  1. Part A of building permits

    • 1307150 – 32 Strandgata alteration

      Eyvindur Jóhannsson applied on 12.07.13 to install a door in place of the existing window on the south-facing slope towards the fjord. In accordance with drawings by Gísli G. Gunnarsson dated 10.07.13. New drawings were received on 11.11.13 and 29.08.14.

      The Planning and Building Officer approves the building plans in accordance with Article 11 of the Building Regulations No. 160/2010. A building permit shall be issued once the conditions of paragraphs 1-4 of Article 13 of the Building Regulations have been met. Article 13. Issuance of a Building Permit. Conditions for the issuance of a building permit are as follows: 1. The structure and its use are in accordance with the area's planning schemes.$line$2. The main and specialist drawings have been reviewed and the licensing authority has endorsed them to confirm approval.$line$3. Building permit fees and other required charges have been paid, such as the road construction fee in accordance with the provisions of the Road Construction Fee Act, and the parking fee or fee for planning work in accordance with the provisions of the Planning Act, or an agreement has been made for their payment. However, this does not apply to fees that are not due for payment until the building permit is issued.$line$4. The building supervisor has signed a declaration of their responsibility and has submitted to the licensing authority the signed declarations of responsibility from the tradesmen who will be responsible for individual parts of the work.

    • 1406130 – Flókagata 5. Cladding

      The residents' association of Flókagata 5 is applying on 04.06.2014 to clad part of the external walls on three sides with corrugated aluminium cladding, also over previously installed corrugated cladding, and to remove the house's chimney, in accordance with drawings from Reynir Kristjánsson, registration no.100361-4779. New drawings were received on 08/09/2014.

      The Planning and Building Officer approves the building plans in accordance with Article 11 of the Building Regulations No. 160/2010.     • 1409164 – Skútahraun 2, fence

      Fjarskipti hf. applied on 05.09.2014 for a permit for a fence around part of the plot at Skútahrauni 2, in accordance with drawings by Gautur Þorsteinsson dated 27.08.2014.

      Consent from the co-owners of the house and the adjoining plot holder has been received. The Planning and Building Officer approves the application.

    • 1407210 – Grandatröð 10, change to building permit

      Björn Gíslasson submitted test drawings on 22.07.14, drawn by Ásmundur Jóhannsson on 17.07.2009. New drawings were received on 09.09.14.

      The Planning and Building Officer approves the application in accordance with the Act on Buildings No. 160/2010.

    • 1409277 – Clean-up initiative, application for a position permit for containers

      The Department of Environment and Operations is applying for a temporary permit for containers to be used in the town's clean-up initiative. Ref. attached documents.

    Part B: Organisational Matters

    • 1409228 – Eyrarholt 16, enquiry

      On 9 September 2014, Helgi Már Hannesson submitted an enquiry regarding the installation of a rooflight in the roof above the fourth-floor loft. The rooflight will face east and will be in a small, unused space. The dimensions of the window are 1200 × 780.

      The Planning and Building Officer welcomes the application, but points out that the development requires a building permit.

    • 09103152 – Steinhella 14, stage of construction and use

      The house is registered at construction stage 2, although it is nearly complete. On 01/02/12, the planning and building officer required the building supervisor to request a temporary occupation certificate inspection within four weeks, followed by a final inspection. Should this not be addressed, the planning and building officer would impose daily fines on the building surveyor and the owner in accordance with the authority under the Building Regulations Act 2010, and would also refer the matter to the Building Control Authority for a reprimand of the building surveyor under the same Act. A new building surveyor was registered for the project on 16/02/12. On 13/02/13, the Planning and Building Officer required the building supervisor to request a certificate of occupancy within three weeks and also pointed out the owners' liability in accordance with the Act on Buildings No. 160/2010. If the request is not complied with, the Planning and Building Officer will impose daily fines on the building supervisor and refer the matter to the Building Inspectorate for a reprimand in accordance with the Act on Buildings No. 160/2010. The certificate of occupancy was refused on 28/02/13. To clad the north gable and complete the fire compartment walls. On 12.09.13, the Planning and Building Officer gave the owners a further 4 weeks to respond to the comments before the imposed daily fines are enforced. The request was not acted upon, but the matter has been in process since 2009.

      The house is not fire insured and safety matters are unresolved. The Planning and Building Officer imposes daily fines of kr. 20,000 per day from and including 15.10.2014 on the building supervisor, Hreiðar Sigurjónsson, and the owners JDÓ ehf (15 units), and other owners, kr. 10,000 per day: Iðjan ehf, Hólshús ehf, Helga Sigurðsson and Hildi Thors, Óskar Friðriksson, Guðmund Ásgeir Ólafsson, Hreiðar Sigurjónsson, Svein Benediktsson, Byggingarfélagið Aspir ehf, Klúkusteinn ehf, Atla Guðlaug Steingrímsson and Erlu Ásdísi Kristinsdóttur, Birgi Axelsson and Örlyg Kristmundsson ehf from and including 01.10.2014. Fines may be collected by distress against the relevant property pursuant to section 56 of the Act on Construction Works No. 160/2010.

    • 1205218 – Hnoðravellir 21 and 25-31. Site management.

      Hnodravellir 21 and 25-31. Site maintenance. On the site at number 27 there is still a container, which has been there for a very long time without a permit.

      The Planning and Building Officer requires the owner of the container to remove it within 4 weeks. Failure to do so will result in the container being removed at the owner's expense.

    • 10023452 – Furuás 30, site preparation

      Complaints have been made repeatedly regarding the tidiness of the plot at Furuás 30. Building materials and timber are on the plot, and it has not been tidied up. According to the lease agreement, the house was to be fully completed on the exterior by 18 December 2008. The matter has been under consideration since 2010 and is not yet fully resolved, as there is still building material and timber on the plot.

      The Planning and Building Officer requires the landowner to remove the aforementioned timber and building materials from the plot within 4 weeks. Failure to comply will result in their removal at the owner's expense.

    • 1407301 – Hverfisgata 22, dilapidated structure

      The rear of 22 Hverfisgata, i.e. building no. 22B, is damaged and neighbours are seriously concerned about the risk of an accident.

      The planning and building officer requires the owner to bring the property into a satisfactory condition within 4 weeks.

    • 1103166 – Rauðhella 1, site maintenance

      A comment has been made regarding the grounds at Rauðhellu 1. On 09/03/2011, the Planning and Building Officer instructed the owners to bring the plot into an acceptable condition within 4 weeks. This request has not been actioned.

      The Planning and Building Officer requires the landowner to remove unauthorised containers and debris from the plot within 4 weeks. Failure to comply will result in their removal at the owner's expense.

    • 1409303 – Burknavellir 19, stage of construction and use

      A final inspection of the house has not been carried out, although it is fully completed and in use. A request has been received from a resident of the house, who is demanding action from the building control officer in the matter.

      The planning and building officer requires the building supervisor to apply for a final inspection within 3 weeks.
