    • SB040377 – Minutes of the Planning and Building Officer

      Minutes of the planning and building officer's disposal meetings of 05.09.12 and 12.09.12 were presented. Item A was disposed of by the building officer in accordance with the Building Regulations Act no. 160/2010.

    • 1208453 – Helluhraun 16-18, enquiry

      Architect Gestur Ólafsson submits an enquiry on behalf of the Eikar property company, dated 21 August 2012, regarding a proposal for the layout of the plot at Helluhraun 16-18, together with a explanatory note and drawings dated 16 August 2012. A report from the Department of Environment and Operations is available. The matter was considered at a meeting of the Planning and Building Officer on 05.09.2012, who referred it to the Planning and Building Committee.

      The Planning and Building Committee welcomes the enquiry regarding a change to the detailed plan, but points out that the enquiry concerns a plot extension, for which a separate application must be submitted, and that traffic flow also needs to be carefully considered.

    • 1205148 – 34 Hverfisgata, query regarding an extension

      Ásmundur Þórðarson of 34 Hverfisgata submits a new enquiry to extend the house in accordance with the attached drawing, dated 10.09.2012. The application was considered at the processing meeting of the Planning and Building Officer on 12 September 2012, who referred it to the Planning and Building Committee.

      The Planning and Building Council instructs the Planning and Building Department to discuss the matter with the designer in accordance with the discussions at the meeting.

    • 1209136 – Middle Avenue 41. Question

      On 10.09.2012, Jón I Garðarsson ehf submitted an enquiry regarding a change of use from commercial premises to residential premises. The Planning and Building Committee has previously rejected the application. New information has been submitted. See also the attached documents. The application was considered at the disposal meeting of the planning and building officer on 12 September 2012, who referred it to the Planning and Building Committee.

      The Planning and Building Committee endorses previous minutes regarding the matter. The conversion of service space into flats is therefore not in accordance with the recently revised detailed plan for the North Quarter, which will come into effect in the coming weeks.

    • 0707107 – 18 Suðurgata, detailed plan

      A ruling from the Planning and Building Appeals Board, dated 13 September 2012, is presented, in which the detailed plan is annulled.

      The Director of the Stage presented the decision of the adjudication panel.

    • 1202073 – Strategic planning of the Culture and Tourism Committee in tourism.

      The above-mentioned strategy was presented, along with a letter from the cultural and tourism officer on behalf of the committee, requesting a review of the strategy. The Cultural and Tourism Committee requests reviews from committees and boards as soon as possible. The Town Council instructed the Mayor to prepare a draft response by 1 October.

    • 1202338 – Bæjarhraun, cycle path

      To consider the construction of a footpath and cycle path between Fjarðarhraun and Bæjarhraun from FH Square to Engidal.

      The Planning and Building Council instructs the Planning and Building Department to prepare a proposal for a detailed plan for the path, in collaboration with the Environment and Operations Department.

    • 1209059 – Nature Conservation Act, comprehensive bill

      A letter from the Ministry of the Environment and Natural Resources, dated 03.09.12, is submitted, together with a draft of a comprehensive Nature Conservation Bill. Comments are requested by 25.09.12 at the latest.

      The Planning and Building Committee endorses the report of the Planning and Building Department, as amended, and makes it its own.

    • 1208483 – Tjarnarvellir 13, development of a plot

      A proposal from Helgi Vilhjálmsson is presented to amend the local plan to permit the construction of a multi-storey building with commercial premises on the ground floor and small flats or hotel apartments on the upper floors.

      The Planning and Building Committee is in favour of the enquirer preparing a change to the local plan in accordance with Proposal B of the enquiry.

    • 1209164 – Sörli Riding Club's Event Area, Alteration

      The Town Council requests that the Planning and Building Committee review the planning and building conditions, along with the fee schedule, for the stables plots. At its last meeting, the Planning and Building Committee requested that the Planning and Building Department review the layout of the equestrian area and propose amendments for this meeting.

      The Planning and Building Committee instructs the Planning and Building Department to discuss the proposal with the Sörli Riding Club.

    • 1201057 – Construction stage, valuation stage and property registration.

      The Department of Planning and Construction reports on the situation.

    • National planning policy

      The following reports were submitted: Environmental Report for the draft National Plan, for presentation on 20 August 2012, and a Report on the consultation meeting of 17 August 2012.

    • Regulations on street trading and open-air markets

      A proposal for regulations on street trading and open-air markets was discussed. The Town Council referred the proposal to the Department of Planning and Building for comment. A previous report from the Director of the Department, dated 10 August 2012, was submitted. The Town Council approved the proposal in accordance with the Director's report, with the granting of licences and supervision to be handled by the Planning and Building Department.

    • 0702005 – Master Plan of Hafnarfjörður, power lines and substations.

      The status of the general plan amendment concerning the Hamranes lines and the Suðurnes line was discussed. The amendment was based on an agreement between Hafnarfjörður and Landsnet from 2008. The amendment to the master plan was approved by the town council in October 2010, but the Ministry of the Environment was then asked to postpone its decision as it was unclear whether Landsnet's works would proceed as the agreement provided. The Planning and Building Committee considered on 21/06/11 that the agreements with Landsnet, including regarding line locations, needed to be reviewed comprehensively before a decision could be made on Landsnet's request for further works. The Director of the Department reports on discussions held on 18 June 2012 with representatives of Landsnet. Revised draft minutes of the agreement were presented, which were then presented to the representatives of Landsnet, along with the response from the CEO of Landsnet, comprising an email dated 20 June 2012 and a memorandum dated 19 June 2012. A letter from Íris Bjargmundsdóttir of the Ministry of the Environment, dated 08.08.12, was presented, requesting that the Municipality of Hafnarfjörður make a final decision on whether to confirm the plan or withdraw it.

      A report was given on the status of negotiations with Landsnet.

    • 1006284 – Master Plan of Hafnarfjörður: comprehensive revision.

      The Director of the Department presents an update on the status and next steps of the matter. A report by Alta Consulting on population and employment development, a plan by VSÓ Consulting for the update of the traffic model, and minutes from the working group's meetings are presented. A public information meeting on the master plan work will be discussed.

      The Planning and Building Committee instructs the Director of the Department to enter into a contract with VSÓ in accordance with the proposal on the table, provided it is within the department's budget. It is agreed to hold a public information meeting in October.
