0907153 – Hverfisgata-Mjósund-Austurgata-Gunnarssund zoning plan
The proposal from the Department of Planning and Building for a detailed plan for a site bounded by Mjósund, Austurgata, Gunnarssund and the upper boundaries of the properties at Hverfisgata 31-49 is reconsidered. The Planning and Building Department previously reported on a study of access to the lighthouse behind the plot at Hverfisgata 41 and a meeting with residents in the vicinity of the lighthouse on 08.04.2010. Previously, a review by the Department of Planning and Building on the potential for the use of 41 Hverfisgata was presented. At the last meeting, the matter was deferred to this meeting.
The Planning and Building Committee agrees that the outline planning application will be advertised in accordance with section 41 of the Planning Act no. 123/2010. The Planning and Building Committee makes the following recommendation to the Town Council:
“The Town Council of Hafnarfjörður approves the proposal for a detailed plan for the area bounded by Mjóssund, Austurgata, Gunnarssund and the upper boundaries of the plots of houses at Hverfisgata 31-49 shall be published for public consultation in accordance with Article 25 of the Planning and Building Act No. 73/1997.“; -
0807220 – Suðurgata - Hamarsbraut, detailed plan
To reconsider the proposal from the Department of Planning and Building dated 20.05.2010 for the Suðurgata-Hamarsbraut detailed plan, for a site bounded by the cliffs north of the houses north of Hellubraut/Hamarsbraut, Suðurgata, Mýrargata and Strandgata. Previously submitted archaeological survey by the Hafnarfjörður Folk Museum for the area, dated 2009; opinion of the House Preservation Committee regarding Hellubraut 7, dated. 05.05.2009, minutes and responses to comments from the preliminary presentation meeting of 25.05.2009, minutes of the Planning and Building Department regarding neighbourhood conservation, a proposal by Teiknistofan ehf for the layout of the Hellubraut 7 plot, documents dated 10 January 2009 and data from the Planning and Building Department dated 08 October 2009. The proposal was advertised in accordance with Article 25 of the Planning and Building Act No. 73/1997, and the consultation period has now closed. Comments were received. A public consultation meeting was held during the notice period. A summary of the comments received was previously submitted by the Planning and Building Department. At the last meeting, the matter was deferred to this meeting. The changes from the published detailed plan are a response to the comments received; among other things, the alignment of Hellubraut is adjusted to conform with the existing detailed plan. A letter from the Strandgata Suður residents' association was presented.
The Planning and Building Committee approves the detailed plan and that the processing will be completed in accordance with Article 25 of the Planning and Building Act No. 73/1997. The Planning and Building Committee makes the following recommendation to the City Council: “The City Council of Hafnarfjörður approves the detailed plan for Suðurgata-Hamarsbraut, dated. 27.01.2011, and that the matter be finalised in accordance with Article 25 of the Planning and Building Act No. 73/1997.“;

1005056 – City Centre Zoning Plan from 1981, altered boundaries
The proposal from the Planning and Building Department to amend the boundaries of the 1981 detailed plan for Hafnarfjörður's town centre, to align it with the proposal for the detailed plan for Suðurgata – Hamarsbraut, is reconsidered. The proposal was advertised in accordance with Article 26(1) of the Planning and Building Act No. 73/1997, and the consultation period has now closed. No comments were received.
The Planning and Building Committee approves the detailed plan and that the processing will be completed in accordance with Article 25 of the Planning and Building Act No. 73/1997.;

1101167 – Hellubraut 7, building matters
In a letter dated 10 January 2010, Gunnar Hjaltalín requests that the Planning and Building Department permit the demolition or relocation of a house on plot no. 7 at Hellubraut. The matter was considered at the meeting of the planning and building officer on 12 January 2011, who referred it to the planning and building committee. Postponed at the last meeting.
The Planning and Building Committee refers the matter to the Historic Buildings Preservation Committee for its opinion.;

1012098 – Strandgata 55, enquiry
To reconsider the application from Fjörukráin dated 09.12.10 to build a turf house behind the Fjörukráin, in accordance with the attached document. The Planning and Building Committee instructed the Planning and Building Department and the Operations Department to examine the matter in more detail with regard to parking and in the context of the town centre's overall planning. Memos from the Planning and Building Department and the Operations Department were presented.
The majority of the Social Democratic and Green Party in the Planning and Building Committee considers that, as the enquiry does not conform to the area's current detailed plan, it is not possible to take a position on the matter as it stands. Work on the revision of the detailed plan for the city centre area is due to commence, as the development and traffic issues for the area as a whole need to be examined.
Representatives of the Independence Party express their disappointment with the majority's position on the question. It would have been preferable to have formally discussed with the operators concerned whether other configurations or possibilities for the layout of the buildings could be considered. We should welcome the initiatives of businesses in the town that want to expand and increase their services, at a time when most are holding back on projects and investment. The town authorities should therefore try to reach an agreement with the companies and find common solutions, even temporary ones, when the desire for expansion arises. It is, however, agreed that the detailed plan for the town centre area should be reviewed as a whole.
