The Planning and Building Officer approves the building plans in accordance with Article 11 of the Building Regulations Act no. 160/2010. A building permit will be issued once the conditions of paragraphs 1-4 of Article 13 of the Building Regulations Act have been fulfilled. Article 13. Issuance of a building permit. The conditions for issuing a building permit are as follows: 1. The structure and its use are in accordance with the area's planning schemes.$line$ 2. The main and specialist drawings have been reviewed and the granting authority has endorsed them to confirm approval.$line$ 3. Building permit fees and other required charges have been paid, such as the road construction fee in accordance with the provisions of the Act on Road Construction Charges and the parking fee or fee for planning work in accordance with the provisions of the Planning Act, or an agreement has been reached on their payment. However, fees that are not due for payment until the building permit is issued are excluded.$line$ 4. The building supervisor has signed a declaration of their responsibility and has submitted to the licensing authority the signed declarations of responsibility of the tradesmen who will be responsible for individual parts of the work.

1112153 – Nordurbakki 7-9, enquiry
On 20 December 2012, Haghús ehf and Bygg Ben ehf submitted an enquiry, requesting permission to increase the number of flats in two blocks at Norðurbakki 7 and 9 from 62 to up to 78. Parking spaces will be increased to correspond with this increase in flats, see attached documents.
The Planning and Building Officer refers the matter to the Planning and Building Committee.

1111122 – From Ásland - Hvaleyrarvatn, lease agreement
Hreiðar Sigurjónsson, on behalf of the St. George's Guild in Hafnarfjörður, is seeking confirmation of the land boundaries and of the lease agreement or agreement for the use of land surrounding the scout hut at Hvaleyrarvatn.
The Harbourmaster and Building Control Officer refers the matter to the Town Council, but also points out that the application requires a change to the local plan.

1112151 – Miðvangur 41, query to the planning and building officer
The query from Jón Ingvar Garðarsson dated 14.12.11 concerns Miðvangur 41 (Assessment Part 01). It concerns a 200 m² plot, and a request has been made to divide the property into two parts. The property has two entrances, one on the north side and the other on the west side. The entrance on the west side is intended as a 100 m² facility for a business. In the remaining part, there is interest in developing 1-3 studio flats.
The Planning and Building Officer objects to the application as it is currently submitted and also points out that the advertised studio flat referred to by the applicant is unauthorised. Please see the attached notes.

1112169 – The lagoon and its surroundings, nature conservation
In a letter dated 15.12.2011, Kristján Freyr Karlsson requests to take over the management and care of Hvaleyrarlón and to put the area in his name.
The Planning and Building Officer objects to the application as it falls under the remit of the Environmental and Executive Committee of Hafnarfjörður, by agreement with the Environmental Agency. Please see the attached comments.

0908248 – Ring Road 8, construction stage and use
Ring Road 8, on the first milestone, according to the schedule of the award conditions, the structure was to be handed over on 15 March 2007 and completed on 15 August 2007.
The planning and building officer shall require the owners and the building supervisor to apply for a safety and final inspection within 4 weeks, in accordance with section 15(1) and section 35 of the Building Regulations No. 160/2010.

1112175 – Dalsás 8-12, building stage and use
Please note that the last recorded inspection for Dalsás 8 was an inspection of the heating installation in November 2011, and the last recorded inspections for nos. 10 and 12 were for the certificate of occupancy. However, according to an aerial photograph, the structure appears to be fully erected and several flats have reached building stage 7. A certificate of occupancy is missing for no. 8, along with final inspections for all building units.
The planning and building officer requires the building supervisor to apply for the outstanding safety inspections and final inspections within 4 weeks.

1008114 – Hvaleyrarbraut 41, stage of construction and use
According to the property register, the building, which is on an industrial estate, is still registered at construction stage 4 (weatherproof), even though it is fully completed and has been put into use, and on 18 August 2010, the Building Control Officer required the building surveyor to apply for a final inspection within four weeks. If this was not done, the matter would be referred to the Planning and Building Committee with a proposal for a daily fine in accordance with section 57 of the Planning and Building Act no. 73/1997. The Planning and Building Board required the building supervisor, on 02.11.10, to apply for a final inspection within four weeks. If this was not done, the matter would be referred to the town council with a proposal for a daily fine in accordance with Article 57 of the Planning and Building Act No. 73/1997. A letter from Magnús Árnason on behalf of Gullborg Invest was presented, requesting an extension for the final inspection.
The Planning and Building Officer agrees to grant the requested extension.
