• SB040377 – Minutes of the Planning and Building Officer

  Minutes of the planning and building officer's disposal meetings of 16.11.11 and 23.11.11 were presented. Item A was dealt with by the building officer in accordance with the Building Regulations Act No. 160/2010.

• 0712080 – Town Centre - Hraun, detailed plan

  A letter from the Planning Authority dated 16.11.11 was presented.

  The Planning and Building Committee agrees in all its main points with the comments of the Planning Authority and instructs the department to amend the statement of case and drawings accordingly.

• 1105201 – Kaplahraun 7a, plot and planning matters

  To reconsider the letter from Snorri Hafsteinsson, on behalf of Rafhitunar ehf., dated 04.05.11, in which a comment regarding poor upkeep of the site is addressed. The matter concerns poor management of the plot bounded by Kaplahrauni 7abcd, which is a shared access road where all property owners are supposed to have access to their own properties. On 20/05/11, the Planning and Building Officer proposed that the plot be subdivided and requested a proposal for this. If this is not received within 2 months, the planning and building officer would make a proposal for the subdivision. The request has not been responded to. A proposal from the planning and building department for the subdivision of the plot is presented. A letter has been received from three owners, dated 7 November 2011, with a new proposal for the subdivision. The matter was discussed at the planning and building officer's disposal meeting on 16 November 2011, which referred it to the planning and building committee.

  The Planning and Building Council instructs the Planning and Building Department to present the proposed plan to the other property owners on the site.

• 0801363 – Reykjavíkurvegur, activity area, framework plan

  To consider a new master plan for the event area at Reykjavikurveg. Thormodur Sveinsson of Plúsarkitektar attends the meeting and presents the final proposals.

• 1111123 – Hjallabraut 55, enquiry

  Hjallastefnan ehf submits an enquiry on 09.11.11 to build a service building adjacent to classrooms, in accordance with drawings by Kjartan Sigurðsson. The application was considered at a working meeting of the Planning and Building Officer on 16 November 2011, which referred it to the Planning and Building Committee.

  The Planning and Building Committee is negative towards the query as it does not comply with the current detailed plan.

• 1109258 – Sub-base, sandblasting

  Consideration of a letter from Magnus Finnbjörnsson on behalf of the Quarter Mile Club, dated 19.11.11, requesting to use the Undirhlíð Quarry for a sand drag racing competition.

  The Planning and Building Committee requests the waterworks manager's opinion on the matter.

• 1011117 – Grindavík-Seltún, Service contract with Reykjanes Nature Reserve.

  The warden's report was presented for information. An email from Björn H. Barkarsson of VSÓ Consulting, dated 29 November 2011, was presented, introducing a management plan for the Reykjanes Nature Reserve.

• 1007025 – Northern Quarter detailed plan update

  Archaeological survey of the North House by Katrín Gunnarsdóttir, archaeologist, submitted. Recorded in the database of the Hafnarfjörður Folk Museum.

  Submitted.

• 1108205 – Skógarás 2, two flats

  Results from a neighbourhood survey were presented, which, among other things, explored the views of residents in Ásland 3 on the increase in registered dwellings and other factors concerning the area's planning and development.

  The Planning and Building Committee thanks residents for their good participation in the survey. The Planning and Building Committee is postponing consideration of the matter until further processing is complete.

• Review of land prices, working group

  The final report of the working group on land prices was reconsidered. The town council referred recommendations 5, 6, 7, 8, 10 and 15 to the Planning and Building Committee for further processing. A previously submitted report from the Director of the Planning and Building Department and the Director of the Environment and Operations was presented. The Director's proposals for implementation, in accordance with the Council's decision at its last meeting, were also presented.

  The Planning and Building Committee adopts the director's proposal with the amendments made.

• 1009174 – Planning regulations

  The letter from the Ministry of the Environment dated 03.11.11, referring to the consultation on the proposal for a new planning regulation, was considered. The deadline for submissions is 01.12.11. The director's proposal for a submission was presented.

  The Planning and Building Committee adopts the department manager's report with the amendments made.

• 1006284 – Master Plan of Hafnarfjörður: comprehensive revision.

  A comprehensive revision of the Master Plan for Hafnarfjörður is to be discussed. A resolution from the Hafnarfjörður Town Council to commence the work is on the table. The maps and reports of the current master plan are to be reviewed, with the outcomes from the Hamranes, Ásland and Hafnarfjörður Uplands framework plans used as a basis for comparison. A report on the proposal, prepared by the chair, was previously presented. The director's draft project description was then presented.

• 1110324 – Regional Plan for the Suðurnes area 2008-2024, draft

  Consideration of a submission from Ásmundur Friðriksson on behalf of the Joint Committee for the Regional Planning of the South-West Region, dated 27.10.11, referring to the review of the draft Regional Plan for the South-West Region 2008-2024. The deadline for comments is 17 November 2011. A revised proposal for a comment from the chairman and the director was presented.

  The Planning and Building Committee endorses the proposed report and adopts it.
