The Environment and Operations Committee of Hafnarfjörður Municipality wishes to emphasise that ice skating on Hvaleyrarvatn is NOT permitted.  

The Environment and Operations Committee of Hafnarfjörður Municipality wishes to emphasise that ice skating on Hvaleyrarvatn is 
Not Permitted. On 22 January 2001, the Motorcycle Sports Club was granted permission for ice racing on Hvaleyrarvatn, subject to various restrictions. 
These limits were not respected and the licence was therefore revoked. with the following resolution of the Environment Committee on 12 December 2006.

An email from Jónatan Garðarsson, dated 26.11.2006, was presented, stating that disturbance at the recreational area by Hvaleyrarvatn is intolerable due to noise pollution from motocross bikes. Also submitted was an application from the Vélhjólaíþróttaklúbburinn V.Í.K. and the Vélhjólaíþróttafélag Hafnarfjarðar V.Í.H dated 3 January 2001 regarding a permit for ice racing at Hvaleyrarvatn, and the town council's resolution of 26 January 2001.  
 

For the above reasons, the Environment Committee/SD21 wishes to propose to the Planning and Building Council that the authorisation issued by the Town Council on 26 January 2001, permitting motocross riders to use Hvaleyrarvatn for their sport, be revoked. Furthermore, it has been shown that the restrictions set out in the permit are not being observed and, according to the published and approved detailed plan for Hvaleyrarvatn and Höfðaskóg, the accompanying report states: „All traffic of motorbikes and vehicles will be prohibited on the lake and off-road in the area.“ The Environment Committee/SD21 emphasises, however, that it is not being proposed that motocross riders be deprived of a training area, but rather that immediate action be taken to find another site where they will cause less disturbance, thereby allowing designated outdoor recreation areas to be completely free from this type of nuisance.

At the meeting of the Planning and Building Committee on 19 December 2006, it was recorded:

The minutes of the Environment Committee/Local Agenda 21 meeting of 13.12.06 were presented.

The Planning and Building Committee agrees with item 2 and notes that work is underway on a detailed plan for a motorsport area at Kapelluhraun. It refers the matter to the Planning and Building Department for further processing, in light of the approved detailed plan for Hvaleyrarvatn.

At the meeting of the Planning and Building Committee on 19 February 2008, it was recorded:

The matter of motorcross riders driving on Hvaleyrarvatn was considered. The Environment Committee/Sd 21 proposed on 13 December 2006 to the Planning and Building Council that the authorisation issued by the Town Council on 26 January 2001, permitting motorcross riders to use Hvaleyrarvatn for their sport, be revoked.  As it has been shown that the restrictions set out in the permit are not being observed and, according to the published and approved detailed plan for Hvaleyrarvatn and Höfðaskóg, the explanatory note states: „All traffic of motorbikes and vehicles will be prohibited on the lake and off-road in the area.“

The Environment Committee/SD21 emphasises, however, that it is not being proposed that motocross riders be deprived of a training area, but rather that immediate action be taken to find another site where they will cause less disturbance, thereby ensuring that designated outdoor recreation areas are completely free from such nuisance.

The Planning and Building Committee concurs with the decision of the Environment Committee/Sd21 that the Planning and Building Committee recommends to the Town Council that the authorisation granted by the Town Council in 2001 be revoked, and also points out that a motorsport area is currently under final development in Kapelluhraun, where facilities for ice driving are also planned.

 

At the meeting of the Hafnarfjörður Town Council on 6 March 2008, the following resolution was adopted:  

 

US060063 – Hvaleyrarvatn, motorbike riding

A letter from the Hafnarfjörður Motor Sports Association, dated 26 February 2008, was presented regarding motorbike riding on the ice of Hvaleyrarvatn. Also approved by the Planning and Building Committee.

The Town Council resolves to revoke the permit for ice driving on Hvaleyrarvatn, which was issued by the Town Council in 2001, and also points out that a motorsport area is currently under final development in Kapelluhraun, where m.a. provides for facilities for ice driving.



The current detailed plan for Hvaleyrarvatn and Höfðaskóg does not allow for ice skating on the lake.


 

The Environment and Planning Service will once again put up signs by the lake indicating that ice driving is not permitted and will publicise this ban in a public forum.

 

Accordingly, the police can therefore apply the provisions of the laws governing off-road driving.

 

Accordingly, the request is refused.
