  Minutes from the planning and building officer's disposal meetings were presented. 06.07.11, 13.07.11, 20.07.11, 27.07.11. Item A was dealt with by the building control officer in accordance with the Mannvirkjalög nr. 160/2010.

• 1107097 – Reykjavík City Plan 2010-2030, revision

  A submission from Harald Sigurðsson on behalf of the Planning and Building Department of Reykjavík, dated 01.07.11, is presented, which refers to the scope of work for the revision of the Reykjavík Master Plan. The scope of work was approved by the Reykjavík City Council on 30.06.11.

  The Planning and Building Committee has no objection to the specification of works.

• 1107005 – Regional Plan for the Capital Region 2001-2024. Proposed Amendments

  A submission from Páll Guðjónsson on behalf of the Association of Local Authorities in the Capital Region, dated 28.06.11, is presented, referring to the review of the proposal for a work plan for the revision of the Reykjavík Master Plan. The deadline for comments is 30 July. The work specification was approved at the meeting of the Capital Region Planning Committee on 3 June 2011.

  The Planning and Building Committee has no objection to the work programme.

• 1107196 – Master Plan of Mosfellsbær 2010-2030

  A submission from Finn Birgisson, Town Planner for Mosfellsbær, dated 11 July 2011, is presented, referring to the review of the proposal for a work plan for the revision of the Mosfellsbær Master Plan. The deadline for comments is 31 July.

  The Planning and Building Committee has no objection to the work programme.

• 1107098 – National Height System of Iceland ISH2004, Regulation

  A submission from the Ministry of the Environment, dated 4 July 2011, was presented, referring to the consultation on the first version of a common height system for Iceland. The deadline for comments is 15 August. Draft comments were presented.

  The Planning and Building Committee endorses the department's report and makes it its own.

• National planning policy, Regulation

  A submission from the Ministry of the Environment, dated 4 July 2011, has been presented, referring to the part of the new planning regulations concerning national planning policy. The deadline for submissions is 15 August.

  The Planning and Building Committee has no comments on the draft.

• 1102768 – Building regulations, draft for consultation

  The letter from the Ministry of the Environment dated 30 May 2011, requesting a review of the draft new building regulations, was taken up again. The deadline for submissions is 15 August. A revised draft of the submission was presented.

  The Planning and Building Committee approves the report.

• 0708097 – Lækjargata 2, Dvergslóðin, detailed plan

  To discuss the arrangement of work on the detailed plan for Lækjargata 2 and the surrounding area, in accordance with the decision of the Hafnarfjörður Town Council on 1 June 2008. At its meeting on 22 June 2010, the Planning and Building Committee instructed the Planning and Building Department to begin preparations for an ideas competition in accordance with the Hafnarfjörður Town Council's resolution of 1 June 2008. Draft terms of reference for the ideas competition were presented.

  The Planning and Building Committee discussed the project, and the chairman was tasked with discussing its next steps, with collaboration in mind, with representatives of the town's schools.

• 1101167 – Hellubraut 7, building matters

  In a letter dated 10 January 2010, Gunnar Hjaltalín requested that the Planning and Building Department permit the construction of a two-storey house on plot no. 5 at Hellubraut, in accordance with the conditions and within the plot boundaries specified by the planning scheme. The planning and building officer objected to the construction of a two-storey house as it did not comply with the area's planning scheme. The Planning and Building Committee requested further information; explanations have been received. However, to permit the demolition or relocation of a house on plot no. 7 at Hellubraut. The Planning and Building Committee requested a report from the National Monuments Authority. A negative report has been received, dated 09.03.11. A condition report from Strending, dated July 2011, was presented.

• 1107149 – Northern area major plan amendment

  A change to the 2005–2025 Master Plan for Hafnarfjörður is under consideration with regard to the town's North Quarter. A revision of the North Quarter's detailed plan is also in progress.

  The Planning and Building Committee instructs the Planning and Building Department to propose an amendment to the Master Plan of Hafnarfjörður 2005–2025 with regard to the North Town and to prepare a project description in accordance with section 30. Article of the Planning Act No. 123/2010. The Planning and Building Committee makes the following proposal to the Town Council:$line$“Hafnarfjörður Town Council approves the preparation of a proposal for an amendment to the Hafnarfjörður 2005–2025 Master Plan with regard to the North Town, and the preparation of a project description in accordance with Article 30 of the Planning Act No. 123/2010.“

• 1104346 – 55 Hjallabraut, amendment to the local plan

  The application from the Hjalli School system, requesting to amend the detailed plan for the plot at 55 Hjallabraut to include a building area for classrooms, is reconsidered. A public consultation meeting was held on 06.06.11. The detailed plan drawing is dated. The detailed plan drawing dated 25.05.11, with subsequent amendments, was advertised on 14.06.11 in accordance with section 41 of the Planning Act no. 123/2010, and the consultation period closed on 26.07.11. No comments were received.

  The Planning and Building Committee approves the detailed plan and that its processing will be concluded in accordance with Article 42 of the Planning Act No. 123/2010.

• 0907153 – Hverfisgata-Mjósund-Austurgata-Gunnarssund zoning plan

  The proposal from the Planning and Building Department for a detailed plan for a site bounded by Mjósund, Austurgata, Gunnarssund and the rear boundaries of the properties at 31-49 Hverfisgata is reconsidered. The Planning and Building Department previously presented a review of access to the lighthouse behind the plot at Hverfisgata 41 and a meeting with residents in the vicinity of the lighthouse on 08.04.2010. A previous report from the Planning and Building Department examined the development potential of 41 Hverfisgata. The plan was advertised in accordance with section 41 of the Planning Act No. 123/2010, and the consultation period has now closed. Comments were received. A summary of the comments received and a proposed response were presented by the Planning and Building Department.

• 1106195 – Sign at the Reykjanesbraut

  Einar Bollason, Haukur Birgisson and Jóhannes Viðar Bjarnason request, by letter dated 22 June 2011, to erect a sign in accordance with the attached documents.

  The Planning and Building Committee denies the application as it is not in accordance with the town's sign by-law.The Planning and Building Committee agrees with the view that it is necessary to better promote service companies in the town and instructs the Planning and Building Department to explore this in cooperation with the Environment and Operations Department.

• 1107252 – Kaplakriki, car park

  Birgir Jóhannsson, on behalf of FH, requests temporary permission to park vehicles on the grass verge outside the sports grounds, see attached documents. The application was considered at the processing meeting of the Planning and Building Officer on 27/07/2011, which referred it to the Planning and Building Committee.

  The Planning and Building Committee refers to the police's opinion and denies the request.

• 1107232 – Krýsuvík, Arnarfell, grazing land

  A submission from Hermann Magnús Sigríðarson and Kári Magnús Ölversson, dated 19/07/11, was presented, requesting the use of unused land at Arnarfell in Krýsuvík for grazing. The application was considered at the work session of the Planning and Building Officer on 27 July 2011, who referred it to the Planning and Building Committee.

  The Planning and Building Committee denies the application as it is not in accordance with the Krýsuvík Master Plan.

• 0912139 – Reykjanesbraut, junction with Straumsvík

  A submission from the Planning Authority, dated 11 July 2011, was presented, requesting the City of Hafnarfjörður's opinion on whether a tunnel under the Reykjanesbraut at Straumsvík should be subject to an environmental impact assessment, taking into account Article 3. appendix to the Act No. 106/2000 on the assessment of the environmental effects of projects. The deadline for comments was 26.07.11. The Director's proposal for a comment was presented.

  The Planning and Building Committee concurs with the director's report and makes it its own.
