    • SB040377 – Minutes of the Planning and Building Officer

      Minutes from the planning and building officer's disposal meetings of 29 April 2009 and 6 May 2009 were presented.

      Part A of the minutes is submitted to the town council for approval.

    • 0902033 – Norðurbakki 5, change to the detailed plan

      The proposal for an amendment to the detailed plan for Norðurbakki, concerning the access road, location and height of the substation and a nearby container, as shown on the drawing by Batteríið dated 29 January 2009, is reconsidered. The detailed plan has been advertised since 06.03.2009 in accordance with the 2nd paragraph of Article 26 of the Planning and Building Act no. 73/1997, with a comment period until 03.04.2009. Comments were received. A summary of the comments received was presented by the Planning and Building Department.

      The Planning and Building Committee adopts the recommendation of the Planning and Building Department. The elevation of the upper edge of the substation roof will remain unchanged from the currently approved detailed plan. The refuse container will be located at the sewage pumping station on the North Shore, in accordance with the approved detailed plan. The Planning and Building Committee approves the application and that the matter will be finalised in accordance with Article 26 of the Planning and Building Act No. 73/1997.

  • 0905018 – North Bank 1-3, car park

    A letter was submitted from the residents of Nordurbakki 1 and 3, dated 01/05/2009, requesting that the number of parking spaces at the houses be increased.

    The Planning and Building Committee refers the matter to the Executive Committee for consideration. Almar Grímsson left the meeting during this item.;

  • 0903020 – Nönnustígur 2, car park.

    Aðalheiður Dröfn Eiríksdóttir is applying for permission to create two parking spaces within the plot, in accordance with the drawing dated February 2009. A report from the Operations Department, dated 10 March 2009, is available. The application was subject to local consultation on 13.03.2009 in accordance with the 7th paragraph of Article 43 of the Planning and Building Act, with a comment period until 14.04.2009; one comment was received. Postponed at the last meeting. A summary from the Planning and Building Department of the received comment was presented.

    The Planning and Building Committee adopts the Planning and Building Department's report with amendments as made, approves the application, and refers it to the Planning and Building Officer for final disposal.

  • 0903210 – Gunnarssund 9, enquiry

    On 25/03/09, Arkur ehf submitted an enquiry to build a new house, one storey with an attic, on the plot, in accordance with information from Jon Nordsteien. The Town Council has approved the amended plot boundaries. The Planning and Building Committee referred the matter to the Hafnarfjörður Museum of Local History for comment on 07/04/2009. A report from the Hafnarfjörður Folk Museum, dated 16 April 2009, was presented, which points out that due to the age of the house, approval from the National Monuments Authority is required. A report from the National Monuments Authority, dated 5 May 2009, was also presented.

  • 0905031 – Gunnarssund 9, zoning plan amendment

    Arkur ehf submits a proposal for an amendment to the detailed plan for the city centre for the plot, according to the drawing by Jon Nordsteien dated 06.05.2009. The application was considered at the processing meeting of the Planning and Building Officer on 06.05.2009, who referred it to the Planning and Building Committee.

    The Planning and Building Committee agrees to send the detailed planning proposal for local consultation in accordance with paragraph 2 of Article 26 of the Planning and Building Act No. 73/1997.

  • 0903173 – Hringbraut 30, building permit

    On 19.03.09, Guðmundur Ýmir Bragasson and Guðrún Hallgrímsdóttir apply to demolish a carport, build a new garage, and extend the flats on the first and second floors, in accordance with drawings by Jón M. Halldórsson, dated. 17.03.09. The application was subject to local consultation. Comments were received. The application was considered at a working meeting of the Planning and Building Officer on 06.05.2009, which referred it to the Planning and Building Committee.

    The Planning and Building Council instructs the Planning and Building Department to prepare a summary of the comments received.

    Valgerður Kristjánsdóttir, Lyngbarði 5 gerir f.h. íbúa að Lyngbarði 5 og 7 athugasemd við að eigandi Móabarðs 29 hafi tekið sér hluta af lóðum þeirra og girt af.   • 0905003 – Reykjavíkurvegur 76-80, amendment to the detailed plan

    Actavis hf is submitting a proposal for an amendment to the detailed plan for the plots, according to the drawing 'Úti og inni' dated 20.04.2009. The application was considered at the planning and building officer's meeting on 06.05.2009, which referred it to the planning and building committee.

    The Planning and Building Committee resolves to submit the proposal for publication in accordance with paragraph 1 of Article 26 of the Planning and Building Act No. 73/1997 and makes the following recommendation to the Municipal Council:

  • 0905014 – Drangahraun 1b, building permit

    Börkur Gunnarsson applies on 04.05.09 for the installation of a low-temperature tank on the plot, in accordance with drawings by Sigurður Einarsson dated 27.04.09. The stamps of the Health Authority and the Fire Service are on the drawings. The application was considered at the processing meeting of the Planning and Building Officer on 06.05.2009, who referred it to the Planning and Building Committee.

