The Town Council thanks the Waterworks Manager for the presentation and instructs the Mayor to enter into discussions with Grindavíkurbær regarding the planning in Fagradal for water abstraction.The Town Council also endorses the resolution of the Planning and Building Committee, and adopts the recommendations of the Health Authority for the Hafnarfjörður and Kópavogur area.

An update was given on the status of the matter. An email from the Association of Icelandic Municipalities, dated 10 December 2012, regarding the matter was presented. Drafts of a contract were presented. $line$The project manager attended the meeting and went over the draft agreement.
The Town Council approves the draft agreement and authorises the Mayor to sign the contract. Representatives of the Independence Party wish to record:It is not yet clear what jobs are planned for the employment initiative, and it is important that the final cost is established as soon as possible and remains within the budget. The representatives of the Independence Party expect that the planned projects in Hafnarfjörður will deliver clear benefits to the municipality and contribute to increased and sustainable employment for jobseekers.“

1212080 – Future use of St. Joseph's Hospital - proposal from the town council
A proposal was put forward, which the Hafnarfjörður Town Council approved at its meeting on 5 December 2012, to refer the matter to the Town Board for consideration. The mayor informed that discussions regarding this matter are already under way.
The Town Council instructs the Mayor to follow up on the matter with the Minister for Social Affairs at the planned meeting with him regarding this and other issues concerning the town's affairs. The representatives of the Independence Party wish to record:“The Independence Party representatives on the town council express their satisfaction with the reception of the Independence Party's proposal from the town council and that matters concerning the future use of St. Joseph's Hospital have now been put on a firm track.“

A proposal was put forward, which the town council approved at its meeting on 5 December 2012, to be taken forward by the town board.
The Town Council refers the proposals to abolish the Sports and Leisure Committee to the Family Council, the Sports and Leisure Committee, ÍBH and the Youth Council.$line$$line$Bay Council representatives of the Social Democratic Alliance and the Left-Green Party refer to the professional work contained in an assessment from June 2011 regarding administrative governance and the arrangements for planning, constructionand implementation matters, and therefore sees no reason for changes to these areas. A proposal was put forward, which the Hafnarfjörður Town Council agreed to refer to the Town Board for consideration at its meeting on 5 December 2012.
The Town Council instructs the Education Committee and the Education Service, in consultation with school headteachers, to explore ways to increase efficiency in school cleaning.

1211350 – Merger of municipalities in the capital region
A proposal from the Kópavogur Town Council, dated 7 November 2012, is presented, requesting a meeting with the mayors of Hafnarfjörður and Garðabær regarding the merger of these municipalities.
Councillors from the Social Democratic Alliance and the Left-Green Movement do not see a basis for entering into such talks, as the town of Garðabær has already rejected them at a meeting of the Garðabær town council on 6 December. However, they emphasise that work should continue to strengthen the capital region in numerous areas within the Association of Capital Region Municipalities. The Town Council representatives of the Independence Party wish to record:“The Town Councillors of the Independence Party regret that this approach for talks was rejected without further consideration by the group of municipal representatives.“

1212101 – Capital Region Ski Area, Operation and Partnership Agreement
A proposal from SSH, sent by email on 10 December 2012, regarding the operation of the ski areas in 2013, the formulation of an ownership policy and a new partnership agreement.
The town council approves the proposed assumptions for the 2013 financial year and SSH's proposal for the cost-sharing. Hafnarfjörður's contribution is within the approved budget.
