    Part B: Organisational Matters

    • 11021679 – Arnarhraun 29, resident's suggestion

It has been pointed out that the rubbish bins for the entire house are positioned loosely against the house wall. When it gets windy, rubbish is blown out of them or the bins themselves are blown away, resulting in a mess. At a service meeting on 9 February, the Planning and Building Officer made it compulsory for the property owners to secure the rubbish bins within two months, in accordance with section 84 of the Building Regulations. This request has not been addressed.

The Planning and Building Officer reiterates his recommendation in accordance with section 84.2 of the Building Regulations: 84.2 Waste storage facilities can be either on-site waste compounds/sheds and, alternatively, built-in waste storage facilities within a building or associated with it. If the recommendations are not acted upon within 4 weeks, the Planning and Building Officer will exercise the power under section 56 of the Building Regulations Act to impose a daily penalty.

    • 1006228 – 26 Brekkugata, cellar window

Previously submitted was a letter from Björgvin Þórðarson, solicitor, on behalf of Jóhann Ingi Sigurðsson and Tinna Rós Guðmundsdóttir of 26 Brekkugata, in which they requested the position of the Hafnarfjörður Building Control Officer on allowing the window to remain in its current condition, i.e.or to be openable as it currently is. The Planning and Building Officer took a negative view of the request, as it did not conform to the approved drawings, which provide for smaller windows with an inset fire-resistant pane for fire safety reasons. On 25.05.11, the Planning and Building Officer required the owners to restore the windows to the state shown on the approved drawings within two months. The request has not been complied with.

The Planning and Building Officer reiterates his instructions to the owners to restore the windows to the condition shown on the approved drawings, in accordance with the provisions of the Building Regulations. Failure to comply within two months will result in the Planning and Building Officer invoking the provisions of Section 56 of the Buildings Act No. 160/2011 regarding daily fines.

    • 1109122 – Álfhella 7 and 9, query regarding plots

Ingólfur Örn Steingrímsson submits an enquiry dated 09.09.2011 regarding plots no. 7 and 9 at Álfhella, for purchase, to use as a storage area. The question is whether a discount on the streetworks charges would be granted if less were built on them than the development density allows.

The Planning and Building Officer points out that these are leasehold plots, applications for which are submitted to the town council, and only the building rights on them are saleable. Road construction charges are based on the degree of land use, and no discount is granted on this according to the current fee schedule.

    • 1109283 – Brekkuás 5 - 7 - Enquiry about changes in the car park

Consideration of a letter from Björn Bjarnason dated 11.08.2011, in which residents of selected flats at Brekkuás 5-7 (block of flats) request permission to install 60 cm deep cupboards at the far end of the car parks.

The Planning and Building Officer is negative towards the application, see attached comments.

    • 1109258 – Sub-base, sandblasting

The Quarter Mile Club sends a letter dated 04.09.11 requesting to use the Undirhlíð Mine for a sand drag racing event.

The Planning and Building Officer denies the application, as the Planning and Building Committee has previously denied a similar application. The quarry is within a water protection area.

    • 1109259 – Northhellu 13, containers.

Complaints have been made about rusty containers on the grounds of 13 Nordurhellu.

The Planning and Building Officer requires the owners of the containers to remove them within 4 weeks. Failure to do so will result in the Planning and Building Officer imposing a daily fine in accordance with section 56 of the Building Regulations Act no. 160/2010.

    • 1109262 – Klifsholt - unauthorised container in upland

We have received information that the Skip Service has a skip in connection with a garden plot. There is no permit for the skip.

The Planning and Building Officer requires the owners of the container to remove it within 4 weeks. Failure to do so will result in the Planning and Building Officer imposing a daily fine in accordance with section 56 of the Building Regulations Act no. 160/2010.
