Item 9 from the SBH minutes of 20 October: The Planning and Building Department's proposal for an amendment to the 2005 Master Plan for Hafnarfjörður was taken up again. – 2025 with regard to the electricity transmission system, in line with Landsnet's plans for strengthening the electricity transmission system in Southwest Iceland and the agreement between Hafnarfjörður and Landsnet on the matter, which was approved by the town council on 11 November 2008. The changes concern power lines and underground cables from Geithálsi and Sandskeiði to existing and planned substations in Hafnarfjörður, and from there to the aluminium smelter in Straumsvík and to the Reykjanes Peninsula. The draft outline plan is based on the town council's resolution on the preparation of the plan dated 11 November 2008. An environmental report by the engineering firm Efla, dated 18 October 2009, was submitted. A preliminary information meeting was held on 7 September 2009. Previously submitted were the opinion of the Planning Authority on the preliminary assessment report dated 17.09.2009 and the final assessment report by Efla and Landsnet dated 10.08.2009. Postponed at the last meeting.$line$ $line$Skipulags- og byggingarráð agrees to submit the draft general plan for public consultation in accordance with Article 18 of the Planning and Building Act No. 73/1997. The Planning and Building Committee makes the following recommendation to the City Council: “The City Council of Hafnarfjörður approves the submission of the proposal for an amendment to the Master Plan of Hafnarfjörður concerning the electricity transmission system, dated 10.08.2009, together with an environmental report dated July 2009, for publication in accordance with Article 18 of the Planning and Building Act No. 73/1997.“ $line$$line$

The Green Party councillor proposes that the proposal of the Planning and Building Committee, to send a proposal for an amendment to the Master Plan of Hafnarfjörður concerning the electricity transmission system for advertisement, be postponed, as the Minister of the Environment has annulled the decision of the Planning Authority not to conduct a joint environmental assessment of the projects for the Southwest Line and other related projects. The matter has been referred back to the Planning Authority for substantive consideration and resolution. That substantive consideration is not complete. The Planning and Building Committee will take the matter up again once that work is complete.“

The motion was defeated with 10 votes.The Hafnarfjörður Town Council approved the proposed motion by 10 votes, which was referred to the Town Council from the Planning and Building Committee on th. 20th October, one councillor voted against the proposal. Rósa Guðbjartsdóttir requested to make the following statement on behalf of the councillors of the Independence Party:“The town councillors of the Independence Party express concern about the government's decision to delay the relocation of power lines to the South-West. As is well known, the coalition government of the Social Democrats and the Left-Green Party has thrown the matter into complete uncertainty by overturning the decision of the Planning Agency that a joint environmental impact assessment of the Southwest Line and other related projects should not take place. Councillors for the Independence Party consider it a matter of great importance for the people of Hafnarfjörður that work on the South West Line project begins as soon as possible, especially for the residents of Vellir. With the government's decision, the matter has been postponed indefinitely, and it is unclear if and when the residents of Vellir will be rid of the power lines from their neighbourhood. <SPAN style=“mso-spacerun: However, it is interesting that the Social Democratic Party is not pushing to have the minister's decision rescinded as urgently as it is for the residents of Hafnarfjörður, particularly in Völlunum, that the matter be expedited as much as possible. The Mayor of Hafnarfjörður is therefore urged to use his influence in this matter.“

Guðrún Ágústa Guðmundsdóttir, representative of the Left-Green Party, requested to make the following statement:“The Minister of the Environment has annulled the decision of the Planning Authority not to conduct a joint environmental assessment of the projects for the Southwest Line and other related projects, and has referred the matter back to the Planning Authority for substantive consideration and resolution. A Green Party councillor strongly supports that decision. It is clear that the amendment to the Master Plan of Hafnarfjörður, with regard to the electricity transmission system, falls under the Minister of the Environment's decision, as this amendment to the Master Plan relates to more than one project requiring an environmental assessment in the same area, and the projects are interdependent. The Planning Office, in consultation with the relevant project promoters and permit authorities, may decide that their environmental effects should be assessed jointly.
It is the view of the Left-Green councillor that one should always seek to get the clearest possible picture of the effects of developments, not least when they are of the scale under discussion here. Item 14 from the SBH minutes of 20 October: A proposal for an amendment to the 2005–2025 Master Plan of Hafnarfjörður regarding a self-service petrol station at Ásvellir, dated 14 May 2007. The planning proposal was advertised on 24 August 2009 in accordance with Section 18 of the Planning and Building Act No. 73/1997, and the period for comments closed on 6 October 2009. No comments were received. The Planning and Building Committee approves the major plan amendment and that the matter be concluded in accordance with Article 18 of the Planning and Building Act No. 73/1997. The Planning and Building Committee makes the following proposal to the City Council:$line$“The City Council of Hafnarfjörður approves the proposal for an amendment to the Master Plan – Hafnarfjörður 2005 2025 with regard to Ásvellir, Haukar's area, dated. 14.05.2007 and that the matter be concluded in accordance with Article 18 of the Planning and Building Act no. 73/1997.“

The Hafnarfjörður Town Council approved the proposed motion with 11 unanimous votes.Guðrún Ágústa Guðmundsdóttir made the following statement:“It is important that the Municipality of Hafnarfjörður calls for the views of its residents on the utilisation of the Krýsuvík area and establishes a policy in consultation with the residents of the municipality, a policy that is consistent with the principles of environmental protection and sustainable development. In order to undertake such work, it may be useful to obtain the results from HS Orka's exploratory boreholes. The undersigned therefore votes in favour of advertising a proposal to amend the Master Plan of Hafnarfjörður with regard to the location of exploratory boreholes in Krýsuvík. This approval is limited solely to the pilot drilling and provides no further commitment to support the matter should it proceed. Once the study is complete and its results are available, the undersigned will take a further position on the matter's progression.“
