Ludwig Geirsson took the floor. Then Jón Páll Hallgrímsson, Almar Grímsson, Gísli Ó. Valdimarsson and Eyjólfur Sæmundsson. Jón Páll Hallgrímsson made a point of order. The town council approved the town board's proposal and therefore approved the agreement between Landnet and Hafnarfjörður, with 10 votes to 1.Jón Páll Hallgrímsson made the following statement:“We welcome the success achieved in the negotiation process, that the Hamranes substation is to be reduced in size, and that all the high-voltage lines leading to it will, in stages, disappear from the sight of those who pass through and live in the area. Furthermore, visual pollution from high-voltage lines within the municipality of Hafnarfjörður will be reduced in accordance with the agreement. In addition, it is particularly welcome that the potential costs to the municipality of Hafnarfjörður should the works be accelerated have been reduced. However, that does not change the fact that the agreement before us is based on the heavy industry policy that has been dominant in this country for far too long. The projects provided for in the agreement are to secure electricity for an aluminium smelter in Helguvík, the construction of data centres, and the renewal and upgrading of the existing smelter in Straumsvík. The agreement also envisages further development of energy-intensive industry, such as the expansion of aluminium smelters in the area.Landsnet refers to the Act on the Establishment of Landsnet No. 75/2004 and the Electricity Act No. 65/2003 as justification for building overhead lines instead of underground cables. It stipulates that the company shall build the electricity transmission system in a cost-effective manner, taking into account safety, efficiency, the reliability of supply and the quality of electricity. In light of the cross-party consensus in the Althingi on the installation of underground cables instead of overhead lines and what is stated in the 2005-2025 Master Plan for Hafnarfjörður, which states that „Hafnarfjörður demands that the high-voltage lines that currently run to the Landsvirkjun distribution station in Hamranes be laid underground…“, it is not acceptable to approve an agreement where the majority of the transmission system in question is to be made up of overhead lines and not underground cables. On these grounds, the Left-Green councillor votes against the agreement on the development of a renewable energy transmission system, which is primarily intended for the development of yet more large-scale industry in the South-West of the country.
Lúðvík Geirsson made the following statement on behalf of the Social Democratic Party and the Independence Party:“The 2005-2025 Master Plan for Hafnarfjörður provides for the current substation at Hamranes to be relocated from the residential area to the industrial areas in Hellnahraun. Furthermore, all high-voltage lines within the developed area are to be placed in underground cables. This refers, for example, to Hamranes Lines 1 and 2, which run alongside the newest residential neighbourhoods at Völlum.For around two years, discussions have been ongoing between the town and Landsnet regarding changes to the electricity transmission system within the Hafnarfjörður area. Changes and development of the transmission system are necessary, in part to accommodate further electricity generation on the Reykjanes Peninsula, the transmission of electricity to and from the Reykjanes Peninsula, and further development of industrial activity in the area. In August, a joint working group of the town council and the planning and building committee was established, composed of representatives from all parties in the town council. The group was tasked with concluding negotiations with Landsnet on the arrangements for changes to the electricity transmission system. The outcome of those discussions is now set out in a Memorandum of Understanding on the development of the electricity transmission system, dated 27 October 2008. 0cm 0cm 10pt“>The agreement also provides, inter alia, that Hamranes Lines 1 and 2 will be dismantled and relocated south of Helgafell in the alignment of the Búrfell line. That work will be completed in 2010 and 2011. It is also agreed to relocate the existing substation at Hamranes and build a new one south of the planned settlement area, in accordance with the master plan, in the Hrauntungur area.
That project can be completed no later than 2015.An extensive environmental impact assessment of these works is forthcoming, along with the necessary amendments to the 2005-2025 Master Plan for Hafnarfjörður. In that process, there will be extensive consultationfor residents and stakeholders.
