    • SB040377 – Minutes of the Planning and Building Officer

      Part A of the minutes is submitted to the town council for approval.;

    • 0905018 – North Bank 1-3, car park

      A letter from residents of Northbank 1 and 3, dated 01.05.2009, requesting an increase in the number of parking spaces at the properties is considered again. Postponed at the last meeting. A report from the Executive Committee, dated 13.05.2009, was previously submitted. The Planning and Building Committee instructed the Planning and Building Department on 09/06/2009 to continue working on the matter.

      The Planning and Building Committee concur with the report of the Planning and Building Department. It is not possible to accommodate residents' requests for a change of plan, as the site conditions do not permit an increase in above-ground parking spaces. The application to amend the plan for 1 and 3 Norðurbakki is therefore denied. Almar Grímsson did not take part in the handling of the matter.;

    • 0905031 – Gunnarssund 9, zoning plan amendment

      Arkur ehf is submitting a proposal for an amendment to the detailed plan for the town centre for the plot, according to the drawing by Jon Nordsteien dated 06.05.2009. The proposal has been subject to a local consultation in accordance with the 2nd paragraph of Article 26 of the Planning and Building Act no. 73/1997. Comments were received.

      The Planning and Building Committee postpones the matter.;

    • 0903243 – Herjólfsgata 8, amendment to the detailed plan

      Ásrún Matthíasdóttir submits a request on 26 March 2009 for a change to the detailed plan in accordance with the pending application for a building permit. The Planning and Building Officer, on 6 May 2009, approved in principle that the proposal be subject to local notification in accordance with 2nd paragraph of Article 26 of the Planning and Building Act and also refers the matter to the planning authorities of Garðabær, as this concerns an amendment to the detailed plan for Hleinar to Langeyrarmólar. The Planning Committee of Garðabær approved the change at its meeting on 27 May 2009 and that it be subject to a local consultation. The local consultation has concluded, and no objections were received.

      The Planning and Building Committee approves the application and resolves that the matter shall be concluded in accordance with Section 26 of the Planning and Building Act No. 73/1997.;

    • 0712167 – Fornubúðir 12, lease agreement, request for renewal

      The residents' association of Fornubúðum 12, in a letter dated 08.05.2009, requests an extension of the 25-year lease agreement, which expires on 01.11.2009.

      As the overall layout of the area is under review, the Planning and Building Committee considers it appropriate to review all lease agreements in the area at the same time, and agrees, for its part, to extend the agreement until 1 January 2015.

  • 0812022 – Southwest Lines, electricity transmission system

    Two administrative appeals have been received by the Ministry of the Environment concerning the decision of the Planning Office of 29 March regarding the 'Southwest Lines' project, that the project should not be assessed together with other related projects. A deadline of 15 June has been set for the submission of comments. On 9 June 2009, the Planning and Building Council instructed the Planning and Building Directorate to examine whether any of the appeals relate to the City of Hafnarfjörður.

    The Planning and Building Council sees no reason to respond to the request, as it relates solely to a decision of the Planning Authority.;

  • 0906057 – Nature Conservation Plan 2009-2013, motion for a parliamentary resolution

    The Parliamentary Environment Committee is sending for consultation a motion for a parliamentary resolution on the 2009-2013 nature conservation plan. The committee requests responses by 19 June 2009. On 9 June 2009, the Planning and Building Council referred the matter to the Environment Committee/Local Agenda 21 for comment.

    Trausti Baldursson leaves the meeting and does not take part in the handling of this item.
    The Planning and Building Committee endorses the opinion of the Environment Committee/Local Agenda 21 and has no objections to the application.

  • 0902154 – Lyngbarð 5 and 7, Móabarð 29, plot boundaries

    Valgerður Kristjánsdóttir, Lyngbarði 5 gerir f.h. íbúa að Lyngbarði 5 og 7 athugasemd við að eigandi Móabarðs 29 hafi tekið sér hluta af lóðum þeirra og girt af. Mælingamaður Hafnarfjarðarbæjar hefur mælt lóðamörkin. Vísbendingar eru um fyrirhugaðar framkvæmdir á lóð Lyngbarðs 5. Skipulags- og byggingarfulltrúi gerði 11.02.2009 eiganda Móabarðs 29 skylt að færa girðinguna á réttan stað í samræmi við mælingu mælingamanns Hafnarfjarðarbæjar. Yrði ekki úr bætt innan 4 vikna mun skipulags- og byggingarfulltrúi vísa málinu til skipulags- og byggingarráðs með tillögu um dagssektir í samræmi við gr. 210.1 í byggingarreglugerð. Lagt fram bréf Önnu Rósu Traustadóttur og Gylfa Sigurðssonar eigenda Móabarðs 29 dags. 15.03.2009 ásamt lóðarleigusamningum fyrir umrædd hús. Skipulags- og byggingarráð óskaði 07.04.2009 eftir upplýsingum frá eigendum Lyngbarðs 5 og 7 um hvaða framkvæmdir eru fyrirhugaðar á lóðunum, og hvernig þau hyggist ganga frá lóðarmörkum. Vísað er til kafla 3 í byggingarreglugerð. Lagt fram bréf Valgerðar Kristjánsdóttur Móabarði 5 og Brynju Baldursdóttur Móabarði 7 dags. 04.05.2009 varðandi frágang á lóðamörkunum. Lagt fram ítrekunarbréf sömu aðila dags. 04.05.2009. Skipulags- og byggingarráð fól skipulags- og byggingarsviði að vinna áfram að málinu. Skipulags- og byggingarfulltrúi vísar%0D10.06.2009 eftirfarandi niðurstöðu til staðfestingar skipulags- og byggingarráðs:%0D“Lóðamörk skulu vera samkvæmt lóðasamningum svo sem sýnt er á lóðablaði útgefnu af Hafnarfjarðarbæ 05.2008. Núverandi girðing milli umræddra lóða við Lyngbarð og lóðarinnar við Móabarð skal fjarlægð, og frágangur á lóðum og lóðamörkum skal unninn samkvæmt leiðbeiningum landslagsarkitekts skipulags- og byggingarsviðs í samræmi við kafla 3 í byggingarreglugerð.“

