    • SB040377 – Minutes of the Planning and Building Officer

      Minutes from the planning and building officer's disposal meetings of 26 August 2009 and 2 September 2009 were presented.

      Part A of the minutes is submitted to the town council for approval.;

    • 0810265 – Regional Plan for the Capital Region 2001-2024, The Green Triangle, revised definition.

      The Planning and Building Committee refers to the previous handling of the matter from 4 November 2008.;

    • 0906128 – Lónsbraut 56, amendment to building permit

      Björn Sigurðsson applies on 12.06.09 to amend previously approved drawings. Gables cast to full height in accordance with drawings by Jón Hrafn Hlöðversson, dated. 11.06.09. New drawings submitted 09.07.09. On 25.08.2009, the Planning and Building Committee considered it impossible to grant the request at this stage, as there is no drainage in the area. The Planning and Building Committee also instructed the Planning Department to carry out an assessment of the area's water and sewerage issues and to make a recommendation on the necessary measures. A summary from the Operations Department on the area's water and sewerage issues was presented.

      The Planning and Building Council instructs the Planning and Building Department to begin preparations for the work on the detailed plan for the boat shelters at Hvaleyrarlón.;

    • SB060701 – Strandgata 1, Library Plot

      To discuss the continuation of work on the detailed planning of the library site, Strandgata 1, in accordance with the award-winning proposal in the competition for the library's expansion.

      The Planning and Building Council instructs the Planning and Building Department to commence preparations for the planning work on the R1 site.;

    • 0908091 – Efstahlíð 7 and 9 semi-detached houses, enquiry

      The owners of Efstuhlíð 7 and 9 are requesting an opinion on a proposal to build a ca. 24 m² conservatory on top of the garages, which are situated between the houses. In addition to the conservatory, a 4 m² balcony would be added to the south side. The application was considered at the processing meeting of the Planning and Building Officer on 02/09/2009, who referred it to the Planning and Building Committee.

      The Planning and Building Committee welcomes the proposal.;

    • 0807220 – Suðurgata - Hamarsbraut, detailed plan

      To reconsider the proposal from the Planning and Building Department for a preliminary outline plan for a site bounded by cliffs north of the houses north of Hellubraut/Hamarbraut, Suðurgata, Mýrarhvoll and Strandgata, dated 17.03.2009. Previously submitted archaeological survey by the Hafnarfjörður Folk Museum for the area, dated 2009 and the opinion of the Buildings Preservation Committee regarding Hellubraut 7, dated 05.05.2009. Previously submitted were the minutes and responses to comments from the preliminary presentation meeting of 25.05.2009.

    • 0909069 – Master Plan Suðurgata - Hamarsbraut

      A change to the 2005–2025 Master Plan for Hafnarfjörður is to be discussed, concerning the St. Joseph's Hospital site within the Suðurgata – Hamarsbraut detailed plan area. It is proposed that the land use on the plots at 42–44 Suðurgata be changed from institutional area to a mixed residential and institutional area.

      The Planning and Building Committee instructs the Planning and Building Department to prepare a proposal for an amendment to the 2005–2025 Master Plan of Hafnarfjörður in accordance with the application. The Planning and Building Committee makes the following recommendation to the Town Council:“The City Council of Hafnarfjörður approves the preparation of a proposal for an amendment to the Master Plan of Hafnarfjörður concerning the St. Joseph's Hospital site at 42–44 Suðurgata.“;

    • 0702005 – Master Plan of Hafnarfjörður, power lines and substations.

      A proposal from the Department of Planning and Construction for an amendment to the 2005 Master Plan for Hafnarfjörður was presented. – 2025 with regard to the electricity transmission system, to align with Landsnet's plans for strengthening the electricity transmission system in Southwest Iceland and the agreement between Hafnarfjörður and Landsnet on the matter, which was approved by the town council on 11 November 2008. The changes concern power lines and underground cables from Geithálsi and Sandskeiði to existing and planned substations in Hafnarfjörður, and from there onwards to the aluminium smelter in Straumsvík and to the South-West. The draft main plan is based on the town council's resolution on the preparation of the plan dated 11.11.2008. The environmental report by Efla Engineering Consultants, dated 29.07.2009, was presented. The Director of the Department reports on a public information meeting regarding the draft general plan, which was held on 07.09.2009.

      The Director presented the discussions at the briefing held on 07.09.2009.;

    • 0909070 – Master plan for the Green Triangle.

      A change to the Master Plan of Hafnarfjörður was discussed regarding a footpath and cycle path at Kaldárselsveg in the Upland area of Hafnarfjörður.

      The Planning and Building Committee instructs the Planning and Building Department to prepare a proposal for an amendment to the 2005–2025 Master Plan of Hafnarfjörður concerning a walkingand cycle path at Kaldársel Road in the Upland area of Hafnarfjörður. The Planning and Building Committee makes the following proposal to the town council:“The Hafnarfjörður Town Council approves the preparation of a proposal for an amendment to the Hafnarfjörður 2005–2025 Master Plan regarding a footpath and cycle path at Kaldárselsveg in the Upland area of Hafnarfjörður.“

  • 0903209 – Hvaleyrarbraut 22, illegal works continuation

    The town council had approved daily fines from 1 September 2009 due to illegal occupation of the house. Building control officers visited the site and confirm that the occupation of the house has ceased.

