The Town Council welcomes the proposal and instructs the Mayor to enter into an agreement with Veraldarvinir for the development and use of the Ráðsmannshúsið in Krýsuvík. The Town Council also requests to see the agreement for discussion and finalisation.

The Town Council also approves the use by the 'In the Heart of Hafnarfjörður' town and music festival of outdoor areas in the town square and part of the car park behind the town cinema from 19 June to 9 August 2023.

2302164 – Housing Pact of the Municipality of Hafnarfjörður, the Minister of the Interior and the Housing and Building Authority
The following question was put forward by the Social Democrats:
A proposal by Social Democratic Party councillors to create a housing charter was rejected by councillors from the Independence Party and the Progressive Party at the town council meeting on 1 February, on the grounds that discussions on the matter had already made good progress under the town mayor. In their minutes of the meeting, the Social Democratic Alliance councillors requested further information about these discussions.
The question is therefore: When did these discussions with the Ministry and the Building Inspectorate begin, and who has taken part in them? How many meetings have been held on the matter, and when did they take place? What are the negotiating objectives of the City of Hafnarfjörður in these discussions? Is this intended to mean that 51% of the residents will be in council-owned social housing and that 301% of the residents will be housed in non-profit properties, built with foundation grants from the state and the council? Why were elected representatives not informed about these discussions? Written answers to these questions are requested, as well as the submission of all necessary, relevant working documents on the matter.Representatives of the Social Democratic Alliance make the following statement:
In the available responses regarding the drawing up of a framework agreement between the City of Hafnarfjörður, the Ministry of Transport and Public Works, and the Building Inspectorate, it is stated that the only actual working meeting held on the matter, took place the day before the town council meeting, on 1 February last, where the Social Democrats' proposal on the same matter, which had already been submitted, was already on the agenda. This confirms that little to no work has been done on the matter and that it did not actually get underway until the Social Democrats' proposal was submitted. And so it is all the more incomprehensible that the majority of the Independence and Progressive parties should have rejected the social democrats' proposal on the same matter. Furthermore, this clearly shows that the majority could not bring themselves to approve a proposal simply because it came from the social democrats. The Social Democratic Party demands a proactive role in the next steps of the matter, as it is a huge issue of public interest for the people of Hafnarfjörður, particularly concerning the emphasis on non-profit development and the construction of social housing. Areas of housing development that have been neglected by the ruling parties, the Independence and Progressive Parties.

The levy of property taxes for the year 2023 is imminent.
The question is: 1. What is the total property tax levy? Is it in line with the projections in the 2023 budget for the Municipality of Hafnarfjörður? 2. What are the percentage and monetary increases between 2022 and 2023 in total, and also broken down as follows: a) property tax on residential properties, b) land rent, c) sewerage charge, d) water charge, e) refuse charge. The information should be broken down between residential and non-residential properties.

What is the council's follow-up regarding the pollution incident/oil spill at Costco in Garðabær last December, which passed through the City of Hafnarfjörður's pipeline system? Have the effects of the leak on potential marine pollution outside Hafnarfjörður been investigated? When is the collaboration with Garðabær on accepting the sewage from Urriðaholt in Garðabær into the City of Hafnarfjörður's sewer system scheduled to be completed?

The Social Democratic councillors thank you for the answers. It is clear that all the details of the matter have not yet been finalised, and information is still awaited on the amount of oil that passed through the town's pipework. There are concerns that the amount could be substantial.
