A natural gem on the southern slopes of Ásfjall
Around 550 homes will be built in the neighbourhood, with a population of approximately 1,400. Emphasis is placed on connecting the neighbourhood internally with green spaces or tree belts. These belts will feature footpaths and a number of planted trees that provide shelter and a connection to nature. The planning notice for the new neighbourhood, and the notice of the amendment to the master plan for Áslánd 4 and 5, were approved at a town council meeting on 9 February 2022.
Low-rise detached houses and small blocks of flats
The main emphasis in Asland 4 is on low-rise detached houses, bungalows, semi-detached and terraced houses, as well as small blocks of flats with private entrances and minimal communal areas. In total, there are around 550 dwellings, of which approximately 200 are detached houses, around 130 are townhouses and semi-detached houses, and about 220 are small blocks of flats. A three- to four-form entry nursery school is planned. The recreational areas at Hvaleyrarvatn are a short distance away, as are the plantations and varied natural scenery found throughout the town's uplands. One of the main objectives of the plan is to make good use of the unique south-facing views towards Helgafell and Lönguhlíðar.

The residential area is a continuation of the neighbourhoods on both sides: Ásland 3 and a new residential area in Skarðshlíð and Hamranesi. The area is defined by Ásfjall with Mógrafarhæð, which juts into the area from the north, the residential development of Ásland 3 to the north-east, Ásvallabraut to the east and south, and new residential development in Skarðshlíð and Hamranesi to the west.

Once complete, the neighbourhood will house just over 850 homes, comprising 200 detached houses, 440 flats in blocks of flats, and around 210 semi-detached and terraced houses. A three-to-four-form-entry nursery school is also planned. The total projected population of the area will be around 2,500. In this second phase, the following plots in Ásland 4 are available for allocation:
- 33 plots for detached houses – of which 25 are single-storey detached houses and 40 are two-storey detached houses
- 6 terraced house plots – with a total of 36 flats
- 5 semi-detached house plots – with a total of 10 flats

- Primary schools in Hamranes, Skarðshlíð and Ásland, in addition to a planned primary school in the new Vatnshlíðar neighbourhood (the next new neighbourhood).

- On the Asland 4 plot, a designated area for retail and services is earmarked to serve Asland and Vatnshlíð in the future. A designated area for a primary and nursery school.
- The nearest shops, restaurants and services are at Tjarnarvellir, and there is also a short distance to amenities in other neighbourhoods.
- Open play areas will be located in the green areas of the plan.
- The area is connected to the main road network by two junctions, namely the central area's connection to Ásvallabraut near its northernmost point, and another to the west, closer to Grófarlæk.
- Dual carriageway Reykjanesbraut, a flyover junction at the Krýsuvíkur turning, and a new Ásvallabraut connecting a new residential estate to Kaldárselsveg.
- An accessible and safe network of streets and paths is designed to encourage a variety of transport modes. Emphasis is placed on good connections to nearby main roads and main routes.
- Path connections to the nearby residential area and Áslandsskóli.
- Two bus stops are planned on Ásvallabraut. The development will be within 800 m of the stops. Bicycle parking will be provided at the stops.
