11023037 – Regional Plan for the Capital Region 2001-2024, Holtsgöng
To consider the submission of the Regional Planning Committee of the Capital Area, dated. 27.10.12, which submits an amended proposal for the Regional Plan for the Capital Area, Holtsgöng, changes to the road layout and changes to the building density in Settlement Area 5, received comments and the opinion of the expert panel for processing by the municipal councils in accordance with 2nd paragraph of Article 25 of the Planning Act.
With reference to the previous joint opinion and the opinion of the professional council of the Joint Committee on Regional Planning, SBH sees no reason to make comments on the City of Reykjavík's proposal for changes to the regional plan for the capital area concerning, on the one hand, changes to the building volume on the svSection 5, and on the other hand, the cancellation of the proposed Holtsgöngin. The traffic calculations (VSÓ) clearly show that the changes will not have a significant impact on traffic and are therefore not in conflict with the objectives of the regional plan. Furthermore, it has not been demonstrated that the Holtsgöngin would alleviate traffic through the capital city except in a very limited way, and SBH therefore has no objections to the tunnel being removed from the master plan. However, it should be noted that the master plan and detailed plans must provide for compensatory measures regarding the increased building volume in the area, which will inevitably lead to increased traffic (motorists, pedestrians, cyclists). The Planning and Building Committee approves the proposals with three votes in favour, while the representatives of the Independence Party abstain. The majority of the Planning and Building Committee makes the following recommendation to the Hafnarfjörður Town Council: “The Hafnarfjörður Town Council approves the attached amendment proposals to the Regional Plan for the Capital Area concerning the removal of the Holtsgöngan and an increase in the building volume on plot 5.“
