• SB040377 – Minutes of the Planning and Building Officer

  Minutes of the planning and building officer's disposal meetings of 10 August 2011 and 17 August 2011 were presented. Item A was disposed of by the building officer in accordance with the Building Act No. 160/2010.

• Review of land prices, working group

  Report on the working group's work. Eyjólfur Sæmundsson, the group's chairman, came and gave a report on the group's work.

  The Planning and Building Committee thanks Eyjólfur for the presentation.

• 1105318 – Reykjanesbraut, dualling and realignment at Straumsvík

  Presented is the archaeological survey by archaeologist Katrín Gunnarsdóttir, dated 2011, which was carried out to determine the road alignment following its relocation.

• 1108030 – Óttarstaðir: archaeological survey

  Archaeological inventory for Óttarsstaður and Óttarsstaðakot, prepared by the Hafnarfjörður Folk Museum, January 2010, for the master plan.

• 0909068 – Mobility Week

  The Environment and Local Agenda Officer reported on Transport Week, which will be held from 16-22 September.

  The Planning and Building Committee thanks the presenter. A programme for Hafnarfjörður is requested for the next meeting.

• Helgafell, viewpoint

  Jakob Hálfdánarson submitted a proposal on 23.02.11 to install a telescope south of Helgafell.

  The Planning and Building Committee welcomes the idea and instructs the Planning and Building Department to explore the implementation of foundations for the disc, along with the associated costs, in collaboration with the Environment and Operations Department.

• 0907153 – Hverfisgata-Mjósund-Austurgata-Gunnarssund zoning plan

  The proposal from the Department of Planning and Building for a detailed plan for a block bounded by Mjósund, Austurgata, Gunnarssund and the rear boundaries of the properties at 31-49 Hverfisgata is reconsidered. The Planning and Building Department previously reported on a review of access to the lighthouse behind the plot at Hverfisgata 41 and a meeting with residents in the vicinity of the lighthouse on 08.04.2010. Previously, a review by the Planning and Building Department on the development potential of 41 Hverfisgata was presented. The plan was advertised in accordance with section 41 of the Planning Act no. 123/2010, and the consultation period has now closed. Comments were received. A summary of the comments received and a proposal for a response were presented at the meeting on 9 August 2011 by the Planning and Building Department.

  The Planning and Building Committee adopts the responses of the Planning and Building Department, approves the plan, and resolves that the procedure be concluded in accordance with Article 42 of the Planning Act No. 123/2010. The Planning and Building Committee makes the following recommendation to the Town Council:$line$“The Hafnarfjörður Town Council approves the proposal for a detailed plan for Hverfisgata-Mjósund-Austurgata-Gunnarssund and that the process be concluded in accordance with Article 42 of the Planning Act No. 123/2010.“

• 1012098 – Strandgata 55, enquiry

  On 09.12.10, Fjörukráin submitted a revised application to build a turf house behind Fjörukráin (see attached document). A new proposal, together with supporting documents and a letter to the planning committee, was received on 09.08.2011. The Planning and Building Committee dealt with the previous enquiry on 01.02.2011. The matter was discussed at the planning and building officer's meeting on 17.08.2011, which referred it back to the Planning and Building Committee.

  The Planning and Building Committee notes that an application for a plot extension must be submitted to the Town Council. A plot extension is a prerequisite for any further development on this site. The Planning and Building Committee is supportive of the proposal, which provides an opportunity to consider a detailed plan for the site. Approval deferred until a decision on the potential plot extension is available.

• 1108074 – Glitvangur 27, alteration to the garage

  On 10.08.2011, Gunnar Kristjánsson applied for a permit to convert the existing garage into a living area, which is divided into a bedroom, a bathroom, a lounge and a storage room. According to drawings by Gústafs Ólafsson dated 14.07.2011. The application was considered at the processing meeting of the Planning and Building Officer on 17 August 2011, who referred it to the Planning and Building Committee. Memos from the Planning and Building Department were presented.

  The Planning and Building Committee points out that the application does not comply with the terms of the local plan, which is currently under preparation.

• 1104089 – Master plan: junction at Straumsvík

  Proposal for an amendment to the 2005–2025 Master Plan of Hafnarfjörður concerning the junction at the entrance road from the Reykjanesbraut onto the aluminium smelter site. It is proposed to construct underpasses for left turns. The proposal was advertised from 8 July to 19 August 2011. No comments were received.

  The Planning and Building Committee approves the proposal and that the process be concluded in accordance with Article 32 of the Planning Act No. 123/2010. The Planning and Building Committee makes the following recommendation to the Town Council:$line$The City Council of Hafnarfjörður approves an amendment to the Master Plan of Hafnarfjörður 2005 – 2025 with regard to the junction at the entrance road from the Reykjanesbraut onto the aluminium smelter's site, dated. 08.04.2011 and that the processing will be completed in accordance with section 32 of the Planning Act no. 123/2010.“
