      The Town Councillors of the Independence Party submit the following statement:There is no justification for the proposed fee increase at the Music School, and the matter was prepared without the involvement of the Conservative Party's representatives.       The town councillors of the Social Democratic Alliance and the Left-Green Party submit the following statement:
      In the preparation of the 2011 budget, extensive consultation was held, led by the leaders of the Social Democratic Alliance, the Left-Green Movement and the Independence Party. The fee proposal for the education department in question is part of the implementation of that budget, and it is therefore remarkable that representatives of the Independence Party are distancing themselves from that work with their opposition to the proposal's adoption.

      The Town Councillors of the Independence Party submit the following statement:
      The Capacent report on the municipality's financial position shows in black and white that, based on recent years“ operations, the town would not be meeting its obligations. The report also shows that the condition for successfully getting the town's finances under control is that the 2011 to 2014 plans are met, and preferably exceeded. The Independence Party has long warned of the trend in the municipality's finances and places full responsibility for it on the coalition of the Social Democrats and the Left-Green Party. It is clear that action should have been taken sooner and the municipality's operations streamlined earlier.
      The report also clearly states that debt was significantly beyond the ability to pay as early as the boom years of 2006 and 2007, and that the town is not expected to be able to meet its debts according to the debt sustainability test in the Capacent report until 2012. Furthermore, it is stated that indebtedness will not fall below the 250% threshold until 2012. However, this is all dependent on the forecasts holding true for the coming years.
      The report shows that the extensive construction projects and debt-taking in 2008 are now coming back to haunt the municipal treasury, but it is also clear that if the sale of the council's stake in HS-Orka had not taken place, there would be an absolute financial emergency in the municipality. As the Independence Party has repeatedly and long pointed out, it is foreseeable that the council's interest costs will increase significantly in the coming years. It is therefore estimated that interest costs will increase by 383 million, solely due to loans maturing in 2011 and 2012. This is equivalent to half of the 2011 cuts in salaries and wage-related expenses. Numerous opportunities for savings have been missed in recent years and it is clear that the running of the education portfolio is up to 700 million over the 2010 budget. That is unacceptable.>A recent operational review by Haraldur Haraldsson of the management of three schools in Hafnarfjörður shows that in education, as in other areas, it is possible to improve management and make efficiencies, and it is clear that much could have been done better in recent years and that the monitoring and follow-up of plans has not been as it should be.
      The Independence Party on the town council reiterates once again the importance of getting the municipality's finances under control in order to have a chance at refinancing loans in the near future. It is crucial that the plans are met, and preferably exceeded. The Independence Party also proposes that work begin without delay to explore how the town's resources and assets can be utilised for further revenue generation, and how the debt position can be eased through the sale of assets.

      Councillors for the Social Democratic Alliance and the Left-Greens submit the following motion: The town councillors of the Social Democratic Alliance and the Left-Green Party welcome the recent Capacent review of Hafnarfjörður's financial position. It states that, despite the economic crash having increased the town council's debts by more than 50%, the City of Hafnarfjörður can pay off all its debts in around 20 years, provided that plans for refinancing are successful. This is fully in line with the opinion of the Oversight Board for Municipal Finances, which states, among other things, that the Board's assessment is that the City of Hafnarfjörður can meet its obligations in the future. provided that plans are followed and the projected efficiencies are realised over the long term. It would be more appropriate for the City Councillors of the Independence Party to take part in implementing the plan, which was drawn up with the full participation of the party's leader, than to refuse at every level to take an active part in that work.
