0807220 – Suðurgata - Hamarsbraut, detailed plan
The Planning and Building Department outlines the comments of the Planning Authority on the plan's statement and the Planning and Building Department's response to them. A letter from the Planning and Building Department to residents of Hellubraut was presented.
The Planning and Building Council, with three votes in favour from representatives of the Left-Green and Social Democratic parties, approves the Planning and Building Department's response to the Planning Authority, dated 16 February 2011.The representatives of the Independence Party submit the following minutes:It is proposed that the detailed plan for Suðurgata-Hamarbraut be withdrawn from the Planning Authority. Substantial changes to the published plan concerning Hellubraut were not presented to the landowners concerned. There was also a significant change to the plan between the SBH meetings on 18 January and 1 February, which was not specifically presented to the council. It is claimed that this is a minor amendment to the published plan, but in reality, it is a significant change to the section concerning Hellubraut. The council was in agreement that the 1981 plan should be approached; the plan currently under consideration by the Planning Authority is a far cry from that one. Furthermore, a proposal is being made to extend the plot at Hellulabraut 9 at the expense of plot no. 7, which is a pure acquisition of private property and could therefore be a breach of the constitution, as well as potentially making the City of Hafnarfjörður liable for damages.
The majority representatives submit the following statement:
This plan was unanimously approved by the town council at its meeting on 9 February 2011, and the Planning Authority has given its positive opinion on the procedure and handling of the matter, see letter dated. 2 February last. It is incorrect to suggest that the changes made between the meetings on 18 January and 1 February were not presented to the council; they were in line with the discussions at the council meeting on 18 January and should not have come as a surprise to the representatives who attended that meeting. Furthermore, it is the view of both the representatives of the Social Democratic Alliance and the Left-wing Greens, as well as the staff of the Planning and Building Department and the Planning Authority, that this was not a significant change, but that the minor change made between meetings regarding the street design and layout was to the benefit of all residents in the area and was in line with the discussions that took place. The 1981 plan forms part of the basis for the area's master plan, but adjustments to the plot boundaries had to be made to accommodate the access for residents at Hellubraut 3, 5, 7 and 9. This detailed plan concerns the interests of a large number of residents in a wide area, including those on Suðurgata and Strandgata, where it is essential to improve access and road safety.

1103135 – Natural History Museum, item 283 for consultation
The Parliamentary Education Committee has sent for consultation a motion for a parliamentary resolution on the development of the National Museum of Iceland in Selfoss, item 283. Comments are requested by 28 March. A report from the Environment Committee/Local Agenda 21 is submitted.
The Planning and Building Committee endorses the opinion of the Environmental Representative, adding that the location of the nearby storage space or premises of the Natural History Museum COLOR: black; FONT-SIZE: 8pt“>of the environmental officer, but wishes to add that a location closer to the Natural History Museum's storage space or premises would be more suitable, as exhibits would not have to be transported a long distance, given that the collection is extremely fragile.
The establishment of a natural history museum in the vicinity of the Natural History Institute would undoubtedly strengthen the institution's general activities.
