town Council agrees to proceed with a tender for Phase 1 of the Sörli riding hall, in accordance with the available tender and contract documents. In relation to the tender, the municipality reserves the right to reject any and all bids that exceed the proposed cost estimate. It will be for the newly elected town council to decide whether, and if so which, bid will be accepted following the tender process.

      The matter was referred to the town council for confirmation.

      Jón Ingi Hákonarson makes the following statement:

      The representative of Viðreisn agrees to put the construction of the Sörli Equestrian Hall out to tender. It is important that the positions of the parties in the current town council are clear. During the term, Viðreisn has supported the construction of the Sörli riding hall, and therefore its position is in line with the work carried out during this period.

      Sigurður P. Sigmundsson makes the following statement:

      The Town List strongly objects to the practice of the ruling majority of the Independence Party and the Progressive Party in the town council of taking a proposal to the Town Board for consideration, the day before the local elections, to immediately put out to tender the construction of the Haukar football hall and the Sörli riding hall.The Civic List agrees that these projects should go ahead, as this was decided long ago. However, it is not the right time to make this decision, and it is not administratively sound to tie the hands of the next council in this way. It would be more appropriate for the municipal council to take up the matter, thus giving all councillors an opportunity to participate in the discussion and decision-making. It should also be noted that the environmental assessment for the construction of the sports hall will not be available until August or September 2022. Approving a tender subject to the outcome of the environmental assessment is not good governance. Furthermore, it is quite clear that earthworks at the Sörli site will not be able to begin before September 2022. In other words, there is no reason to tender these projects now. Furthermore, there is no plan in place for how these projects are to be financed. The first phase of the sports hall will cost 280 million króna. according to the plan, and the first phase of the riding arena will cost 1,100 m.kr., a total of 3,900 m.kr. for both projects, but the total cost of both is estimated at around 4,500 million króna. In the investment plan for 2022-2025, see the justification for the 2022 budget of the City of Hafnarfjörður, 350 m.kr. is allocated for Haukar's sports hall and 80 m.kr. for Sörli's riding arena, a total of 430 m.kr. in 2022. For the years 2023-2025, 800 million króna is planned each year for sports clubs' investment projects, totalling around 2,400 million króna. This figure includes investments for projects other than those for Haukar and Sörli. Therefore, the funding for these projects has not yet been secured. If these investments are not within the budget, a supplementary budget will be required, which the Town Council must refer to the Borough Council for approval.

      Finally, it is worth pointing out that this action prevents two of the four minority parties from taking a formal position, as the proposal is put forward in a council committee where not everyone has voting rights. This is not the first time this majority has behaved in this way in similar matters.

      Sigurður Þ. Ragnarsson makes the following reservation:

      The representative of the Centre Party records the following:
      The Centre Party representative supports putting the construction of the Sörli Equestrian Hall out to tender. It is important that the positions of the parties in the current town council are clear, as it will be for the newly elected council to finalise the tender.

      Adda María Jóhannsdóttir makes the following reservation:

      The following is the statement of the Social Democratic Party's councillors. A similar statement is submitted under item 5 on the agenda of the meeting concerning the development at Ásvellir.

      The Social Democratic Party wholeheartedly supports the development of the Sörli Riding Club and approves the advertisement for the tender.

      It is, however, interesting that the coalition of the Progressive and Independence Parties intends to end the term of office in the same way they began it, by dancing on the line of legality in the handling of matters concerning the development of sports facilities. The notice for this meeting was sent out with the minimum legal notice, at an unconventional time, as the mandate of the outgoing representatives is about to expire. It is obvious that there is nervousness among the majority of representatives in the final stretch of the election campaign, as fine promises have not been kept. The Haukar football stadium and the Sörli riding hall have still not been built.

      With this proposal, empty promises are still being made and a blank cheque passed on to the new town council. The environmental assessment for the sports hall at Ásvellir has not been completed, and a reservation has been made regarding this in the tender documents. Furthermore, the funding for these projects has not been fully provided for in the current budget, nor has a supplementary budget been passed for the tenders. According to the Municipal Government Act, it is not permitted to deviate from the budget unless the municipal council has previously approved a supplementary budget, which details changes to expenditure and liabilities.

      This proposal today therefore bears all the hallmarks of an election scare tactic. To promise municipal spending of just over four billion króna less than 24 hours before polling stations open for the local elections is not good governance, but unfortunately, it is characteristic of the working practices of the outgoing coalition of the Progressive and Independence parties. Much promised, but little delivered.

      About a year ago, the mayor performed the first groundbreaking for Haukar's sports hall, and the chairman of the town council did the same for Sörli's riding hall. However, nothing has happened until now, when the matter is being put on the agenda in the final metres of the election campaign. This is a token proposal designed to deceive the voters.

      It is strongly emphasised that the Samfylking party will successfully bring both of these projects to fruition in the next term of office.

      Representatives of the Independence Party and the Progressive Party record the following:

      The majority members of the Town Council are delighted that these important development projects have now been set on a successful course, following thorough and excellent preparation over recent months. Our sincere thanks go to all those who have worked on these matters for their excellent work. It is very welcome that construction work will begin soon, bringing the day closer when the facilities for footballers at Ásvellir and for equestrians at Sörli will be exemplary and of the highest standard.

      Árni Rúnar Þorvaldsson speaks and proposes that the matter be referred back to the town council. Rósa Guðbjartsdóttir responds, and Árni Rúnar replies to her response.

