    • SB040377 – Minutes of the Planning and Building Officer

      Minutes from the planning and building officer's disposal meetings of 27.05.2009 and 03.06.2009 were presented.

      Part A of the minutes is submitted to the town council for approval.;

    • 0905018 – North Bank 1-3, car park

      A letter from residents of Northbank 1 and 3 dated 1 May 2009, requesting an increase in the number of parking spaces at the properties, was reconsidered. Postponed at the last meeting. A report from the Executive Committee dated 13 May 2009 was presented.

      The Planning and Building Council instructs the Planning and Building Department to proceed further with the matter.;

    • 0903173 – Hringbraut 30, building permit

      The Planning and Building Committee requests updated shadow drawings and instructs the department to present new drawings to the landowners of 16 and 18 Holtsgata, who made comments during the local consultation.;

    • 0812095 – Hverfisgata 41A, demolition

      The request from the owners of the above-mentioned plot dated 8 February 2009, requesting discussions regarding the finalisation of the plot, is reconsidered. At its meeting on 12 February 2009, the Town Council instructed the Planning and Building Committee to proceed with the matter. Previously submitted was the planning and building department's report on the use of the plot, dated 04.03.2009. Previously submitted was the report of the Hafnarfjörður Folk Museum. Previously submitted letter from Gudfinna Jóh. Guðmundsdóttir, solicitor, on behalf of Bjartmar Sigurðsson, owner of Hverfisgata 41b, dated 14 May 2009, outlining his position regarding proposals for the use of the plot.

      The Planning and Building Committee instructs the Planning and Building Department to make a proposal for an amendment to the 1981 town centre detailed plan, whereby this plot will be added with a detached house under conditions in accordance with the existing regulations for the street, and where it will be permitted to demolish the existing house on the plot. Access to the Lighthouse will be guaranteed.;

    • 0709106 – New plot on Óseyrarbraut.

      A proposal from the Harbour Board regarding a new plot of land, No. 33 Óseyrarbraut, was discussed. The Harbour Board approved the formalisation of the plot's layout in accordance with the outline drawing from Al-Ark architects, which was presented at meeting 1327. meeting of the harbour board on 23 January 2008. The town council referred the matter on 16 March 2009 to the planning and building committee for discussion and decision. Deferred at the 222nd meeting. A new detailed plan drawing dated 02.04.2009 was presented. On 13.05.2009, the Harbour Board agreed to request an amendment to the master plan, so that the main arterial road of the harbour area, i.e. Óseyrarbrautin is to be removed from the master plan in the form shown there, or included in the plan in its current form.The application was considered at the disposals meeting of the Planning and Building Officer on 27 May 2009, which referred it to the Planning and Building Committee.

      The Planning and Building Committee resolves to instruct the Planning and Building Department to prepare a proposal for the requested amendment to the 2005–2025 Master Plan of Hafnarfjörður. The Planning and Building Committee makes the following recommendation to the Town Council:“The Hafnarfjörður Town Council approves the preparation of a proposal for an amendment to the Hafnarfjörður 2005–2025 Master Plan with regard to the alignment of Óseyrarbraut.“;

    • 0905209 – Hlíðarás 8, change to building permit

      Skarphéðinn Reynisson applies on 25.05.09 to add an excavated space on the 1st floor which was unallocated according to drawings by Gísli Gunnarsson, dated. 20.05.09. The application was considered at the processing meeting of the Planning and Building Officer on 27.05.2009, which referred it to the Planning and Building Committee.

      The Planning and Building Committee welcomes the proposal and delegates the final decision on the matter to the Planning and Building Officer.;

    • 0812105 – Kapelluhraun Phase 2: storage area and detailed plan

      A proposal from the Planning and Building Department for the second phase of the industrial estate in Kapelluhraun, in accordance with the drawing dated 08.02.2009, was discussed. The plan was advertised on 02.03.2009 in accordance with the first paragraph of Article 26 of the Planning and Building Act, and the period for comments closed on 17.04.2009. Previously submitted were the comments of Landsvirkjun dated 08.04.2009 and Rio Tinto – Alcan dated 17.04.2009. A summary by the Planning and Building Department of the comments received has been previously submitted. A report from the Road Administration, dated 29 May 2009, was submitted. The Planning and Building Department reports on discussions with representatives of Landsvirkjun.

    • 0902022 – Grindavík Seltún, septic tank and toilet

      A copy of the minutes of the Reykjanes National Park meeting dated 31 March 2009 was presented, requesting cooperation with the City of Hafnarfjörður to install and operate a shelter and toilet block at Seltún. A report from the Executive Committee was also presented.

      The Planning and Building Committee refers to the Executive Board's resolution that no expenditure is planned in the 2009 budget. The Planning and Building Committee expresses a willingness to further co-operate on the development of services in the area.;

    • 0711020 – Upland area of Hafnarfjörður, outline plan

      Map of walking routes for the hinterland of Hafnarfjörður, submitted by Landslag ehf, dated 13 May 2009.

      The Planning and Building Council refers the map for presentation to the Environment Committee/Local Agenda 21, the Culture and Tourism Committee and the Executive Board.