    Borist hafa upplýsingar um ólöglega búsetu í húsinu. Einnig að húsið sé enn skráð á byggingarstigi 1 og að lögboðnar úttektir hafi ekki farið fram, þar á meðal fokheldisúttekt. Skipulags- og byggingarfulltrúi gerði 20.05.2009 eigendum skylt að veita upplýsingar um málið innan tveggja vikna. Bærust þær ekki yrði málinu vísað til skipulags- og byggingarráðs með tillögu um viðeigandi aðgerðir skv. skipulags- og byggingarlögum. Svar hefur ekki borist. Skipulags- og byggingarfulltrúi vísaði 10.06.2009 málinu til skipulags- og byggingarráðs með eftirfarandi tillögu: %0DSkipulags- og byggingarráð gerir eigendum skylt að veita upplýsingar um málið innan tveggja vikna. Berist þær ekki innan þess tíma mun skipulags- og byggingarráð gera tillögu til bæjarstjórnar um að beitt verði dagsektum skv. 57. grein skipulags- og byggingarlaga nr. 73/1997 þar til bætt verður úr.%0D

  • SB050584 – Reykjanesbraut, detailed plan

    Baldvin Einarsson and Guðmundur Guðmundsson from Efla Ltd and Þráinn Hauksson from Landslag attended the meeting and presented a proposal for the pedestrian link over the Reykjanesbraut.

    The Planning and Building Committee thanks the presenter. The Planning and Building Committee refers the proposals to the working group on traffic matters on Suðurbraut by Hvaleyrarskóli for consideration.;

  • 0810232 – Wave trace, car park

    To be taken up again.

    The Planning and Building Committee endorses the recommendation of the preparatory group on transport matters, which does not recommend that a car park be built on this site, see attached memorandum.;

  • 0804012 – Stekkjarhvammur, detailed plan

    The proposal by architect Ingimundur Sveinsson for a change to the Hvammar detailed plan, dated 27.02.2008, regarding Stekkjarhvamm, is reconsidered. A review by the Planning and Building Department, dated 13 November 2008, was previously presented. The Planning and Building Committee instructed the Planning and Building Department on 18 November 2008 to present the department's proposals for an increase in parking spaces in the area to residents. Previously submitted was a summary by the Planning and Building Department of the comments received, dated 30.01.2009. At its meeting on 10.02.2009, the Planning and Building Committee referred the matter to the Traffic Preparation Group for its consideration.

    The Planning and Building Committee endorses the decision of the Transport Working Group, which opposes the addition of parking spaces as only 3 spaces are needed to reach the target of 2 spaces per dwelling.  According to a survey by the planning and building department, there are currently 116 spaces in the area.;

    A proposal from Landslags ehf, dated 6 May 2009, for a connection between Strandstígs and Linnetsstíg was presented. Þráinn Hauksson gave a presentation on it.

  • 0906068 – East Road, traffic safety

    Taken up.

    The Planning and Building Committee endorses the handling of the preparatory group on transport matters, which refers the matter to the planned planning work on the expansion of the library.;

  • 0906157 – Strandgata 9, sun terrace, enquiry

    Enquiry about permission to temporarily install a wooden deck at 9 Strandgata.

    The Planning and Building Council refers the matter to the Planning and Building Department and the City Centre Committee for their consideration.;

  • LU060158 – Hafravellir 4

    The lease agreement stipulates that the house is to be fully completed on the exterior by 1 November 2008. No work has commenced. On 22 April 2009, the Planning and Building Officer requested information about the proposed works within two weeks. No response has been received. As the finishing of the adjacent plot is dependent on this plot being completed, and complaints have been received from the holder of that plot, the Planning and Building Officer considers it urgent that this be done as soon as possible. On 13.05.2009, the Planning and Building Officer referred the matter to the Planning and Building Committee with a proposal to make a recommendation to the Town Council that the plot be reallocated if a satisfactory response is not received from the plot holder within two weeks.

    The Planning and Building Committee refers to its minutes of 26 May and recommends to the Town Council that the plot at Hafravellir 4 be reallocated.;

    Tekin fyrir að nýju frummatsskýrsla Eflu verkfræðistofu, dags. 6. maí 2009, umsagnarfrestur til 02.07.2009. Tillagan er aðgengileg á vefslóðunum www.sudvesturlinur.is; www.landsnet.is og www.efla.is. Skipulags- og byggingaráð vísaði erindinu 26.05.2009 til umsagnar umhverfisnefndar/Staðardagskrár 21 og framkvæmdasviðs. Einnig vísaði ráðið erindinu til umsagnar Byggðasafns Hafnarfjarðar og ferðamálafulltrúa varðandi þau atriði sem þau varðar. Ráðið fól jafnframt skipulags- og byggingarsviði að gera tillögu að umsögn um frummatsskýrsluna. Framkvæmdaráð samþykkti 08.06.2009 að Framkvæmdasvið og Skipulags- og byggingarsvið geri sameiginlega umsögn um málið og leggi fyrir Skipulags- og byggingarráð. %0DLögð fram umsögn Byggðasafns Hafnarfjarðar, Umhverfisnefndar/Staðardagskrár 21, umsögn skrifstofu menningar- og ferðamála og sameiginleg umsögn skipulags- og byggingarsviðs og framkvæmdasviðs.%0D
