The treatment of kerbside recycling bins by residents across the capital region has long been a problem. The City of Hafnarfjörður allocates areas for neighbourhood bins within its municipal boundaries, and SORPA services the paper, plastic and glass bins at the sites under a special service agreement with the municipalities.

Other organisations have also brought their own containers to these sites, such as the Red Cross and Hertex with clothing containers, and the Scouts with tin containers, and these organisations are responsible for servicing their own containers. The local councils themselves also ensure that the area around the sites is kept tidy. Some councils have had to temporarily remove nearby containers due to poor behaviour, partly to make residents and other visitors think. Residents must respect that the containers are small and therefore only take a limited amount at a time, and only specific recyclable materials.
