General presentations

• 2105289 – Budget of the Municipality of Hafnarfjörður and its enterprises 2022 and 2023-2025

  A proposal for an amendment to the fee schedule for licensing and services by the building control and planning officers, as well as a budget for commissioned planning work and an operating plan for 2022, was presented.

  The Planning and Building Committee approves the proposed fee schedule, operating plan and investments of the planning officer and refers them to the Municipal Council.

• 1110006 – Vesturbær, revised and new local plan

  A new proposal for a detailed plan, along with a supporting report, is presented for the west town of Hafnarfjörður. The detailed plan proposal affects the boundaries of adjacent detailed plans, and these will be corrected in parallel. As the proposal supersedes older detailed plans, they will be annulled. In addition, a proposal for a conservation area, together with a building survey, is presented.

  The Planning and Building Committee approves the proposal for the West Town local plan, together with its appendices, and that it be advertised in accordance with the planning regulations. The local plan proposal is also referred to the Town Council for approval. The Planning and Building Committee agrees to refer the proposal for a conservation area to the Ministry of Education for consideration in accordance with the Act on Conservation Areas, and refers its decision to the Borough Council for confirmation.

• 2106248 – Selhraun South, major plan amendment

  To discuss the memorandum regarding the recommendation from the Planning Authority dated 18 August 2021.

• 1701175 – Selhraun South, amendment to the local plan

  A proposal for a revised detailed plan for Norðurhelli 13 was submitted.

  The Planning and Building Committee welcomes the proposal and refers it to the department for further processing.
  The Planning and Building Committee agrees that the changes to the detailed plan for Selhraun South will be advertised in parallel with the amendment to the master plan for Selhraun South.

• 2109289 – Áshamar plot 8.A, detailed plan

  Baldur Ólafur Svavarsson, on behalf of the landowners, applied on 7 September 2021 for approval of a new detailed plan for Hamranes, Áshamar, plot 8a.

  The Planning and Building Committee agrees that the detailed plan for plot 8.A be advertised in accordance with the planning regulations. The matter is referred to the Town Council for approval.

• 2101519 – Ásland 4, detailed plan

  Presentation of the area's planning work. The planners will attend the meeting.

• 2104503 – Gjáhella 9, zoning plan

  On 26 April 2021, Járn og blikk ehf. applied for a change to the plot boundaries, access road and height levels of plots 7, 9 and 11 at Gjáhella. A proposal dated 1 October 2021 was submitted.

  The Planning and Building Committee concurs with the comments of the planning officer.

• 2103509 – Lava West, The Hills

  A proposal from Batteríið Arkitektar is presented for information. The planner presents.

  The Planning and Building Committee is in favour of the proposal.

• 2104436 – Smyrlahraun 41a, major planning amendment

  The Planning and Building Committee approved on 4 May 2021 that the processing of the major plan amendment for Smyrlahraun 41a would proceed in accordance with the first paragraph of Article 36 of the Planning Act. A description was presented for the amendments to the Master Plan of Hafnarfjörður 2013-2025. The amendment concerns land use.

  The Planning and Building Committee recommends to the Town Council that an amendment be made to the 2013-2025 Master Plan for Hafnarfjörður concerning the land use of Smyrlahraun 41a. The Planning and Building Committee approves the submitted statement and refers it to the Town Council for ratification.

• 2109653 – Town Centre, outline plan amendment

  At its meeting on 21 September 2021, the Planning and Building Council instructed the Department of Environment and Planning to respond to the ruling of the Ministry of the Environment and Natural Resources. The Master Plan for Hafnarfjörður 2013-2025 states that all ground-floor space in the town centre shall be used for retail, restaurants and services. A description was presented for amendments to the statement of the M1 town centre area of the 2013-2025 Hafnarfjörður Master Plan.

  The Planning and Building Committee proposes to the Town Council that an amendment be made to the 2013-2025 Master Plan for Hafnarfjörður concerning the text for the town centre area. The Planning and Building Committee approves the submitted description and refers it to the Town Council for ratification.

• 2109983 – Hellnahraun, major plan amendment, thinning area

  A description was submitted for amendments to the 2013-2025 Master Plan of Hafnarfjörður. The amendment concerns land use and the definition of
  Definition of the thinning area.

  The Planning and Building Committee proposes to the Town Council that an amendment be made to the 2013-2025 Master Plan for Hafnarfjörður concerning the land use of Hellnahraun. The Planning and Building Committee approves the submitted statement and refers it to the Town Council for confirmation.

• 2001526 – Reykjanesbraut, dualling, major plan amendment

  It was approved at a meeting of the Hafnarfjörður Town Council on 17 March 2021 to advertise a proposal for an amendment to the 2013-2025 general plan for Hafnarfjörður regarding the dualling of the Reykjanesbraut, along with an environmental report. The proposal was advertised from 9 July to 23 August 2021. A preliminary assessment report, assessing the environmental effects of the project, was advertised at the same time. One comment was received. At its meeting on 24 August 2021, the Planning and Building Committee instructed the planning officer to prepare a response to the comments received. A response from the planning officer was presented, along with an updated drawing incorporating the comments received.

  The Planning and Building Committee approves the updated documents for the amendments to the 2013-2025 Master Plan of Hafnarfjörður and that the matter be concluded in accordance with the Planning Act. The matter is referred to the Town Council for confirmation.

• 2012340 – Working group on trails in the uplands of Hafnarfjörður

  Proposals from a working group on trails in the uplands of Hafnarfjörður were presented for information.

  The Planning and Building Committee agrees to commence work on the detailed plan for proposal no. 2, a footpath and cycle path from Völlum to Hvaleyrarvatn. Furthermore, to commence work on the revision of the Sörla area's detailed plan for proposal 4, the separation of pedestrian, cycling and horse-riding traffic to and from the forestry area in Gráhelluhraun.

• 2105245 – Lava dwellers, outdoor recreation and wilderness areas

  The Environment and Operations Committee welcomed the request from Ferðabúar and Hraunbúar for a permanent site where the Scouts can build an outdoor activity- and nature area where the scouts' connection with nature, environmental awareness, and outdoor activities can be greatly enhanced, and referred it to the Planning and Building Committee.

  The Planning and Building Committee welcomes the proposal and refers to the work on the revision of the 2013-2025 Master Plan for Hafnarfjörður.

• 2107448 – Herjólfsgata, sailing facilities

  A proposal from the Sailing Club Hafliðar, dated 29 June 2021, has been submitted requesting facilities for sailing on sailboats, rowboats, motorboats, windsurfers, kite and paddle boards, as well as for sea swimming, outside the Sundhöll at Herjólfsgata.

  Taken for discussion. The matter will be reconsidered once the position of the IBA on membership is known.