    The matter is considered closed, but the Planning and Building Committee instructs the Planning and Building Department to continue monitoring the house.;

  • 0906205 – Kríuás 47, request for final inspection

    Borist hefur tölvupóstur frá Stefáni Hjaltalín f.h. húsfélagsins að Kríuási 47 dags. 10.06.2009, þar sem óskað er eftir að byggingarfulltrúi krefji byggingarstjóra um lokaúttekt á húsinu. Skipulags- og byggingarfulltrúi beindi því 24.06.2009 til byggingarstjóra að sækja um lokaúttekt í samræmi við grein 53.1 í byggingarreglugerð. Yrði ekki brugðist við því innan tveggja vikna mundi skipulags- og byggingarfulltrúi vísa málinu til skipulags- og byggingarráðs með tillögu um aðgerðir í samræmi við grein 57.1 í skipulags- og byggingarlögum. Erindið var til umfjöllunar á afgreiðslufundi skipulags- og byggingarfulltrúa 29.07.2009, sem vísaði því til skipulags- og byggingarráðs. Skipulags- og byggingarráð samþykkti eftirfarandi 11.08.2009:%0D“Skipulags- og byggingarráð beinir því til byggingarstjóra að sækja um lokaúttekt í samræmi við grein 53.1 í byggingarreglugerð.     The Planning and Building Committee makes the following recommendation to the town council:“The Hafnarfjörður Town Council approves that previously announced daily fines against the building supervisor of the house shall be kr. 20,000 per day, and shall be collected from and including 1 October 2009, if the request has not been addressed by that time.“

  • 0807212 – Hafravellir 18 and 20, complaint

    Borist hefur kvörtun með tölvupósti dags. 10.03.2009 frá íbúum Hafravalla 14 og 16 vegna slæms frágangs á byggingarlóð Hafravalla 18 og 20. Skipulags- og byggingarfulltrúi hefur áður sent lóðarhöfum bréf út af sama máli, dags. 25.07.2008. Skipulags- og byggingarfulltrúi gerði 01.04.2009 lóðarhöfum skylt að lagfæra ástand lóðarinnar innan tveggja vikna. Yrði ekki brugðist við því myndi skipulags- og byggingarfulltrúi gera tillögu til skipulags- og byggingarráðs um beitingu dagsekta í samræmi við VI. kafla skipulags- og byggingarlaga nr. 73/1997. Ekki hefur verið brugðist við erindinu. Erindið var til umfjöllunar á afgreiðslufundi skipulags- og byggingarfulltrúa 22.04.2009, sem vísaði því til skipulags- og byggingarráðs. Skipulags- og byggingarráð samþykkti eftirfarandi 28.04.2009:%0D“Skipulags- og byggingarráð gerir lóðarhöfum skylt að lagfæra ástand lóðarinnar innan tveggja vikna. Verði ekki brugðist við því mun skipulags- og byggingarráð gera tillögu til bæjarstjórnar um beitingu dagsekta í samræmi við VI. kafla skipulags- og byggingarlaga nr. 73/1997.“ Ekki hefur verið brugðist við erindinu.

    The Planning and Building Committee makes the following recommendation to the City Council: “The City Council of Hafnarfjörður approves that the previously announced daily fines for the landowners, due to the state of the grounds on each plot, will be kr. kr. 20,000 per day, to be collected from 1 October 2009, if improvements have not been made by that date.“;

  • 0905139 – Kaplahraun 15, illegal occupation

    It has come to light that the house is being illegally occupied. On 20 May 2009, the Planning and Building Officer required the owners to provide information on the matter within two weeks. If this information was not received, the matter would be referred to the Planning and Building Committee with a proposal for appropriate action in accordance with the Planning and Building Act. No response was received. The Planning and Building Officer referred the matter to the Planning and Building Committee on 09.06.2009. On 23.06.2009, the Planning and Building Committee required the owners to provide information about the matter within two weeks. If these were not provided, the matter would be referred to the town council with a proposal for a fine in accordance with section 57 of the Planning and Building Act no. 73/1997. The Director has previously reported on discussions with the owner of the house, in which it was stated that an application should be made for a staff house or a guest house.

    The Planning and Building Committee points out that the building is in an industrial area, where staff accommodation or guesthouses are not permitted according to the planning regulations.;

  • 0906030 – Glitvellir 37, site finishing

    A complaint has been received from residents of Glitvalla 29–43 by email dated 03.06.2009 regarding the site layout at Glitvalla 37, which is used as a storage area for containers. On 10 June 2009, the planning and building officer required the plot holder to remove the containers within two weeks. Should this not be complied with, the Planning and Building Officer would make a recommendation to the Planning and Building Committee to impose a fine in accordance with section 57 of the Planning and Building Act No. 37/1997. The Planning and Building Officer referred the matter to the Planning and Building Committee on 1 July 2009. On 7 July 2009, the Planning and Building Committee required the owners of the containers to remove them within two weeks. If the request was not complied with, the matter would be referred to the town council with a proposal for a fine in accordance with section 57 of the Planning and Building Act No. 73/1997. A letter from the landowners, Leiknir Ágústsson and Tinna Björk Halldórsdóttir, dated 09.07.2009, was presented, outlining the matter. Comments from the supervisor of the planning and building department, dated 24.07.2009, were also presented. As the plot holder had informed that he would carry out improvements to the plot, the Planning and Building Committee deferred the matter until its next meeting on 11 August 2009. No improvements have been made.

    The Planning and Building Committee considers it reasonable that one container may remain on the plot. An application for a temporary permit for it must be submitted, but other containers, including those on a swivel base, are to be removed, and the Planning and Building Committee makes the following recommendation to the town council:“The Hafnarfjörður Town Council approves that the previously announced daily fines for landowners will be kr. kr. 20,000 per day, to be collected from and including 1 October 2009, if the containers have not been removed by that time.“;
