    • SB040377 – Minutes of the Planning and Building Officer

      Minutes from the planning and building officer's hearings of 20 January 2010 and 27 January 2010 were presented.

      Part A of the minutes is submitted to the town council for approval.;

    • 0709106 – Óseyrarbraut, new plot

      A proposal from the Harbour Board regarding a new plot of land, No. 33 Óseyrarbraut, was discussed. The Harbour Board approved the formalisation of the plot's layout in accordance with the outline drawing by Al-Ark Architects, which was presented at meeting 1327. meeting of the harbour board on 23 January 2008. At its meeting on 16 March 2009, the town council referred the matter to the planning and building committee for consideration and decision. A new detailed plan dated 2 April 2009 was presented. The Harbour Board approved on 13 May 2009 that a request be made for an amendment to the master plan, so that the main arterial road of the harbour area, i.e. The Óseyrarbrautin shall be removed from the master plan in the form shown there, or it shall be incorporated into the plan in its present form. The proposal was advertised on 12 November 2009 in accordance with the first paragraph of Article 26 of the Planning and Building Act No. 73/1997. The consultation period closed on 28.12.2009; one comment was received. The department head reported on a meeting with the harbour master on 26.01.2010.

    • 1001211 – Krossaeyarvegur 11, car park, enquiry

      On 20 January 2010, Ingvar Elíasson submitted an enquiry to extend the existing garage by approximately 15 sq m, alter the roof, and improve the building's integration with its surroundings, in accordance with the drawings dated 20 January 2010. The application was considered at the processing meeting of the Planning and Building Officer on 27 January 2010, who referred it to the Planning and Building Committee.

      The Planning and Building Committee is negative towards the query as it stands.;

    • 0911150 – Austurgata 22, enquiry

      The request from Mats ehf of 05.11.2009 is reconsidered, requesting permission to build a new house at 22 Austurgata, in accordance with drawings by Kári Eiríksson. Previously submitted drawings from 30 November 2009. Photographs and computer images from the applicant were presented. A letter from Birna Guðmundsdóttir, on behalf of the Free Church, dated 20 January 2010, was presented. Representatives from the Free Church attended the meeting to present and discuss the layout of the plots at 22 Austurgata and 6 Linnetstíg. Jóhann G. Reynisson, Birna Guðmundsdóttir and Sigríður Helgadóttir attended the meeting on behalf of the Free Church.

    • 1001277 – Strandgata 19, enquiry

      Skák ehf submitted an enquiry on 28.01.10, requesting an extension to the rear building/annex, in accordance with drawings by Kári Eiríksson dated 15.01.2010.

      The Planning and Building Council instructs the Planning and Building Department to examine the proposal in more detail.;

    • SB030312 – Soil tipper

      The implementation of the earth tip/landscaping site above Hamranes and its specification is reconsidered. Previously submitted was a report by Guðjón Ingi Eggertsson, local agenda officer, dated 24 June 2008, and a review by the National Monuments Authority dated 24.06.2008, the discharge regulations of the Health Surveillance Authority of the Hafnarfjörður and Kópavogur area and the discharge regulations of the Hafnarfjörður Service Centre. Minutes from the Environment Committee/Agenda 21 and the Executive Department were presented. The next steps for the matter were discussed. Björk Guðmundsdóttir, Forma Ltd, attended the meeting and presented a draft local plan dated February 2010.

    • 0708097 – Lækjargata 2, Dvergslóðin, detailed plan

      The arrangements for the work on the detailed plan for 2 Lækjargata and the surrounding area were discussed, in accordance with the resolution of the Hafnarfjörður Town Council of 1 June 2008. The legal counsel for the Planning and Building Department outlined the procedure.

      The Planning and Building Committee refers to the town council's resolution from 1. June 2008 and the current detailed plan, and refers the matter to the town council for a decision on the next steps in accordance with the report of the Planning and Building Department.

  • 0903141 – Jófríðarstaðir, detailed plan for the Catholic Church and Búmenn

    Búmenn, on their own behalf and on behalf of the Catholic Church, submit a proposal for a local plan for service flats, etc., at Staðarhvamm, in accordance with drawings and models by architect Guðrún Jónsdóttir. Information on the utilisation ratio and the 1979 plan was presented.

  • 0902008 – Mining, strategic planning, working group

    To reconsider the report from the Executive Department regarding the outcome of the working group on quarries and the formulation of policy. A report was requested from the Planning and Building Committee and the Environment Committee/Local Agenda 21. The report from the Environment Committee/Local Agenda 21 was presented.

