    • SB040377 – Minutes of the Planning and Building Officer

      Minutes of the planning and building officer's disposal meetings of 30.03.11 and 06.04.11 were presented. Item A was disposed of by the building officer in accordance with the Building Regulations Act no. 160/2010.

    • 0907153 – Hverfisgata-Mjósund-Austurgata-Gunnarssund zoning plan

      The proposal from the Planning and Building Department for a detailed plan for a site bounded by Mjósund, Austurgata, Gunnarssund and the upper boundaries of the properties at Hverfisgata 31-49 is reconsidered. The Planning and Building Department previously presented a review of access to the lighthouse behind the plot at Hverfisgata 41 and a meeting with residents in the vicinity of the lighthouse on 08.04.2010. Previously submitted was a review by the Department of Planning and Building on the potential for the use of 41 Hverfisgata. A letter from the Planning Authority was submitted, which raises an objection to the planning scheme's advertisement.

      The Hafnarfjörður Town Council approves the proposal for a detailed plan for the area bounded by Mjóssund, Austurgata, Gunnarssund and the upper boundary of the plots of houses at Hverfisgata 31-49 is to be advertised in accordance with Article 41 of the Planning Act No. 123/2010.“;

    • 0812224 – Risk assessment for the capital region

      The Director of Operations presented the risk assessment for the capital region and the work of the task forces of the municipalities and the Capital Region Fire and Rescue on it. The task force for Hafnarfjörður comprised Bjarki Jóhannesson, Helga Stefánsdóttir, Sigurður Haraldsson and Elsa Jónsdóttir.

    • 1104089 – Master plan: junction at Straumsvík

      A proposal for an amendment to the Master Plan of Hafnarfjörður 2005–2025, dated 08.04.11, concerning the junction with the entrance road from the Reykjanesbraut to the aluminium smelter site is under discussion. It is proposed that underpasses be constructed for left turns.

      The Planning and Building Committee approves the proposal and that the procedure shall be in accordance with section 36, 2nd paragraph of the Planning Act no. 123/2010, a minor amendment to the master plan. The Planning and Building Committee makes the following recommendation to the City Council: “The City Council of Hafnarfjörður approves the proposal for an amendment to the Master Plan of Hafnarfjörður 2005 – 2025, dated 08.04.11 with regard to the junction with the entrance road from the Reykjanesbraut to the aluminium smelter site, and that the matter shall be processed in accordance with the second paragraph of Article 36 of the Planning Act no. 123/2010, as a minor amendment to the master plan.“</DIV&gt;<DIV&gt;&nbsp;</DIV&gt;</DIV&gt;

    • 0912139 – Reykjanesbraut, junction with Straumsvík

      Consideration of Arki's proposal for the detailed plan of the junction, dated 04.04.2011.

      The Planning and Building Committee postpones the matter due to a change to the master plan.;

    • 11023109 – Dragon Fields 9, change to the local plan

      Proposals for amendments to the Valli 3rd Phase local plan for the site of Hraunvallar School, Drekavellir 9, are reconsidered. It is proposed that a building plot for mobile nursery classrooms be created on the site. New proposals for the location from the Planning and Building Department, along with a cost estimate from the Operations Department, were presented. The chairman and the director of the department reported on a meeting with representatives of Hraunvallar School, the nursery school, the parents' association and other stakeholders, which was held on 04.04.11.

    • 11032699 – Trönuhraun 10, enquiry

      On 25 March 2011, Netis ehf submitted an enquiry, requesting permission to convert the upper floor, which totals 411 square metres, into 6-8 small flats for rent to tourists and others. The proposal concerns the operation of hotel flats. A short distance away, Hotel Hafnarfjörður, at 72 Reykjavík Road, is already in operation. The application was considered at a meeting of the Director of Planning and Building on 30 March 2011, which referred it to the Planning and Building Committee.

      The Planning and Building Committee refers to the fact that there is no consent from the neighbours in the building for the enquiry. It is also noted that a framework plan for the area is currently being prepared and, until that work is complete, it is not possible to give a positive response to the enquiry.</DIV&gt;</DIV&gt;

    • 11032799 – Holes 1-6 overview

      A report from the Planning and Building Department was presented on the development of the areas and the construction progress of the buildings.

    • 0801363 – Reykjavíkurvegur, activity area, framework plan

      A new framework plan for the event area at Reykjavikurveg is to be considered.

      <DIV&gt;<DIV&gt;<DIV&gt;<P&gt;The designer has been tasked with finalising the framework plan in accordance with the discussions at the meeting, where emphasis was placed, among other things, on creating good connections for pedestrians and cyclists both within the area and, not least, to Bæjarhraunið.The strategic direction set out in the framework plan must be consistent with the policy that heavy industry is designated for the industrial estate at Hellnahraun. This entails that, in the future, greater emphasis will be placed on promoting light industry and activities related to retail and services in the area around Reykjavikurveg. Furthermore, it must be specifically considered where flats may be permitted in the neighbourhood.<?xml:namespace prefix = o ns = „urn:schemas-microsoft-com:office:office“ /&gt;<o:p&gt;</o:p&gt;</SPAN&gt;</P&gt;</DIV&gt;</DIV&gt;</DIV&gt;

      The layout of the square was discussed.

    • 1101002 – Cycle paths, working group on planning

      The Director reports on safety issues on walking and cycling paths.

    • 0702005 – Master Plan of Hafnarfjörður, power lines and substations.

      The Director reports on a meeting with Landsnet on 28.03.11.

    • SB060858 – Fields, Phase 7, detailed planning work.

      Discussion of the working group's proposal for the review of the structure.

      The chairman of the council gave an oral report on the work of the group.;

    • 0901068 – Hamranes outline plan.

      Discussion of the framework plan for the Hamranes area and the phasing of development between the Hamranes area and the Ásland/Vatnshlíðar area.

      <DIV&gt;<DIV&gt;<P&gt;The Planning and Building Council considers it appropriate to review the development plans for the Hamranes and Ásland areas as set out in the framework plan. Instead of spreading out the settlement in Hamranes, the emphasis will be on completing the development of Vellir 7, with Ásland 4, 5 and 6 to be completed next before sensitive land is developed for housing in Hamranes. SBH therefore considers it appropriate that work begins to review the development of school catchment areas in light of this.<?xml:namespace prefix = o ns = „urn:schemas-microsoft-com:office:office“ /&gt;<o:p&gt;</o:p&gt;</SPAN&gt;</P&gt;</DIV&gt;</DIV&gt;

      To discuss the master plan for the Ásland area and the phased development of the Hamranes and Ásland/Vatnshlíð areas.

      A framework plan for the hinterland of Hafnarfjörður was discussed.

    • 1103417 – Uppland, Hafnarfjörður, employment initiative

      A discussion was held on the idea of drawing up proposals for minor projects that could be undertaken as part of the council's summer work programme.

    • SB040347 – Environment Committee/Agenda 21

      The minutes of the Environment Committee/Local Agenda 21 from 01.04.11 and 06.04.11 were presented.

    • 10103513 – Agenda 21 for Local Authorities, revision

      Review of the local Agenda 21. The Environment Committee/Local Agenda 21 referred the matter to the Planning and Building Committee for its consideration.
