HS-Orka applies by letter dated. 26.10.12 regarding the extension of the works permit for boreholes in Krýsuvík for one year. The Planning and Building Officer approved the works permit on 06.10.2010 following consideration by the Planning and Building Committee, subject to the following conditions: The Planning and Building Officer approves the application subject to the following conditions: The excavated material is to be removed at HS Orka's expense. Drilling cuttings shall be collected in a collection/cutting container. HS Orka shall implement the necessary mitigation measures for noise. Furthermore, due to these impacts, consideration must be given to the choice of season when performance measurements are carried out, with regard to disruption to outdoor recreational users and tourists. It must be ensured that any potential archaeological remains are not disturbed. Consider the lighting, as this area is used for stargazing.

On 26 October 2012, Valhús ehf applied to build a 21-unit block of flats in accordance with drawings by Sigurður Þorvarðarson dated 26 October 2012.
The Planning and Building Officer approves the building plans in accordance with Article 11 of the Buildings Act no. 160/2010. A building permit will be issued once the conditions of paragraphs 1-4 of Article 13 of the Buildings Act have been fulfilled. Please note that a separate application must be submitted if you wish to rely on the older building regulations. Article 13. Issuing a building permit. Conditions for issuing a building permit are as follows: 1. The structure and its use are in accordance with the area's planning schemes.$line$2. The main and specialist drawings have been reviewed and the granting authority has signed them to confirm approval.$line$3. Building permit fees and other required charges have been paid, such as the road development fee in accordance with the provisions of the Road Development Fee Act, and the parking fee or fee for planning work in accordance with the provisions of the Planning Act, or an agreement has been made for their payment. However, this does not apply to fees that are not due for payment until the building permit is issued.$line$4. The building supervisor has signed a declaration of their responsibility and submitted to the licensing authority a signed declaration of responsibility from the tradesmen who will be responsible for individual parts of the work.
Part B: Organisational Matters

1011376 – Melabraut 27, stage of construction and use
Melabraut 27 is registered with the Building Control Authority, despite the house appearing to be fully completed and in use. Both a certificate of occupancy and a final inspection are required. On 01.12.10, the planning and building officer required the building supervisor to apply for a certificate of occupancy within three weeks, followed by a final inspection in accordance with section 53.1 of the building regulations. Fines previously imposed, but a deadline was granted on 01.05.11 as the drawings were reportedly on their way. On 18/01/12, the Planning and Building Officer required the owners to submit the aforementioned drawings within four weeks and to also apply for a certificate of habitability and a final inspection. If this was not done, the planning and building officer would impose daily fines on the building supervisor and the owner in accordance with the authority in the Building Regulations Act no. 160/2010, and would also send a report to the Building Authority regarding a reprimand for the building supervisor in accordance with the same act. A daily fine was imposed on 01.03.12 but was deferred as the building surveyor stated on 02.04.12 that he was preparing an inspection. Nothing has happened in the matter since.
The Planning and Building Officer will impose daily fines for collection from 01.12.2012, amounting to kr. Kr. 20,000 per day to the owner of Vélaverkstæði Hjalta Einars ehf and the building supervisor, Oddgeir Arnar Jónsson, and to send a notice to the Building Authority regarding a reprimand for the building supervisor if the notice is not complied with by that date.

1210536 – Garage at Hlíðarbraut 3, construction stage and use
It has come to light that a garage at the house is not registered on the property register and the mandatory inspections have not been carried out.
The planning and building officer requires the owner and building supervisor to apply for a certificate of habitability for the garage and then a final inspection.

1205163 – Shed on the plot at 8 Gardarvegur
A complaint has been received regarding the condition of a shed on the site and a fence by a footpath. Also, the soil and a kerb are coming loose at the driveway.
The Planning and Building Officer requires the owner of the shed to rectify the condition of the shed and the fence. The installation of the kerbing is referred to the Environment and Operations Department.

A progress inspection/final inspection was not carried out in accordance with paragraph 1 of Article 36 of the then-current Building Regulations No. 441/1998: „An inspection shall be carried out on the completed part of the work and shall be signed by the outgoing and incoming building supervisors, if possible, together with the building officer.
The Planning and Building Officer has ruled that the change of building surveyor was not legally completed, and therefore Ágúst Pétursson is still considered the building surveyor and responsible for the construction works in accordance with the Planning and Building Act No. 73/1997. This matter may be referred to the review of the Building Inspectorate, in accordance with Article 18 of the Act on Civil Engineering Structures, No. 160/2010.

1011361 – Einivellir 7, final inspection
A final inspection was carried out on 08.12.10 but was not completed as comments were made. The building surveyor resigned from the project on 08.12.10. On 14.03.12, the planning and building officer required the owners to appoint a new building surveyor within 4 weeks, who will request a re-inspection. If the request was not complied with, the planning and building officer would invoke the provisions of the Buildings Act No. 160/2010 to compel remedial action. The request was not complied with. On 12 July 2012, the Planning and Building Officer reiterated his instruction to the owners of the house to appoint a building supervisor to apply for a final inspection. If the request is not complied with by 1 September 2012, the Planning and Building Officer will impose a daily fine on the owners.
The Planning and Building Officer imposes a daily fine of kr. 20,000 on the homeowners' association at Einivellir 7 on behalf of the owners, from 01.12.12, in accordance with section 56 of the Act on Buildings No. 160/2010, if the request is not complied with by that date.

1203232 – Erluás 2, construction stage and inspections
Erluás 2 is still largely registered at construction phase 4 and valuation phase 8, although it has long been put into use and occupied. A final inspection has not been carried out. The Planning and Building Officer called for a final inspection on 25 April 2012, but the request was not acted upon.
The Planning and Building Officer reiterates his instructions and will impose daily fines on the owners and the building supervisor if an application for a final inspection is not submitted within 4 weeks.
