General presentations

• SB040377 – Minutes of the Planning and Building Officer

  Minutes of the planning and building officer's disposal meetings of 07.09.11 and 14.09.11 were presented. Item A was disposed of by the building officer in accordance with the Building Act No. 160/2010.

  Submitted.

• 0912139 – Reykjanesbraut, junction with Straumsvík

  Consideration was given to the proposal by Arki for the detailed plan of the junction, dated 04.04.2011. The proposal was advertised in accordance with section 41 of the Planning Act No. 123/2010, together with an amendment to the general plan and an environmental report dated. 30.06.2011 in accordance with Article 7 of the Act on Environmental Assessment of Plans No. 105/2006. The consultation period has ended; no comments were received.

  The Planning and Building Committee approves the detailed plan and that the procedure will be concluded in accordance with Article 41 of the Planning Act no. 123/2010. The Planning and Building Committee makes the following recommendation to the Town Council: “The Town Council of Hafnarfjörður approves an amendment to the detailed plan for the aluminium smelter site in Straumsvík with regard to the junction of the Reykjanesbraut and Víkurgata, dated. 04.04.2011 and that the procedure shall be concluded in accordance with Article 41 of the Planning and Building Act no. 123/2010.“

• 1106239 – Hvammabraut 2, site for a distribution station

  The application from HS Veitur dated 27 June 2011 regarding a change to the Hvammur detailed plan, for a site for a distribution station at Hvammabraut, is reconsidered. The Town Council approved the allocation of the plot and referred the matter to the Planning and Building Department for processing. A revised detailed plan was presented.

  The Planning and Building Committee agrees to advertise an amendment to the detailed plan in accordance with section 43 of the Planning Act No. 123/2010.

• 1109121 – Selvogsgata 16, Extension. Enquiry

  On 09.09.2011, Thórður Guðbjörnsson and Margrét Þórarinsdóttir submitted an enquiry to extend the house in accordance with the attached drawings. The application was considered at the planning and building officer's meeting on 14 September 2011, which referred it to the planning and building committee.

  The Planning and Building Committee welcomes the query but refers to the attached notes.

• 0708068 – Fornubúðir 1A (Óseyrarbraut 1b)

  Review of the status of the plot at Fornubúðir 1A / Óseyrarbraut 1B. At its meeting on 22.12.10, the Harbour Board proposed to the Planning and Building Committee that the plot at Óseyrarbraut 1b be subdivided and merged with the plots at Óseyrarbraut 1 and Hvaleyrarbraut 2, in accordance with proposal 2. See proposals in the case file. At its meeting on 18 January 2011, the Planning and Building Committee authorised the application to be subject to a local consultation in accordance with section 2 of Article 43 of the Act no. 123/2010. The local consultation has now concluded and comments have been received.

  The Planning and Building Committee instructs the Planning and Building Department to prepare draft responses to the comments and present them at the next meeting.

• 1004009 – Skógarás 6, enquiry

  A letter from Einar Gautur Steingrímsson, QC, and Gunnhildur Pétursdóttir, solicitor, dated 14 September 2011, was presented, requesting that the said house be allowed to stand and that the detailed plan for Phase 3 of Ásland be amended accordingly. The matter was considered at the disposal meeting of the Planning and Building Officer on 14 September 2011, who referred it to the Planning and Building Committee.

  The Planning and Building Committee rejects the application and instructs the Planning and Building Department to respond to it.

• 1105399 – Bjarkavellir 1a, 1b and 1c local plan amendment.

  A letter from Gudlaugur Adolfsson, on behalf of Valhúsar námsmannaíbúða ehf, dated [19.05.11], is taken up again. 19.05.11, enquiring about a change of the detailed plan from student accommodation to small, affordable flats for the general market. The Planning and Building Department reports on an interview with the applicant on 14.09.11.

  The Planning and Building Committee is positive about the applicant's proposals.

• 1009150 – Straumsvík, Gasfélagið, new detailed plan

  Safety assessment by Mannvit ehf. presented.

  The Planning and Building Council refers the report to SHS, the Building Control Authority and the State Labour Inspectorate for comment; furthermore, the Council reiterates its request for an assessment of the environmental impact.

• 1109086 – Kapelluhraun, recycling of aluminium slag

  A letter from the Planning Authority, dated, was presented, referring to the review of the notification of the obligation to assess the environmental impact of an aluminium smelter on a plot in Phase 2 of Kapelluhraun, in accordance with the Act on the Assessment of the Environmental Impact of Projects No. 106/2000. A proposal for a response from the Planning and Building Department was presented.

  The Planning and Building Committee endorses the director's opinion and also points out that the plot at Álhella 15 is privately owned.

• 1109127 – Sléttuhlíð, area for bees

  An email has been received from Helgi Laxdal and Katrín Árnadóttir dated 09.09.09, in which they request a plot of land to place a beehive. The application was considered at the processing meeting of the Planning and Building Officer on 14 September 2011, who referred it to the Planning and Building Committee.

  The Planning and Building Committee agrees to grant a one-year licence on a trial basis.

• 1109050 – Protection and energy use of land areas, proposal

  A letter from the Ministry of Industry, dated 19 August 2011, was presented, referring to the consultation on the motion for a parliamentary resolution on the protection and energy use of land areas. The deadline for submissions is 11 November 2011.

  The Planning and Building Council instructs the Planning and Building Department to prepare a report.

• 1109091 – Regional plan for the capital region: comprehensive revision.

  The findings of the SSH working group on methodology, as presented by the municipalities' appointed planning officers, were presented for information.

• 1108348 – Planning and Building Department - Terms of Reference

  New amendments to the terms of reference of the Planning and Building Committee were discussed, in light of changes in legislation and administrative changes in Hafnarfjörður.

  The Planning and Building Committee resolves to hold a joint meeting with the Environment and Operations Committee in two weeks' time. The Director is tasked with preparing for the meeting and requesting a presentation of the Capacent report, which was presented at the meeting of the Environment and Operations Department.
