1605488 – Resolution against human trafficking
To reconsider the question to the administration which was submitted at the meeting of the Environment and Executive Committee on 10 October;
„The Environment and Operations Committee requests information on how the administration has acted in accordance with the municipal council's resolution of 25 May 2016, which calls for special attention to be paid to the risk of human trafficking. A response from the administration was received on 22 October 2018.At its meeting on 10 October 2018, the Environment and Operations Committee requested information on how the administration has acted in accordance with the municipal council's resolution of 25 May 2016, which calls for special attention to be paid to the risk of human trafficking.“
The Hafnarfjörður Town Council adopted the following resolution on 25 May 2016:
1. 1605488 – Resolution against human trafficking
The Hafnarfjörður Town Council agrees that the municipality will pay special attention to the threat of human trafficking. All procedures within the council will be reviewed with the aim of protecting those who are vulnerable to human trafficking. All procurement processes and tender specifications will be reviewed with this in mind. Furthermore, the City of Hafnarfjörður will ensure that staff and municipal inspectors receive training on how to identify human trafficking.According to a response from the Director of the Administration Department, the following text has been included in all tenders and contracts issued by the municipality where applicable:
„The bidder will ensure that all employees involved in the work, whether as employees of the bidder or subcontractors, receive wages and working conditions in accordance with the applicable collective bargaining agreements at all times, and that their working conditions comply with legislation on occupational health and safety. At any time during the contract period, the bidder shall be able to demonstrate to the client that all rights and obligations in respect of these employees have been fulfilled. The bidder agrees that if it fails to provide documentation or demonstrate to the Contract Supervisor that its contractual obligations are being met within 5 days of a request to do so by the Employer, the Employer may terminate the Contract without further notice or decide to apply daily penalties amounting to 0,1% of the contract sum for each day that the requested information is missing. The application of these remedies shall not affect the validity of the contractor's insurance bond.“
The Environment and Operations Committee welcomes the responses received and emphasises that work will continue to ensure the rights of workers and to prevent potential abuse of the labour force.

The Environment and Operations Committee requests a report from the Education and Leisure Services on the timing of the forthcoming refurbishment of the swimming pool floor at Ásvallalaug, which is expected to take at least four months, in order to minimise disruption to school and sports activities.

1811133 – Geographical information data for municipalities
A request was received on 7 November 2019 from the National Land Registry of Iceland, requesting the municipality's geographical data. 5,048 land parcels are registered in the land registry within the municipality of Hafnarfjörður, of which 1,009 are delineated in the land parcel register of the National Land Survey of Iceland, which is approximately 20% of all land parcels. It is the hope of the National Land Registry that by receiving data from the municipality, this proportion will increase significantly.
The Environment and Operations Committee instructs the Environment and Planning Service to respond to the matter.