  • 0905171 – Hveradalur in Krýsuvík, exploratory drilling

    A letter from the Planning Authority, dated 19 May 2009, was presented, requesting a report from the City of Hafnarfjörður on the notification regarding the requirement for an environmental impact assessment for HS Orka's exploration drilling in Hveradalur, Krýsuvík. A report from HS Orka, dated 14 May 2009, was also presented. A proposal for a commentary from the Planning and Building Department was presented.

    The Planning and Building Committee adopts the report of the Planning and Building Department, as amended.;

  • SB040347 – Environment Committee/Agenda 21

    The minutes of the Environment Committee/Local Agenda 21 meeting of 04.06.2009 were presented.

    The Chairman of the Planning and Building Committee is to speak with the parties regarding item 4 of the minutes.;

  • 0905240 – Road Act, bill

    A letter from the Association of Icelandic Municipalities, dated 27.05.2009, regarding the Association's review of the Bill on Road Law was presented.

  • 0905129 – Vogar, proposal for a new general plan 2008-2028

    The advertised proposal for the Master Plan of the Municipality of Vogar 2008-2028 was presented. The deadline for comments is 03.07.2009. The proposal is available on the website www.vogar.is/Skipulag/Skipulag_i_kynningu. A proposal from the Planning and Building Department for a report is presented.

    The Planning and Building Council adopts the report of the Planning and Building Department.;

  • 0812107 – 18-20 Vesturgata, works

    Geir Garðarsson of Vesturbraut 4 makes an objection regarding the works at 18-20 Vesturgata, where the trenches are left open, fences that were erected have collapsed in sections, and the difference in level between the plots is significant. On 11.03.2009, the Planning and Building Officer required the developer of 18-20 Vesturgata to provide a plan and timetable for the completion of the site at 4a Vesturgata within two weeks. No action has been taken. On 15 April 2009, the planning and building officer reiterated the instruction regarding a plan and timetable for the site's final landscaping. If this was not addressed within two weeks, the Planning and Building Officer would make a recommendation to the Planning and Building Committee to impose daily fines in accordance with Section 57 of the Planning and Building Act. The Planning and Building Officer refers the matter to the Planning and Building Committee with the following recommendation: “The Planning and Building Committee reiterates the instruction regarding the schedule and timing for the completion of the site. Failure to respond within two weeks will result in the Planning and Building Committee recommending to the Town Council that daily penalties be imposed in accordance with Section 57 of the Planning and Building Act.“

    The Planning and Building Committee endorses the instructions of the Building Control Officer. Failure to comply within two weeks will result in the Planning and Building Committee recommending to the Town Council that a daily fine be imposed in accordance with Section 57 of the Planning and Building Act.;

  • 0903048 – Breiðvangur 1-7, complaint, note.

    Kvörtun hefur borist vegna breytinga á húsinu sem ekki hefur verið sótt um leyfi fyrir, sjá gögn, fundur 04.03.2009. Skipulags- og byggingarfulltrúi gerði eigendum hússins eða húsfélaginu 04.03.2009 skylt að senda inn reyndarteikningar með breytingunum í samræmi við gr. 12.2 í byggingarreglugerð innan 8 vikna. Ekki hefur verið brugðist við því. %0DSkipulags- og byggingarfulltrúi áréttaði 13.05.2009 að hafi teikningar enn ekki borist innan tveggja vikna mundi hann gera tillögu til skipulags- og byggingarráðs um að beitt verði dagsektum skv. 57. grein skipulags- og byggingarlaga.     The Planning and Building Committee endorses the building officer's instructions. The Planning and Building Committee agrees that if the drawings have still not been received within two weeks, the committee will make a recommendation to the town council to impose a daily fine in accordance with section 57 of the Planning and Building Act.;

  • 0812022 – Southwest Lines, electricity transmission system

    Two administrative appeals have been submitted to the Ministry of the Environment regarding the Planning Agency's decision of 29 March that the Southwest Lines project should not be assessed alongside other related projects. A deadline for submitting comments has been set for 15 June.

    The Planning and Building Council instructs the Department of Planning and Building to examine whether any of the appeals relate to the City of Hafnarfjörður.;

  • 0906057 – Nature Conservation Plan 2009-2013, motion for a parliamentary resolution

    The Parliamentary Environment Committee is seeking comments on a motion for a parliamentary resolution on the 2009-2013 nature conservation plan. The committee requests that responses be submitted no later than 19 June 2009.

    The Planning and Building Committee refers the matter to the Environment Committee/Agenda 21 for comment.;

  • SB050584 – Reykjanesbraut, detailed plan

    Almar Grímsson records the following: The Planning and Building Committee approved at its meeting on the 9th. September 2008 to appoint a working group of representatives from all parties on the town council, as well as representatives from Hvaleyrarskóli and the parents' association, to review and find solutions to traffic safety issues at the school due to the connection of Suðurbraut to the Reykjanesbraut. Nominations were submitted in November, but the working group has not been convened. This is noteworthy, as the appointment of the group was the municipal authorities' response to strong criticism from residents, which was voiced in August/September 2008.Gísli Ó. Valdimarsson makes the following note: The detailed design for the widening of the Reykjanesbraut from the Cemetery south to the Krýsuvíkurveg will be completed by the end of this year, as planned. The start of the design work was delayed by several months at the end of last year and the beginning of this year. In parallel, there has been a delay in convening a meeting of the working group.;
