Review of operating agreements with major sports clubs
At its meeting on 20 February, the Hafnarfjörður Town Council approved amendments to the provisions and new provisions in the service and operating agreements with sports clubs in the municipality. Stricter requirements will be made of those sports clubs that receive the highest grants from the municipality, with an emphasis on transparency and the responsible management of the clubs' finances.
Emphasis on transparency and responsible management of funds
At its meeting on 20 February, the Hafnarfjörður Town Council approved amendments to the provisions and new provisions in the service and operating agreements with sports clubs in the municipality. Stricter requirements will be made of those sports clubs that receive the highest grants from the municipality, with an emphasis on transparency and the responsible management of the clubs' finances. The new provisions cover, on the one hand, rules and oversight regarding finances and the handling of funds, and on the other, the appointment of municipal observers to the associations' main boards.
Reach members who receive over 35 million króna in funding on an annual basis
Most of the current contracts have remained largely unchanged since 2016. Work has already begun on reviewing these service and operating agreements, where both individual clauses will be updated and new provisions introduced in line with the changed requirements. The provisions will be incorporated into the service and operating agreements of those sports clubs that receive over 35 million krónur in annual grants from the City of Hafnarfjörður.
New provisions in service and operating agreements
- Sports Club X shall ensure that the club's finances comply with the current ISÍ regulations on finances at all times. Furthermore, the main board of X shall establish rules on finances and the handling of funds, which shall be made public on the club's website. Such rules shall, among other things, stipulate what kind of financial commitments by the departments must be submitted for approval to the main board of the association. It shall also state that the main board of the association shall have oversight of the finances of the departments and other operational units of the association.
- The City of Hafnarfjörður shall also be entitled to appoint an observer to the main board of X. The observer shall have the right to attend meetings of the main board and to have freedom of speech there. The status of the observer and their relationship with the main board shall be further governed by the procedures established by the City of Hafnarfjörður.
The aim of the new and amended provisions is clear: easy access to information, increased transparency and the responsible management of the town's sports clubs' finances.