    The Planning and Building Committee is favourable to the matter, delegates its final decision to the Director of Planning and Building, and also notes that the consent of the owner of Drangahraun 3 must be sought.;

  • 0807220 – Suðurgata - Hamarsbraut, detailed plan

    To reconsider the proposal from the Planning and Building Department for a outline local plan for a site bounded by cliffs north of the houses north of Hellubraut/Hamarbraut, Suðurgata, Mýrarhvoll and Strandgata, dated 17.03.2009. Previously submitted was the archaeological survey by the Hafnarfjörður Folk Museum for the area, dated 2009. The opinion of the Buildings Preservation Committee regarding Hellubraut 7, dated 05.05.2009, was presented.

    The Planning and Building Committee agrees that a pre-application briefing meeting will be held before the end of the month.;

  • 0812105 – Kapelluhraun 2nd Phase storage area

    A proposal from the Planning and Building Department for the second phase of the industrial estate in Kapelluhraun, in accordance with the drawing dated 08.02.2009, was discussed. The plan was advertised on 02.03.2009 in accordance with the 1st paragraph of Article 26 of the Planning and Building Act, and the consultation period closed on 17.04.2009. Submissions from Landsvirkjun dated 08.04.2009 and Rio Tinto – Alcan dated 17.04.2009 were presented. A summary by the Department of Planning and Building of the comments received was presented.

  • 0903068 – Fjarðargata 13-15, sign

    Eldborg, Kiwanis Club applies on 06.03.2009 for a renewal for a sign that was approved on 28.04.2004, according to drawings by Sveinbjörn Hinriksson. Submissions from the Executive Department, which raised no objections, and the City Centre Committee, which opposed granting the permit, were presented. The application was considered at a disposal meeting of the Director of Planning and Building on 18 March 2009, which referred it to the Planning and Building Board. The planning and building officer also requested the city centre committee's reasoning for its decision, which is now available. Postponed at the 225th meeting.

    The Planning and Building Committee denies the application.;

  • 0801344 – Town Centre, development plan

    The discussion on the city centre development plan was taken up again. A joint meeting was held with the City Centre Committee on 31 March 2009, where Bjarni Reynarsson of Land-ráð ehf attended and presented a proposal for the development plan. Draft development plan dated March 2009 was presented. Postponed from the previous meeting.

    The Planning and Building Committee approves, for its part, the draft development plan for the city centre.;

  • SB040347 – Environment Committee/Agenda 21

    The minutes of the Environment Committee/Local Agenda 21 meeting of 06.05.2009 were presented.

  • 0901201 – Krýsuvík, agreement on a grazing enclosure

    The draft agreement regarding horse grazing in Krýsuvík, referred to the council by the Environment Committee/Local Agenda 21, was reconsidered. Postponed at the last meeting.

    The Planning and Building Committee does not agree to an increase in the number of horses on pasture or in grazing enclosures in Krýsuvík. The Planning and Building Committee endorses the provisions of the draft agreement concerning grazing management, as per Article 4 of the draft agreement.;

  • 0701143 – Dragon Fields 8, unauthorised works

    A ruling from the Planning and Building Appeals Board, dated 28.04.2009, was presented, in which an appeal concerning the landscaping of the boundary at Drekavellir 10 is dismissed.

  • 0709253 – Lónsbraut 60 and 68, appeal regarding building permit

    A ruling of the Planning and Building Appeals Board dated was presented. 05.04.2009 regarding an appeal concerning the granting of a building permit for the reconstruction and alteration of boat sheds on plots no. 52, 54, 60, 64 and 68 at Lónsbraut in Hafnarfjörður. The appeal is dismissed.

  • 0805264 – Skógarás H/7, comment

    The landowner's objection to the permit granted to raise the house at Skógarási E/6 is reconsidered. A survey by the Planning and Building Department of decisions in Ásland, dated 27.06.2008, was previously presented. The Planning and Building Committee instructed the Planning and Building Department to investigate possible measures to rectify the matter in accordance with the Planning and Building Act and regulations. Previously submitted was the letter from Björn R. Ingólfsson and Sigríður B. Guðmundsdóttir, Skógarási 7, dated 07.01.09. On 14.01.2009, the planning and building officer reiterated the request for clarification from the property owners. Previously submitted letter from Lúther Sigurðsson and Ingibjörg Ragnarsdóttir, dated 20.12.2007. An updated summary from the department manager, dated 28.04.2009, was presented, along with sections showing the building's elevations. The matter was considered at the processing meeting of the Planning and Building Officer on 29 April 2009, which referred it to the Planning and Building Committee.

    The Planning and Building Committee requires the owner of the house at Skógarás E/6 to bring its height into conformity with the approved drawings.