    The Planning and Building Council instructs the Planning and Building Department to proceed with the matter.;

  • 0911017 – Kaldárselsvegur 207-6643, summer house

    The previous enquiry from Thorgerd Elísa Mortensen, dated 30 October 2009, regarding the proposed extension and refurbishment of a summer house on her plot at Kaldárselsveg is reconsidered. The Planning and Building Department has provided details of the existing agreements concerning the plot and the facilities in the area. A summary from the Planning and Building Department, dated 29 January 2010, was presented.

  • 0702005 – Master Plan of Hafnarfjörður, power lines and substations.

    A proposal from the Planning and Building Department for an amendment to the 2005 Master Plan of Hafnarfjörður is reconsidered. – 2025 with regard to the electricity transmission system, to align with Landsnet's plans for strengthening the electricity transmission system in Southwest Iceland and the agreement between Hafnarfjörður and Landsnet on the matter, which was approved by the town council on 11 November 2008. The changes concern power lines and underground cables from Geithálsi and Sandskeiði to existing and planned substations in Hafnarfjörður and from there onwards to the aluminium smelter in Straumsvík and to the South-West. The town council approved the proposal for publication, together with the engineering firm Efla, dated. 18.10.2009. A preliminary information meeting was held on 07.09.2009. Previously, the Planning Authority's opinion on the preliminary assessment report, dated 17.09.2009, and the final assessment report by Efla and Landsnet, dated 10.08.2009, were submitted. The letter from the Planning Agency dated 18.11.2009 regarding the publication of the proposal was reconsidered, and the Planning and Building Council instructed the Planning and Building Department to respond to the comments raised therein. Submitted were the reviews from the National Monuments Authority and the Health Surveillance Authority for the Hafnarfjörður and Kópavogur area, together with a revised planning map dated 01.02.2010 and a revised environmental report dated 16 October 2009.

    Delayed as the review from the Environmental Agency has not been received.;

  • 0912111 – Furuás 8, enquiry.

    Thorsteinn G. Aðalsteinsson, on behalf of Jón Trausti Snorrason, submits an enquiry regarding the matter concerning Furuás 8-10 being taken up again, with reference to the letter dated 10.12.09. The director's assessment of the impact of the change on shading of plots no. 34 and 36 at Fjólugata was presented.

    The Planning and Building Committee is favourable to the enquiry. The applicant is authorised to propose an amendment to the detailed plan in accordance with section 1 of Article 23 of the Planning and Building Act No. 73/1997, which will then be subject to local consultation.;

  • 0912112 – Furuás 10, enquiry.

    To reconsider the request from Thorsteinn G. Aðalsteinsson for the matter concerning Furuás 8-10 to be reopened, with reference to the letter dated 10.12.09. The director's assessment of the impact of the change on shading of plots no. 34 and 36 at Fjólugata was presented.

    The Planning and Building Committee is favourable to the query. The applicant is authorised to propose an amendment to the detailed plan in accordance with section 1 of Article 23 of the Planning and Building Act No. 73/1997, which will then be subject to local consultation.;

  • 1001145 – Noise map and register of major roads

    A letter from the Environmental Agency to the Director of the Department, dated 12 January 2010, was presented for information, requesting information on roads in connection with the preparation of a noise map in accordance with Article 7 of Regulation No. 1000/2005.

  • 0911146 – Suðurhella 8, Containers, plot of contractor Þ.G.

    Við skoðun kom í ljós að mikið var um gáma við Suðurhelluna. Sérstaklega Suðurhellu 8 þar reyndust vera 34 gámar. Skipulags- og byggingarfulltrúi gerði 11.11.2009 lóðarhafa skylt að fjarlægja gámana af lóðinni innan fjögurra vikna. Yrði ekki brugðist við því innan þess tíma mundi skipulags- og byggingarfulltrúi gera tillögu til skipulags- og byggingarráðs um beitingu dagsekta í samræmi við 57. grein skipulags- og byggingarlaga nr. 73/1997. Erindið var til umfjöllunar á afgreiðslufundi skipulags- og byggingarfulltrúa 20.01.2010, sem vísaði því til skipulags- og byggingarráðs með eftirfarandi tillögu:%0D“Skipulags- og byggingarráð gerir lóðarhafa skylt að fjarlægja gámana af lóðinni innan fjögurra vikna. Verði ekki brugðist við því innan þess tíma mun skipulags- og byggingarráð gera tillögu til bæjarstjórnar um beitingu dagsekta í samræmi við 57. gr. skipulags- og byggingarlaga nr. 73/1997.“

    The Planning and Building Committee requires the plot holder to remove the containers from the plot within four weeks. Failure to comply within this period will result in the Planning and Building Committee recommending to the Town Council the imposition of a fine in accordance with Section 57 of the Planning and Building Act No. 73/1997.;
