A letter has been received from the Ministry of the Environment, dated 30 May 2011, requesting a review of the draft of a new building regulations. The deadline for submissions is 15 August.
The Planning and Building Council instructs the Planning and Building Department to prepare a draft report.;

1105153 – Kópavogur Master Plan 2000-2012, revision
The proposal from Birgir H. Sigurðsson, Kópavogur's Town Planner, dated 02.05.11, requesting a report on the attached specification for the Kópavogur Master Plan 2000-2012, is considered again. 15.04.11. The deadline for comments is 07.06.11. The Directorate's proposed comments were presented.
The Planning and Building Council endorses the director's report and makes it its own.;

1104089 – Master plan: junction at Straumsvík
A proposal for an amendment to the Master Plan of Hafnarfjörður 2005–2025, dated 08.04.11, concerning the junction with the entrance road from the Reykjanesbraut to the aluminium smelter site, was discussed. It is proposed that underpasses be constructed for left turns. The Hafnarfjörður Town Council approved that the proposal be treated as a minor amendment to the master plan, but the Planning Authority's assessment is that this is a major amendment.$line$ A letter from the Planning Authority dated 16.05.11 and a letter from the National Monuments Authority dated 16.05.11, a response to a submission from the Hafnarfjörður Folk Museum. Previously, a project description and a plan environmental assessment in accordance with Article 30 of the Planning Act no. 123/2010 were presented. A report from the Planning Authority dated 01.06.11 was presented. A public consultation on the proposal was held on 06.06.11.
The Planning and Building Committee resolves that the draft amendment to the 2005–2025 Master Plan for Hafnarfjörður and the environmental assessment of the plan shall be advertised in accordance with Article 31 of the Planning Act No. 123/2010. The Planning and Building Committee makes the following recommendation to the Town Council: “Hafnarfjörður Town Council agrees that the proposal for an amendment to the Hafnarfjörður 2005–2025 Master Plan concerning the junction of Reykjanesbraut and Víkurvegur at Straumsvík, and the environmental assessment of the plan, be submitted for publication in accordance with Article 31 of the Planning Act no. 123/2010.“;

The request from the Þyt Flying Model Club for a model flying facility in the hinterland of Hafnarfjörður is considered again. A report will be given on discussions with the club's representatives. The author's proposal for the location within the hinterland's outline plan will be presented.
The Planning and Building Committee advises the applicant to discuss with the landowner the possible use of the land for the activity.;

1105320 – Ásvellir, access to the Haukahús.
The matter of pedestrian safety at the Haukar sports complex is being reconsidered. The matter was referred to the council at a meeting of the transport working group on 17 May. A report will be given on discussions with Haukar's management.

;1104346 – 55 Hjallabraut, amendment to the local plan
The application from Hjallastefnan, requesting to amend the detailed plan for the plot at 55 Hjallabraut to include a building area for classrooms, is considered again. A proposal for the detailed plan, dated 25.05.2011, is presented. A public consultation meeting was held on 06.06.11.
The Planning and Building Committee agrees to send the proposal, with the amendments made, for publication in accordance with Article 41 of the Planning Act No. 123/2010.;
11023109 – Dragon Fields 9, change to the local plan
Proposals for amendments to the Valli 3rd Phase local plan for the site of Hraunvallar School, Drekavellir 9, are reconsidered. It is proposed that a building plot for mobile nursery classrooms be created on the site. Previously submitted proposals from the Planning and Building Department on the location, along with a cost estimate from the Operations Department. The chair and the department head previously reported on a meeting with the management of Hraunvallar School and Nursery. The proposal was advertised in accordance with Section 41 of the Planning Act No. 123/2010. No comments were received.
The Planning and Building Committee approves the proposal and that its processing will be concluded in accordance with Article 41 of the Planning Act No. 123/2010.
The representatives of the Independence Party abstain from the vote on the proposal and submit the following statement:</The representatives of the Independence Party point out that due to the difficult financial situation of the City of Hafnarfjörður and as the proposed works are not in the budget, the party's councillors proposed last January that the plans to move the classrooms from Hjallabraut to Vellir would be reconsidered. It was proposed that other solutions for the nursery and primary school accommodation in the Vellir district be sought, and emphasis was placed on better utilising other council-owned premises for this purpose.Representatives of the Social Democratic Alliance and the Left-Green Movement submit the following statement: It is surprising that the representatives of the Independence Party choose not to take a position on the proposals put forward here, which are aimed at resolving the accommodation issues of nursery and primary school children and have been developed in close cooperation and with the full agreement of both parents and the management of the relevant educational institutions. No viable proposals have been put forward by representatives of the Independence Party to resolve the matter by other means.;1101167 – Hellubraut 7, building matters
In a letter dated 10 January 2010, Gunnar Hjaltalín requested that the Planning and Building Department permit the construction of a two-storey house on plot no. 5 at Hellubraut, in accordance with the conditions and within the plot boundaries specified by the planning scheme. The planning and building officer objected to the construction of a two-storey house as it did not comply with the area's planning scheme. The Planning and Building Committee requested further information; explanations have been received. However, to permit the demolition or relocation of a house on plot no. 7 at Hellubraut. The Planning and Building Committee requested a report from the National Heritage Protection Authority. A negative report has been received, dated 09.03.11.

A review was held of the status of the planning for the plots at 29–31 Óseyrarbraut. The harbour master attended the meeting.

Verkís's proposal for the junction in Engidal was presented. Ólafur Erlingsson from Verkís and Jónas Snæbjörnsson from the Road Administration attended the meeting and presented the proposal.

0709199 – Flatahraun 13, detailed plan
The request from Pétur Guðmundsson, Chairman of the Board of Eykt ehf, dated 18.05.11, is reconsidered, in which he requests to submit a proposal for an amendment to the detailed plan for the plot. An application for a detailed plan amendment is submitted, together with a drawing.
The Planning and Building Committee is opposed to the proposed scheme as it does not align with the long-term development concepts for the area, which are being addressed in the draft area framework plan.;
