• 1209499 – Municipal language policy, question

  A query was submitted to the Ministry of the Interior on 21 September 2012 regarding the formulation of a language policy in accordance with Article 130 of the Municipal Government Act No. 138/2011.

  The Town Council instructs the Town Manager to respond to the matter.

• 0703293 – National grid, high-voltage lines, alteration

  Draft addendum to the existing agreement between the City of Hafnarfjörður and Landsnet of 25 August 2009 was presented. The matter relates to case no. 0702055: Master Plan of Hafnarfjörður – power lines and substation.

  The Town Council makes the following proposal to the Town Board:$line$$line$“Hafnarfjörður Town Council approves the proposed addendum to the agreement between Landsnet Ltd. and the Municipality of Hafnarfjörður on the electricity transmission system, dated 25 August 2009.“$line$$line$The representatives of the Independence Party on the Town Council will state their position on the matter in the Town Council.

• 1201546 – Vacant plots and prices in 2012

  A proposal was put forward to advertise vacant plots of land.

  The town council instructs the mayor to advertise for bids for vacant plots in established neighbourhoods.

• 1210001 – Councils and committees, procedures and working practices

  Taken for consideration. A minutes from the Family Council of 3 October was tabled.

  The town council instructs the presidential commission to review the rules.

• 1209363 – Independence Party, question in the town council on 20 September, pay and conditions

  Answers to the submitted question were presented. The Personnel Manager attended the meeting and went over the answers.

• 1202073 – Strategic planning of the Culture and Tourism Committee in tourism.

  Draft of the town council's report presented.

  The Town Council agrees with the view expressed in the draft of the new policy that matters concerning the tourism industry should be addressed in close and active consultation with the town's tourism businesses, and that the role of the local authority should primarily be to ensure that they have good working conditions and to build the necessary infrastructure so that the sector can develop in a natural and sustainable way. $line$$line$With regard to the format and presentation of the strategy, it is important that it supports its implementation effectively, thereby increasing the likelihood that the individual policy objectives will be realised. In the current draft, this aspect could be further sharpened, for example, by specifying individual tasks/steps under each thematic section (or as a standalone section), define their objectives, what their implementation will entail, the person responsible, partners, the timeframe, estimated cost and how the success of each individual project will be measured (key performance indicators).

  Draft terms of reference to be reconsidered. Appointments to the working group.

  Presented for information: published Opinion No. 1/2012 of the Competition Authority, „Competition considerations should be taken into account in the leasing and sale of public sector property“.“

• 1210055 – Aviation accident exercise at Reykjavik Airport

  A communication from Isavia dated 1 October 2012 was presented, announcing that an aviation accident exercise will be held at Reykjavik Airport on 6 October.

• 1210056 – Tariff rates 2012

  A proposal was put forward to amend the fee schedule for after-school clubs.

  It has become apparent that it was not possible to implement the municipal council's resolution of 19 December 2011 regarding the fee schedule for the after-school clubs for the year 2012. During the first half of 2012, the fee schedule that was in effect in late 2011 was used. In light of this, the town council refers the following proposal to the town board: “The town board of Hafnarfjörður resolves that the fee schedule for the after-school clubs for the year 2012 shall be the fee schedule in effect for the year 2011.“ $line$

Applications

• 1209232 – 15 Gardarvegur, application for a plot extension

  Application from Sævar Þór Guðmundsson, dated 13 September 2012, was submitted requesting a plot extension. At a meeting on 20 September, the Planning and Building Officer referred the matter to the town council.

  The Town Board refers the following proposal to the Town Council:$line$$line$“The Hafnarfjörður Town Council approves the allocation of a plot extension to Sævar Þór Guðmundsson in accordance with the available documentation and the further conditions of the Planning and Building Officer.“

• 1208453 – Helluhraun 16-18, enquiry

  Application from Eikar Fasteignafélag hf, dated. 12 September 2012, regarding the expansion of plots 16 and 18 at Helluhraun. The matter was discussed at the meeting of the Planning and Building Committee on 18 September, which gave the proposal a favourable reception. $line$Lay out the report of the planning and building authority.

  The Town Council approves the application and instructs the Planning and Building Officer to implement it in more detail.

Grants

• 1201181 – Council Committee Grants 2012

  The application deadline for the second allocation expired on 1 October. A record was kept of the number of applications. The allocation must be completed by 1 December.

  The minutes of the meeting of the Board of the Ski Areas of the Capital Region, dated 17 September 2012, were presented.Attention is drawn to the minutes of agenda items 1 and 3. A report on the operation and administration of ski areas, referred to in item 1, was presented.
