  The mayor reported on discussions regarding the lease and operating agreements for the institutions owned by Nýsi hf.

  The Town Council resolves to authorise the Mayor to enter into negotiations for the takeover of the operating contracts, in accordance with the discussions at the meeting, and to secure a right of first refusal on the assets.;

  The Town Council instructs the Town Manager and the Director of the Planning and Building Department to work on a resolution to the matter.;

• 0812138 – SPH-Byr, reserve fund

  The mayor reported on the resolutions concerning the SPH reserve fund and his handling of the merger of SPH with other institutions.

  The Town Council instructs the Mayor to continue working on the matter in accordance with the discussions at the meeting.;

  The Town Board resolves to propose to the Town Council: LINE-HEIGHT: 115%“>The Hafnarfjörður Town Council approves the following proposal, subject to the approval of new collective agreements with nursery school staff:

  “Regarding staff in nurseries who are required to eat with the pupils at lunchtime and who were paid 30 minutes“ overtime per day during the period from 1. January 2008 to 30 November 2008, they have not opted for shorter working hours in return, in accordance with item 3 of the municipal council's resolution of 27 November 2007.

  The Town Council agrees that upon the entry into force of a new collective agreement with the relevant trade unions, it shall be guaranteed that the fixed amount of the wages of the aforementioned employees, taking into account their job share, shall be based on 30 November 2008, and that the monetary value of the wages of the aforementioned employees, taking into account their working hours, as of 30 November 2008, shall not decrease during the period from 1 December 2008 to 31 August 2009.The reference to the fixed amount of pay refers to the basic rate of pay plus 10 hours“ meal time overtime; other incidental overtime is not covered by this agreement. Should there be a reduction in the monetary amount, it will be compensated by two lump-sum payments on 1 April 2009 for the period from 1 December 2008 to 31 March 2009, and on 31 August 2009 for the period from 1 April to 31 August 2009.“

• 0812129 – Hafnarfjörður Entrepreneurship Centre

  A memorandum from the Service and Development Manager, dated 12 December 2008, was presented, proposing the establishment of an entrepreneurs' centre in Hafnarfjörður with the involvement of various stakeholders. The Service and Development Manager attended the meeting.

• 0812160 – Expansion of the Straumsvík aluminium smelter, petition

  Petitions were submitted calling on the town council to hold a referendum on the expansion of the aluminium smelter.

  The Town Council instructs the Town Solicitor to review the submitted petition.;

• 0810239 – Budget of the Municipality of Hafnarfjörður for 2009 and three-year plan for 2010-2012

  Lögð fram drög að fjárhagsáætlun ársins 2009 og þriggja ára áætlun 2010-2012. Fjármálastjóri mætti til fundarins og gerði gein fyrir áætluninni.%0DEinnig gerð grein fyrir afgreiðslu einstakra ráða á áætluninni.%0DÁ fundinum verða lagðar fram fundargerðir samráðshóps bæjarráðs frá 8. okt. sjá sérstakan dagskrárlið í lok fundargerðar.

  The Town Council agrees to refer the 2009 budget and the three-year plan for 2010-2012 to a first reading in the Town Council.;

• 0812127 – Submission of the 2009 budget

  A letter from the Ministry of Transport, dated 10 December 2008, was presented, drawing attention to the deadlines for the processing of local authority budgets and the measures that must be taken if an application for an extension beyond the year-end is to be made.

  The Town Council agrees to request an extension of time for the processing of the 2009 budget until 7 January 2009.;

• 0803130 – Supervisory Board for the Financial Affairs of Sports and Youth Organisations

  Lagt fram minnisblað eftirlitsnefndar varðandi mál nr. 0811034, Fimleikafélagið Björk og mál nr. 0810132, Knattspyrnufélagið Haukar.%0DEinnig lagt fram erindi Knattspyrnudeildar FH dags. 15. desember 2008 þar sem óskað er eftir breytingu á samingi um tíma í Risanum.

  The Town Council approves the proposals set out in the supervisory committee's memorandum. Furthermore, the town council agrees to refer the request from the FH Football Department to the supervisory committee.;