      The Chair puts forward the motion that the matter be referred back to the Town Council. The motion is defeated, with 4 representatives of the Social Democratic Alliance voting in favour and 7 representatives of the majority, along with a representative of the Reform Party, voting against.

      The Social Democratic Alliance's councillors support the progress of this matter, and we therefore agree to confirm the decision of the town council from 13th May. The matter is, in fact, still at square one and nothing has changed since the members of the town council were summoned to an emergency meeting on Friday the 13th. May, just a few hours before the local elections were due to start, on the shortest legal notice, to approve putting the construction of Sörla's riding hall out to tender. It is therefore ironic that here we are, at the first meeting of the new town council, and the tender has still not been advertised. This confirms what was stated in the speech by Odda María Jóhannsdóttir, representative of the Social Democrats on the town council during the last term, that this was first and foremost a token proposal in the final metres of the last term, intended to deceive the voters and to hide the majority's fumbling on this matter. Otherwise, we refer to the minutes of the Social Democratic Party's representative on the town council of 13 May.

      Tender: Phase 1, for processing
      The town council instructs the Department of Environment and Planning to prepare a tender for the first phase of Haukar's sports hall.

      The Town Council agrees that a tender will be issued for Phase 1 of the Haukar sports hall, in accordance with the available tender and contract documents. For the tender, the municipality reserves the right to reject any and all bids that exceed the proposed cost estimate. It will be for the newly elected town council to decide whether, and if so which, bid will be accepted following the tender.

      The matter was referred to the town council for confirmation.

      Item 4 from the minutes of the Planning and Building Committee of 10th May.
      At a meeting of the Planning and Building Officer on 8 March, it was approved to carry out a neighbourhood consultation in accordance with Article 2 of Article 43 of the Planning Act No. 123/2010 regarding an application from Kjartan Arnfinnsson for a change to the size of a plot of land. The application was subject to a local consultation from 17 March to 20 April 2022. Comments were received. A report from the planning officer was presented.

      The Planning and Building Committee approves the amended detailed plan for the site, with reference to the planning officer's report, and refers it to the Borough Council for ratification.
      The plot holder was advised that revised principal plans must be submitted to the building control officer.

      The town council unanimously approves the decision of the planning and building committee.

    • 2203705 – Hamranes plot 29.B, detailed plan

      Item 3 from the minutes of the Planning and Building Committee of 10th May.
      Byggingarfélag Gylfa og Gunnars hf. submitted a proposal for the detailed plan for plot 29.B on 25 March 2022. The proposal provides for two buildings, one five storeys high with 25 flats and the other four storeys high with 20 flats. An underground car park is connected to both buildings.

      The Planning and Building Committee agrees to advertise the current proposal for the detailed plan for Plot 29.B and refers it to the Borough Council for approval.

      The town council unanimously approves the decision of the planning and building committee.

    • 2202583 – Regulations on nursery school admission

      Item 4 from the minutes of the Education Committee meeting of 11th May.

      A proposal for a change to the rules was put forward.

      The Education Committee agrees that the following article be included in the regulations for the nursery school fee schedule, and refers it to the Town Council for further approval.

      Addition to the tariff:
      If there has been a significant change in the circumstances of a parent or guardian of a child/children due to the death of a spouse, a deduction is permitted in accordance with the lower income threshold of the income criteria (currently 75%) for one year.
      This particularly refers to specific cases, such as:
      a. When a spouse has died during the year and income has decreased significantly.
      b. In the case of sudden disability resulting in a significant reduction in income.

      The town council unanimously approves the education committee's decision.

    • 2202375 – Independent primary schools

      Item 9 from the minutes of the Education Committee meeting of 11th May.
      Draft service agreements with independent primary schools in Hafnarfjörður were presented for approval, to take effect from autumn 2022.

      The Education Committee approves the draft amendments to the service agreements with independent primary schools in Hafnarfjörður, where the operating grant will change from 75% to 100%, and refers the matter to the budget committee and for further approval by the town council.
      The contribution is calculated from the weighted average of the total cost of all primary schools run by local authorities in the country per pupil, according to the annual calculations of Statistics Iceland. The Education Committee is delighted that equality is upheld for all children in Hafnarfjörður's primary schools, regardless of the schools' organisational structure. Diversity and freedom of choice are highly valued in schools in Hafnarfjörður.
      Parental fees will therefore be abolished in the independent primary schools already operating in the municipality, Nu Primary School and the Hjalli School, from the autumn.

    • 2205610 – Tender for cleaning of the town's institutions 2022-2026

      The outcome of the tender for cleaning services at Hafnarfjörður Municipality's institutions for 2022-2026 was presented. A total of four valid tenders were received, and the lowest was from AÞ-Þrif ehf. at kr. 217,553,082 per year excluding VAT, whereas the budget estimate was kr. 395,138,521 per year excluding VAT. The tenders have been reviewed and it has been proposed to enter into a contract with AÞ-Þrif ehf. on the basis of the tender on hand.

      The Town Council agrees that a contract will be entered into with AÞ-Þrif ehf. on the basis of the existing offer.

      It is proposed that the 2022 summer recess of the town council shall be from Monday, 13 June to and including Sunday, 7 August, and that the town council shall have full authority to deal with all matters during the recess. Regular council meetings will resume on Monday, 8 August, and the first council meeting following the summer recess will take place on Wednesday, 17 August.
