0701270 – Elderly people, affairs
The Director and Kolbrún Oddbergsdóttir from the Family Service presented an update on the situation in the sector and how the recommendations from the Family Council's working group on ageing, dated 10 June, have been followed up.
Representatives of the Independence Party thank the Director's detailed and good answers, but express great disappointment with the working methods and waffle of the Chairman of the Council in the run-up to getting the matter onto the agenda. In this context, the representatives of the Independence Party categorically reject the chairman's interpretation that a question of this nature should be submitted at a meeting, as well as the notion that the question in question requires a report to be prepared by staff of Hafnarfjörður municipality. Representatives of the Social Democrats and the Left-Green Party thank Kolbrún Oddbergsdóttir, Head of Family Services, for a detailed overview of the work that has been carried out following the report of the working group on comprehensive elderly care services, which was recently presented to the council. The representatives of the Social Democratic Alliance and the Left-Green Party, however, express their disappointment with the conduct of the Independence Party's representatives on the council and the disrespect reflected in their demands that staff answer their questions without being given a reasonable time to prepare. The request from the relevant representative for a report on the status of the projects being worked on in connection with services for the elderly was received by the Head of Department and Chair of the Council on 13 September. A positive response to that request was sent the same day, with the usual caveat that if a written report was requested, it would be at the discretion of the relevant staff whether it was possible to accommodate that request on such short notice. Despite repeated requests for an answer as to whether a written or oral report was desired, no clear response was received from the relevant representative on the board. The Chair therefore assumed that an oral report was requested, which was presented here today. The motion put forward here is therefore incomprehensible and a disgrace to no one. $line$ $line$$line$$line$

1208099 – Ásland School, leisure centre (youth centre/after-school club)
A letter from the headteacher of Ásland School, dated 15 June, regarding the operation of the leisure centre was presented. Also presented was a response letter from the Director of Education and Family Services.
Representatives of the Independence Party find it highly unusual that they had to specifically request that a communication from the headteacher of Ásland School regarding the school's all-day school/after-school club matter be brought before the council. The Independence Party representatives draw attention to the fact that the letter is addressed to the Family Council; matters concerning all-day schools as well as youth clubs fall under the remit of the Family Council, according to The Family Council's terms of reference, section 6, and the resolution of the Hafnarfjörður Municipal Council of 7 July 2011, section 6, which states? The Hafnarfjörður Town Council resolves to combine the operation of all-day schools and youth clubs into a single unit in each school, under the management of the Office of Youth Affairs and Family Services. Matters and matters of this kind should therefore, in the opinion of the representative of the Independence Party, be brought before the Family Council without fail, without a specific request being necessary. We are also surprised that the department's working report on this matter from this spring has not been presented to all stakeholders. $line$$line$The representatives of the Social Democratic Party and the Left-Green Party request the following be entered in the minutes: The minutes of the Social Democratic Party's representative are factually incorrect in all respects. The letter referred to, which the representative of the Independence Party on the Family Board requested be placed on today's Family Board agenda, was written by the headteacher of Ásland School and is not addressed to the Family Board, but two department heads, including his next superior, the Director of Educational Services. The assertion that the said head of school sent the aforementioned letter to the Family Council is therefore incorrect. The correspondence from the relevant head of education to their superior, and the response to that correspondence, was presented to the Education Committee, which, in accordance with the municipality's regulations, is responsible for education matters in the municipality. This is the response to the letter from the relevant head of education, which is being presented here at the request of the representative of the Independence Party on the council, in accordance with a unanimous decision of the town council from 7 July 2011. $line$Such working report, to which the representatives of the Independence Party refer and express their surprise that it has not been publicly distributed, was presented to the council by the acting director of youth affairs at its meeting on 13 June. with the clear proviso that they were working documents which contained, amongst other things, the results of interviews with staff at individual sites; they were therefore specifically marked as working documents and intended as such, not for further distribution.$line$
