• SB040377 – Minutes of the Planning and Building Officer

  Minutes of the planning and building officer's disposal meetings of 24.08.11 and 31.08.11 were presented. Item A was disposed of by the building officer in accordance with the Mannvirkjalög nr. 160/2010.

• 1108030 – Óttarstaðir: archaeological survey

  The archaeological inventory for Óttarsstaðaland and Óttarsstaðakot, prepared by the Hafnarfjörður Folk Museum in January 2010 for the master planning process, was reconsidered. It was presented at the previous meeting, and a presentation was requested. Katrín Gunnarsdóttir, an archaeologist, attended the meeting.

• 1105318 – Reykjanesbraut, dualling and realignment at Straumsvík

  The archaeological recording by archaeologist Katrín Gunnarsdóttir, dated 2011, was reconsidered. The recording was made to determine the road alignment following its relocation. Presented at the last meeting and a presentation was requested. Katrín Gunnarsdóttir, the archaeologist, attended the meeting. The Director of the Department outlined the status of the matter following a meeting with the National Road Administration and the National Monuments Authority.

• 1103239 – Interim Statement 2011

  The half-yearly accounts for the municipal fund and its institutions (Sections A and B) for the period January–June 2011 were presented. Hanna Lára Gylfadóttir attended the meeting and went through the accounts. $line$

• 1104089 – Master plan: junction at Straumsvík

  Proposal for an amendment to the 2005–2025 Master Plan of Hafnarfjörður concerning the junction at the entrance road from the Reykjanesbraut onto the aluminium smelter's site. It is proposed to construct underpasses for left turns. The proposal was advertised from 8 July to 19 August 2011. No comments were received. The proposal was approved by the Planning and Building Committee on 23 August 2011 and referred to the town council for final decision. At the request of the Planning Authority on 29 August 2011, a report by the Director of the Planning and Building Department on environmental considerations and comments received during the public consultation was also submitted to the Town Council for approval. This was approved alongside the planning proposal.$line$

• 1108205 – Skógarás 2, two flats

  Regin Grímsson, in a letter dated 18 August 2011, requests permission to convert Skógarás 2 into a two-unit house, with an upper and lower floor each assigned a separate address number. The application was considered at the processing meeting of the planning and building officer on 24 August 2011, which referred it to the planning and building committee.

  Planning- and the Planning and Building Committee instructs the Head of Department to carry out a preliminary assessment of the potential impact on the total population of Asland 3 should the requested form of urban densification be pursued, and to also examine the effect this would have on other services compared to the current situation.current situation.

• 1108310 – Fífuvellir 4, conversion of a detached house into a semi-detached house

  Jón Óskar Agnarsson submits an enquiry on 30.08.2011, requesting permission to convert a detached house into a semi-detached house on the plot. See attached documents. The application was considered at the processing meeting of the Planning and Building Officer on 24 August 2011, which referred it to the Planning and Building Committee.

  Planning- and the Planning and Building Committee instructs the Head of Department to carry out a rough assessment of the potential impact on the total population of this part of Phase Two of Valla if the requested densification were to proceed, and to also examine the effect this would have on other services. based on the current situation.

• 1105399 – Bjarkavellir 1a, 1b and 1c local plan amendment.

  A letter from Guðlaugur Adolfsson on behalf of Valhúsa námsmannaíbúða ehf, dated 19.05.11, was presented, enquiring about a change to the detailed plan from student accommodation to small, affordable flats for the general market. The application was considered at the planning and building officer's meeting on 24 August 2011, which referred it to the Planning and Building Committee.

  The Planning and Building Committee reaffirms its minutes of 24 May 2011 and instructs the Planning and Building Department to discuss the matter with the applicant in accordance with the discussions at the meeting.

• 1012039 – Óseyrarbraut 29 - 31, layout

  Consideration of the layout of the plots at 29–31 Óseyrarbraut. Proposal from Alark for an amendment to the detailed plan for Suðurhöfn, dated. 090611 received the approval of the Harbour Board on 16.06.11, was advertised on 18.07.11 in accordance with section 43 of the Planning Act no. 123/2010, and the consultation period has now closed. No comments were received. The application was considered at the processing meeting of the Planning and Building Officer on 24 August 2011, who referred it to the Planning and Building Committee.

  The Planning and Building Committee approves the local plan amendment and that the process be finalised in accordance with Article 42 of the Planning Act No. 123/2010.

• 0709199 – Flatahraun 13, detailed plan

  The application from Pétur Guðmundsson, Chairman of the Board of Eykt ehf, dated 18.05.11, is reconsidered. The application requests permission to submit a proposal for an amendment to the detailed plan for the plot. A previous application for a zoning plan amendment, together with a plan, was submitted. The applicants were previously reported to have held discussions, and they presented their case at the last meeting. A new planning drawing by Plúsarkitektar, dated 27.06.11, was advertised on 22.07.11 in accordance with section 43 of the Planning and Building Act no. 123/2010. The consultation period has closed; no comments were received.

  The Planning and Building Committee approves the local plan amendment and that the process be finalised in accordance with Article 42 of the Planning Act No. 123/2010.

• 1106239 – Hvammabraut 2, site for a distribution station

  A submission from HS Veitna dated 27 June 2011 regarding an amendment to the Hvammur detailed plan, a plot for a distribution station at Hvammabraut was presented. The town council approved the allocation of the plot and referred the matter to the planning and building department for processing.

  The Planning and Building Committee requests amendments to the proposal in accordance with the discussions at the meeting.

• 1101167 – Hellubraut 7, building matters

  In a letter dated 10 January 2010, Gunnar Hjaltalín requested that the Planning and Building Department permit the construction of a two-storey house on plot no. 5 at Hellubraut, in accordance with the conditions and within the plot boundaries specified by the planning scheme. The Planning and Building Officer objected to the construction of a two-storey house as it did not comply with the area's planning scheme. The Planning and Building Committee requested further information; explanations have been received. However, to permit the demolition or relocation of a house on plot no. 7 at Hellubraut. The Planning and Building Committee requested a report from the National Heritage Board. A negative report has been received, dated 09.03.11. A condition report by Strending, dated July 2011, was previously submitted.

  The Planning and Building Committee reiterates the motion from the meeting of 10 May 2011 regarding the building plans and requests that the property owner commission a more detailed assessment of the building's infrastructure and structural framework, as the Strending report does not address these aspects.

• 0708097 – Lækjargata 2, Dvergslóðin, detailed plan

  To discuss the arrangement of work on the detailed plan for Lækjargata 2 and the surrounding area, in accordance with the decision of the Hafnarfjörður Town Council on 1 June 2008. The Planning and Building Committee instructed the Planning and Building Department on 22 June 2010 to begin preparations for an ideas competition in accordance with the decision of Hafnarfjörður Town Council on 1 June 2008. Drafts of the brief for the ideas competition have previously been submitted.

  The Planning and Building Committee agrees to open the competition on 1 October and for it to run until March 2012. The Planning and Building Department is tasked with presenting the project, together with the Chairman of the Committee.

  Discussion of amendments to the terms of reference of the Planning and Building Committee in light of changes in legislation and administrative changes in Hafnarfjörður.