  • 0904049 – Stapahraun 2, unauthorised habitation

    Information has been received of an illegal occupation at Stapahrauni 2. According to the fire protection act, owners of industrial premises must obtain a permit in accordance with the planning and building regulations for the change of use of the premises to allow permanent habitation. If such a permit is not obtained, the owner must vacate the premises and cease the unlawful use no later than 1 March 2009. On 8 April 2009, the Planning and Building Officer requested information on the matter from the owners of Stapahraun 2 within two weeks of the date of the meeting on 8 April 2009. Should this not be complied with, and if the property were occupied, the planning and building officer would make a recommendation to the planning and building committee for a fine in accordance with section 57 of the Planning and Building Act No. 73/1997. The Planning and Building Officer referred the matter to the Planning and Building Committee on 06/05/2009 with the following recommendation: „The Planning and Building Committee requests information on the matter from the owners of Stapahraun 2 within two weeks. If this is not addressed, and the house is used as a permanent residence, the Planning and Building Committee will make a recommendation to the Town Council for a daily fine in accordance with Article 57 of the Planning and Building Act No. 73/1997.“

  • 0812107 – 18-20 Vesturgata, works

    Geir Garðarsson of Vesturbraut 4 makes an objection regarding the works at 18-20 Vesturgata, where the trenches are left open, fences that were erected have collapsed in sections, and the difference in level between the plots is significant. On 11.03.2009, the Planning and Building Officer required the developer of 18-20 Vesturgata to provide a plan and timetable for the completion of the site at 4a Vesturgata within two weeks. No action has been taken. On 15 April 2009, the planning and building officer reiterated the instruction regarding a plan and timetable for the site's final landscaping. If this was not addressed within two weeks, the Planning and Building Officer would make a recommendation to the Planning and Building Committee to impose daily fines in accordance with Section 57 of the Planning and Building Act. The Planning and Building Officer refers the matter to the Planning and Building Committee with the following recommendation: “The Planning and Building Committee reiterates the instruction regarding the schedule and timing for the completion of the site. Failure to respond within two weeks will result in the Planning and Building Committee recommending to the Town Council that daily penalties be imposed in accordance with Section 57 of the Planning and Building Act.“

  • 0903167 – A Hansen, advertising hoarding

    The Planning and Building Officer, in a letter dated 17.02.2009, objected to a billboard that had been erected at Bæjartorg, specifically on council land on the corner of the plot at Norðurbakka 1-3, without the required permission. The request has not been responded to. On 25 March 2009, the Planning and Building Officer reiterated the request to A. Hansen/Vínhúsið to remove the sign. If these requests were not complied with within two weeks, the planning and building officer would make a recommendation to the planning and building committee to apply measures in accordance with Chapter VI of the Planning and Building Act No. 73/1997. On 15 April 2009, the Planning and Building Officer referred the matter to the Planning and Building Committee with the following recommendation: „The Planning and Building Committee directs the plot holder to remove the sign within two weeks. If this is not complied with, the Planning and Building Board will propose a daily fine in accordance with Article 57 of the Planning and Building Act No. 73/1997.“

    The Planning and Building Committee requires the plot holder to remove the sign within two weeks. Failure to do so will result in the Planning and Building Committee recommending a daily fine in accordance with Section 57 of the Planning and Building Act No. 73/1997.;

  • SB050293 – Task Force on Beautification Awards

    The Planning and Building Committee agrees to appoint a temporary working group on beautification awards in Hafnarfjörður, and the group shall have completed its work by the end of August 2009.

    The Planning and Building Committee agrees that the following be appointed to the working group: Anna Kristín Jóhannesdóttir, Drekavöllum 18, who is appointed as chair. Hólmfríður Finnbogadóttir, Skúlaskeiði 32. Elísabet Valgeirsdóttir, Heiðvangur 56. The official will be Berglind Guðmundsdóttir, landscape architect at the Planning and Building Department.;

    The director of the scene reports on talks with Greenstone representatives about the construction of a data centre in Hafnarfjörður.

  • 0903209 – Hvaleyrarbraut 22, illegal works continuation

    The matter regarding illegal construction and unauthorised occupation of the house is being reconsidered. It has emerged that this has not been addressed. On 08.04.2009, the Planning and Building Officer made a proposal to the Planning and Building Committee that the new owners be notified again that fines will be imposed in accordance with Chapter VI of the Planning and Building Act No. 73/1997. At its last meeting, the Planning and Building Committee directed the town solicitor to inform the new owners of this and also directed the town council to reiterate the approval to the new owners that daily fines will be imposed in accordance with Chapter VI of the Planning and Building Act no. 73/1997. 73/1997.

    The Planning and Building Committee makes the following recommendation to the Town Council:“Hafnarfjörður Town Council reiterates to the new owners of Hvaleyrarbraut 22 its resolution of 29.04.2008 that fines will be imposed in accordance with Chapter VI of the Planning and Building Act no. 73/1997 for illegal construction work on the building and illegal occupation. The City Council gives the current owners two weeks to comment on the matter or make objections.“;
