The outcome of the presidential committee's review of the rules concerning the delegation of authority from the town council and the terms of reference for committees and boards was presented. The town council had tasked the committee with reviewing the rules at its meeting on 4 October. A memorandum from the Legal and Welfare Department of the Association of Icelandic Local Authorities was also presented on the matter. A legal counsel for public administration attended the meeting and went over the matter.

Budget of the municipal fund and its enterprises 2012, Annex IV
Annex IV to the 2012 budget was presented. The Financial Director attended the meeting and presented the annex.
The Town Council refers the following proposal to the Municipal Council: “The Municipal Council of Hafnarfjörður approves the attached Annex IV to the 2012 budget of the Municipality of Hafnarfjörður.“

A communication from the Frederiksberg Town Council, dated 8 November 2012, is presented, announcing that Frederiksberg will, as usual, send a Christmas tree to the town of Hafnarfjörður. The residents are also wished a Merry Christmas and a prosperous New Year.
The town council thanks for the gift and instructs the mayor to reply to the letter and convey its congratulations to Frederiksberg.
