The City of Hafnarfjörður owns almost all plots within its municipal boundaries. The City of Hafnarfjörður issues lease agreements to plot holders for plots when new plots are allocated. Plot holders are all registered owners of properties on the respective plot.

Generally, residential plots are leased for 75 years, plots for commercial activities for 25 years, and plots for stables and summer houses for 20 years. The annual rent is set by the Hafnarfjörður Town Council at the beginning of each year. The rent is a fixed percentage of the land's property valuation and is collected with the property tax.
